The regular meeting of the Board of Supervisors, held at the Township Municipal Building, was called to order by Chairman Greg Happ at 7:30 P.M. Present were Vice-Chairman Duane Rape, Supervisors John Nowicki, Brian Giles and Fritz Retsch. Also present were Manager Walter Beighey Jr., Secretary Patricia Pfaff, Treasurer Elois Nadzak, Police Chief Ron Leindecker, Road Foreman Tom Milligan, Solicitor Phil Lope, Solicitor Al Steff, Engineer Heather Dodson, P.J. ADJOURN / Motion by Rape, seconded by Retsch, to approve the minutes of the February 7, 2017, meeting as written. Vote of 5 to 0 in favor.
Motion by Nowicki, seconded by Giles, to pay the bills from the General Account as of February 8th through February 28th for $56,946.96 and as of March 7th for $125,460.15, with signing of the checks after the meeting. Vote of 5 to 0 in favor.
Carl Kemerer, 134 Powell Road, reported that he owns property on Lovi Road and is having stormwater problems that is being created by his neighbor. He said that he spoke with someone from the Beaver County Conservation District and they advised him that the Township has a Stormwater Ordinance and he needed to contact the Township Office. Mr. Kemerer asked that the Township enforce the Ordinance.
The Supervisors advised Mr. Kemerer that they will look at his property during Road Inspection on April 8th.
Motion by Rape, seconded by Retsch, to approve a Mutual Aid Agreement for Police Services between New Sewickley Township and Marion Township. Vote of 5 to 0 in favor.
It was the consensus of the Board to have the solicitor review a proposed ordinance for regulating sexual orientation businesses.
Motion by Rape, seconded by Giles, to turn the MS4 permitting over to Baker Engineering. Vote of 5 to 0 in favor.
Motion by Rape, seconded by Retsch, to amend Township Burning Ordinance No. 197, to include prohibiting the burning of paper, cardboard and all other recyclable materials. Vote of 5 to 0 in favor.
The Supervisors received a request from Mark and Tonya Mohrbacher asking to waive the Township taxes from 1992 through 2015 in the amount of $694.19 on lot 31 & 32, parcel number 69-003-0504-000-01-1 located in Willowmere Park.
Motion by Rape, seconded by Retsch, to waive the Township taxes contingent upon the solicitor’s review. Vote of 5 to 0 in favor.
Motion by Rape, seconded by Retsch, to set April 4, 2017, at 7:00 to continue the Public Hearing for Castlebrook Development on their request for tentative approval to construct a Planned Residential Development on Pine Run Road. Vote of 5 to 0 in favor.
Motion by Giles, seconded by Retsch, approving the Police Department to apply to Community Development of Beaver County for a grant to place a handicap ramp outside the police department, remodel the restrooms in the police department making them handicap accessible and to pave a handicap accessible trail in Green Valley Park leading to the memorial site. Vote of 5 to 0 in favor.
Each Board of Supervisor received a copy of the Auditor General’s report for all uniform and non-uniform pension plans.
The Supervisors received a copy of the Planning Commission’s 2016 Annual Report.
Motion by Rape, seconded by Nowicki, to adopt Police Policy No. 321 for the Fiscal Management of the Police Department. Vote of 5 to 0 in favor.
Motion by Nowicki, seconded by Rape, to purchase a 2017 Dodge Charger AWD at a cost of $26,715.00 from Day Fleet Sales. Vote of 5 to 0 in favor.
Supervisor Rape reminded the Board members that the cost did not include the up fitting of the vehicle.
Chief Leindecker read his monthly report for February 2017, which included the number of police calls, vehicle maintenance, arrests and citations issued.
Mark Carrier, Big Knob Fire Department and Mike Guraly, Pine Run Fire Department read their monthly reports for February 2017, which included the number of calls they responded to.
Manager Beighey reported that on March 8th, he is meeting with Hancock Architect to look at the property and discuss a new building for the Road Department.
Motion by Nowicki, seconded by Giles, to approve the purchase of a Hotsy 555SS portable hot water pressure washer from Cleaning Systems, Inc., at a cost of $3,060.00. Vote of 5 to 0 in favor.
Motion by Rape, seconded by Retsch, to approve the purchase of 2 steering tires at a cost of $816.00 from Skander Tires. Vote of 5 to 0 in favor.
Motion by Rape, seconded by Retsch, to authorize the solicitor to advertise the Peddling/Solicitation Ordinance. Vote of 5 to 0 in favor.
Heather Dodson, from Baker Engineering, submitted a written report completed by Jim Culler advising he reviewed a revision of the Castlebrook Development Plan they are proposing on Pine Run Road and a revised Stormwater Management Plan for Guys Service at Sunflower Corners.
Chairman Happ announced that the Planning Commission will hold an Open House on March 16th from 4:30 until 6:30 at the municipal building to enable residents, business owners and the general public an opportunity to review and make comments on the proposed new zoning ordinance and zoning map.
Motion by Retsch, seconded by Nowicki, to purchase a horizontal message sign with LED lighting at a cost of $2,441.30 including shipping. Vote of 4 to 1 in favor. Rape voting NO.
Motion by Rape, seconded by Retsch, to accept the resignation of Gary Guy from the Municipal Authority. A letter of thank you to be sent. Vote of 5 to 0 in favor.
Lisa Bauman announced that a date has not been set, but the Recreation Board is planning to hold an open house to view the Master Plan for Green Valley Park.
Motion by Nowicki, seconded by Giles, on the recommendation of the Municipal Authority, to appoint Raymond Petcovic to a five year term. Vote of 2 to 3 Not in Favor. Rape, Happ and Retsch voting NO.
The Board of Supervisors agreed to readvertise for the position.
Supervisors received a report of the building permits that were issued in the month of February along with a copy of Peggy Griffith zoning enforcement report.
Supervisor Retsch commented on how well the pancake dinner (fundraiser) for Lee Miller at the Big Knob Grange went.
Supervisor Rape commented on how impressed he is with the enthusiasm the Recreation Board has for planning Community Day.
Motion by Retsch, seconded by Giles, to adjourn. Meeting adjourned at 8:16 p.m. Vote of 5 to 0 in favor.
