New Living Situation Values for Consumer Demographics and Incident Management
We are getting ready to move the new, more comprehensive Living Situation list into HCSIS. The "Current Living Situation" drop down menu has not met the needs of HCSIS users and the "Current Living Situation" options have been the subject of discussion and significant work. The table will be available in HCSIS beginning Tuesday, October 29, 2002.
The Living Situation list we move forward with (listed below) will be used across all HCSIS subsystems. Incident Management and Individual Demographics will be in sync with the new table. HRP and IM4Q will move forward in this year as currently designed.
Changes to Individual Demographics
Counties will see new Living Situation values on the Living Situation field on the Primary Demographics screen. Living Situation values that are currently in HCSIS demographics records have been reviewed. Analysis revealed that the current values have a high degree of inconsistency. Various tables were used to list Living Arrangement in Demographics and the differences between the tables limit our ability to do reliable data analysis. We have removed the living situation information from the Demographics tables. We have moved the more feasible and reliable living arrangement data from two sources, the FACT MAPPER application for MR Facility residents and the CRF Access data provided by the counties. Counties remain responsible for reviewing and maintaining the accuracy of the living situation information.
Changes to Incident Management
The Incident Management living arrangement values will be retained for reported incidences based on the Incident Management Living Arrangement Table (IM0004). New Incidents reported after 10/29/2002 will use the new Living Situation values.
On the Initial Notification – Consumer Information Screen, the user will see two Living Arrangement fields. The Living Arrangement field displays Living Situation values for incidents reported prior to 10/29/2002 and uses the Living Situation values from the table in effect at the time. The existing Living Arrangement fields are Read Only and will be empty for any new incident created. The new Living Arrangement field will be pre-populated from Consumer Demographics if the value is known. The Living Arrangement field is required to be completed/updated by the reporting provider.
IM Extracts – A column will be added to the IM Extracts to include the new Living Arrangement (pre-populated) field.
LIVING SITUATIONS
State-operated ICF/MR—facility operated directly by the state (OMR) under the 6600 regulations.
State Mental Health Hospital—facility operated by OMHSAS
CR004 – 8. State MH Hospital
Homeless—currently without an address
RE0003 – 6. Homeless
Temporary shelter—living in a shelter on a temporary basis while seeking more permanent housing
Foster Care—Placement of a dependent child with a family through OCYF
RE003 – 4. Foster Care
Incarceration—currently residing in a corrections facility for the commitment of a crime
RE003 – 5. Incarceration
Nursing Home/Nursing facility—living in a long term nursing facility that provides skilled and/or intermediate care and is licensed by the Department of Health.
IM004 – 10.Nursing Home
Domiciliary Care—living in a location certified by Department of Aging
Personal Care Home (PCH)—living in a facility that provides food, shelter, and personal assistance for people who require assistance, but not in a long term care facility. PCHs are licensed by OSP
Family Living—The private home of an individual or a family in which residential care is provided to one or two individuals as provided under the 6500 regulations. By regulation this setting is limited to 1 or 2 individuals per family and the individuals participate in family life.
RE003 - 2. Family Living
Unlicensed Family Living—The private home of an individual or a family in which residential care is provided to one or two individuals in a setting where the individual requires less than 30 hours of supervision per week and therefore the setting is not licensed under the 6500 regulations.
Own residence—a home (apartment, condominium, townhouse, house, trailer, etc) that is owned, leased or rented by the individual receiving services. The individual generally lives alone or with friends. AKA independent living. Supported living would also occur in this environment.
RE003 – 3. Independent Living
Relative’s home—living with the birth or adoptive family in their home. Family may not be immediate family only. It may include grandparents, aunts/uncles, etc.
Children’s facility—a residential habilitative facility for children licensed under the 3800 regulations by OCYF.
Approved Private Schools—living at a residential school certified by the PA Department of Education
Other
Private ICF/MR—a facility operated under the 6600 regulations by a private provider agency or a county.
