New Hire Investigation Unit

Summary: The New Hire Unit is responsible for investigating unemployment claims on claimants who have filed a weekly request for payment after potentially returning to work. Audit forms are sent to employers and claimants after the Division is made aware a weekly request was filed after the possible return to work date. The results of these investigations can result in, but not limited to: overpayments, wage cancelation, prosecution, non-monetary determinations for eligibility and separations, etc. This position requires the ability to independently and accurately make overpayment and non-monetary determinations. Additional duties or requirements can be added or removed depending on workload and staff availability.

Job Duties Include:

  • Secure and evaluate information obtained from National Directory of New Hires and State Directory of New Hires records compared to Division records to determine if an issue(s) exist and, if applicable, adjudicating any issues raised.
  • Conduct a professional and accurate investigation via telephone conference on any issue(s) raised during the investigation process.
  • Obtain and document essential facts from claimants, employers, and/or third party providers.
  • Clearly and concisely document sensitive information such as, but not limited to: separations, availability for work, refusal of work and overpayments.
  • Follow Employment Security Laws and Regulations and Division policies when writing equitable determinations on separations, eligibility, and overpayments.
  • Interview claimants to secure information concerning previous wages earned and weeks worked for use in determining additional wage credits to which they may be entitled or for the overpayment of benefits.
  • Receives and answers telephone and written inquiries regarding unemployment insurance.
  • Attend various training sessions and meetings to remain aware of program procedures and law changes.
  • Assume responsibility for the more difficult and complex activities involved in securing and evaluating information required to process a variety of unemployment insurance claims.
  • Maintain appropriate accuracy ratings on reviews of non-monetary and overpayment determinations.
  • Review and evaluate new information received after a determination has been issued to determine the proper course of action.
  • Exercise independent judgment and initiative within the framework of established state and federal laws and agency policies and procedures with minimum supervision.
  • Resolve complex claims processing problems in compliance with state and federal laws and regulations.
  • Provide professional and accurate information when answering questions from claimants and employers about various determinations or processes involving unemployment insurance.
  • Attend and participate in any meetings/trainings required.
  • Perform other duties as assigned.

Required Skills:

  • Knowledge of interviewing and investigative techniques and procedures required in the processing of claims for unemployment insurance.
  • Knowledge of the principles, objectives, and regulations underlying the unemployment insurance program and of the applicable state and federal laws.
  • Knowledge of current office procedures, practices, and equipment.
  • Knowledge of computer and related equipment for data input, retrieval, and word processing.
  • Ability to obtain and document essential facts clearly and concisely, evaluate information, and make determinations on the basis of established rules and precedents.
  • Ability to communicate effectively with agency staff, claimants, employers, and other persons.
  • Ability to work rapidly and accurately.
  • Ability to establish and maintain effective working relationships with claimants, employers, and coworkers.

Preferred Experience:

  • Current Claims and/or Overpayment experience.

Eligibility:

(The following minimum qualifications will determine merit system eligibility. Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted. These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

Two or more years of experience as a Contributions Examiner or Claims Examiner with the Missouri Division of Employment Security; and possession of a high school diploma or proof of high school equivalency.

OR

A Bachelor’s degree from an accredited college or university with a minimum of 15 earned credit hours in one or a combination of the following: social sciences, Education, or Public or Business Administration.

(Technical experience in the fields of social services, social welfare, education, community organization; business, personnel, or public administration involving public contact, or a closely related field; or clerical experience with the Missouri Division of Employment Security at or above the Senior Office Support Assistant level may substitute on a year-for-year basis for deficiencies in the required college education.)
