Distance and access to public hospitals/ strengthening the referral system in the city

Revival of the accommodation reservations/ restrictions on the private hospitals

The terms of reference for the Rindani Committee were,

1)To examine and make recommendations regarding the policy for expansion of existing hospitals, maternity homes and dispensaries and locations of the new institutions to be developed in different parts of greater Mumbai.

2)To scrutinize the development plan proposals in respect of medical relief and modify the same wherever necessary

3)To lay down the basis of priority of implementation.

The recommendation of location on the medical facilities was made on the basis of the impoverishment in these areas as opposed to the density of the population in a certain area. This was a choice made as most of the illnesses would have their points of origins in areas with lower socio economic status.

The standards that were laid down:

1)1 Dispensary should be provided for a population of 50000 each or/ and within the radius of 1.5 Kms so that the residents can easily reach the medical centers. The area of the dispensary should be that of atleast 1500 sq ft. and 2800 inclusive of a sanitary area.

2)1 maternity home of 50 beds should be provided for a population of 1 lakh

3)Size of general hospitals should be to accommodate atleast 300 beds and not more than 500 beds

4)Additional beds for burns and accidents to be provided in hospitals with more than 300 beds

5)Special provisions made for the economically weaker sections of the society

6)Adequate distribution of specialty and super specialty hospitals should be carried out in order to avoid duplication of services available.

Recommendations made:

1)Dispensaries should be the basis of eradicating the shortfall of the medical services in the city.

2)Maternity homes should be developed into maternity and maternity and child welfare centers

3)Expansion of existing hospitals with addition of a certain number of minimum of maternity and child health services

4)New maternity and child health centers
