The regular meeting of the New Jersey Utilities Authority Joint Insurance Fund Executive Safety Committee was held on March 31, 2011 at the Mt. Holly MUA. The following members and professionals were in attendance. Items listed are not necessarily in the order they were discussed.

MEETING COMMENCEMENT

The regular meeting was called to order at 11:43 a.m. by Chair Bernie Rutkowski who thanked Anthony Stagliano for hosting.

APPROVAL OF MINUTES
The Minutes from the January 20th meeting were approved and seconded.

TECHNICAL TRAINING

Presentation by Anthony Stagliano on Supervisory Safety Training.

OLD BUSINESS

Bernie reviewed the Awards Breakfast and mentioned new Officers for 2011.

SAFETY EXPO:

Chairperson: Mike Trent (SRVSA). The dates for the Safety EXPO’s are September 27th at Camden and November 3rd at Middlesex. Chair Trent reported that an EXPO planning meeting was held after the Awards Breakfast.

A vehicle maintenance track is being developed and plans are to include vehicle inspection and snow plow safety. An instructor is needed for the snow plow safety.

SAFETY DIRECTOR’S REPORT

Due to the absence of Joanne Hall and Lou Carey, the report was given by Bernie.

SIP Committee needs help reviewing the SIP & Safety Excellence Award language – no face time required, maybe just a conference call and/or e-mail.

There have been 5 fatalities to date this year in the MEL. Toms River Twp. DPW had a crush fatality and Jackson Twp. DPW had a fatality where the individual was struck by a car while crossing a street.

LOST TIME ACCIDENT FREQUENCY:

Report given by Maxine Tsao. We are doing well, only one member with lost-time to date. This is an improvement from last year. Keep up the good work!

MEETING TOPIC COMMITTEE:

·  Members: Anthony Stagliano, Mt Holly MUA.

The April meeting will be at Passaic Valley Water Commission, Totowa Plant – Homeland Security with speaker Jerry Cevetello. The May meeting is scheduled at Manasquan, but last month there had been discussion about moving it to the new member, East Windsor – need to confirm with Joanne. Topic still needs to be decided. Jill asked that if you have suggestions to please let her know.

Regulatory Inspection UPDATES

A list of the most common PEOSHA citations is attached to the meeting Minutes.

Bernards Twp. SA., Bayshore Regional SA, Pennsauken SA and Monroe MUA all had Air Quality Inspections for their emergency generators. Monroe MUA noted that they were told by the inspector that air permits are needed for their air-strippers on the wells because they emit VOCs. Bernie suggested that they may be able to put that piece of equipment under an already existing generator air permit because the regulations allow for registration of multiple pieces of equipment. It was also noted that “parts washers” of a certain size are also required to be permitted. Bernie said to contact your EJIF inspector for assistance in getting the proper permits.

Mt. Holly had a boiler inspection. It was noted that any pressure vessel over 6 cfs needs to be registered with the State.

Toms River had an EPA SSO (sanitary storm overflow) inspection. The inspector reviewed claims & records regarding SSO events.
