Introduction:

New Jersey County Planners Association President Ken Aloisio called the meeting to order at approximately 1:30pm and noted that the unusual time, date, and place of the meeting were in order to take advantage of the NJ Association of Counties offering to host us at their annual conference.

Treasurer’s Report:

Linda Brennen presented the April Treasurer’s Report and a brief summary of activity since the last meeting. A motion to approve the Report was offered by Passaic County, seconded by Atlantic County, and passed by all members present.

Discussion Items:

Members participated in a “de-briefing” following the presentation that the group had made in a morning session at the NJAC conference. It was agreed that the general message of the session was well received although some minor changes could improve the delivery. In particular, the information could be presented in a more concise manner and the title changed to better reflect the presentation’s content.

Everyone agreed that it seemed conference sessions were sparsely attended and the approximately fifteen attendees at the session should be considered successful. It was noted that at least one Freeholder and one County Administrator was were present. Members discussed how to get more people in the room for a prospective future session.

The State Water Supply Plan was briefly discussed with members raising concerns over the Plan’s intent and content with respect to population projections. Ken Aloisio noted that NJDEP had offered to attend a NJCPA meeting to present on this topic. Most felt it would be beneficial. Ken will reach out to the membership determine interest.

NJDEP and their handling of County Water Quality Management Plans were discussed at length. In particular, members voiced their concerns over the potential tacit requirement to remove residential backyards from Sewer Service Areas. The source of this change was debated, as was the intention and responsibilities of individual DEP staffers.

Sea Level Rise in New Jersey and our adaptation to it was discussed by several members in light of Matt Campo’s presentation on the topic at the April meeting.

The Municipal Land Use Law, and the APA-NJ effort to change it, was discussed, with particular attention to the need for concurrent review of site plans by Counties and Municipalities.

Agency Updates:

OPA – Jerry Gerry Scharfenberger, Executive Director, Office of for Planning Advocacy, reported on several initiatives and projects. Among them were:

  • G.W. Chemical relocation from South Plainfield to South Carolina
  • State Plan Map change for Cranbury area in need of redevelopment along Route 130
  • Anheuser-Busch considering relocating outside of New Jersey
  • Conditional plan endorsement for the Eagle Ridge development in Lakewood
  • Warehouse development in Phillipsburg – Hopatcong

Old Business/New Business:

NJCPA President Ken Aloisio reminded everyone about the upcoming tour of Radburn on June 16th.

There being no further business, Atlantic County moved to adjourn.
