BELFAST EDUCATION AND LIBRARY BOARD

The Belfast Education and Library Board under the provisions of the Education and Libraries (Northern Ireland) Orders, is responsible for providing an education and library service, including a youth service, in the Belfast area. The provision of public library services transferred to Libraries NI on 1 April 2009. The area has a population of approximately 268,000. The number of pupils in attendance at school in the board’s area is approximately 57,000.

This is a temporary post available until 31 March 2013 and may be subject to extension or review.

REQUIREMENTS: Applicants must at the closing date hold a current driving licence and have relevant experience.

The panel reserves the right to enhance these criteria.

DUTIES: As attached

HOURS: 36 per week

(10.30am – 7.00pm)

Flexibility will be required.

SALARY: £7.24 - £7.85

Posts involving work in educational institutions are subject to the provisions of the Safeguarding Vulnerable Groups (NI) Order 2007. The successful applicant will require an enhanced disclosure check which at present costs £30. Further details regarding the payment of this check will be issued with the contract of employment.

JOB DESCRIPTION FOR

SECURITY ATTENDANT/PORTER

1. JOB PURPOSE

To be responsible through the building superintendent for the provision of

identified services within the board headquarters’ premises to enable the

work of the board to be carried out in an effective and efficient manner in

accordance with the board’s health and safety policy.

2. DUTIES AND RESPONSIBILITIES

2.1  As a keyholder, be required to be on 24 hour callout for three buildings 7 days per week.

2.2  Opening and closing the buildings; board headquarters, Exchange Street and St Mary’s Hall, Monday to Friday, setting alarms on and off in the three mentioned buildings and also on Saturdays and Sundays as and when required.

2.3  Responsible for carrying out security checks within board headquarters, St Mary’s Hall and Exchange Street premises.

2.4  In the event of an emergency (fire alarm) be responsible for the opening of all emergency doors, clearing the buildings of all personnel and assisting emergency services as required.

2.5  Monitoring CCTV cameras covering car parks and main buildings to survey any suspicious activity that could be potentially threatening to staff.

2.6  Responsible for accompanying and assisting outside contractors when visiting on-site.

2.7  Responsible for the monitoring of visitors and occupants of the buildings in order to control access and to ensure that acceptable standards of behaviour are maintained.

2.8  Operation and use of emergency and security equipment including alarm systems and fire-fighting equipment.

2.9  Responsible for taking, recording and delivering messages for staff when on reception duty between the hours of 7.15 am to 8.30 am Monday to Friday.

2.10  Responsible for identifying and reporting faults in board headquarters,

St Mary’s Hall and Exchange Street.

2.11 Responsible for recording and updating necessary paper documentation and filing same.

2.12 Responsible for basic maintenance within my competence as required.

3. PORTERAGE/CLEANING

3.1  Responsible for checking all incoming goods and mail, making sure that damaged goods are reported before signing for them.

3.2  Responsible for erecting/dismantling display stands and boards and equipment as and when required.

3.3  Responsible for setting up the boardroom, other meeting rooms and main reception are to provided a suitable working environment for board functions which includes moving of heavy furniture.

3.4  Responsible for receiving, securing and distributing goods and mail to intended recipient.

3.5  Responsible for the cleaning of board car parks.

3.6  Responsible for replenishing toilet stocks and changing of hand towels on a daily basis.

4. DRIVING

4.1  Be responsible for chauffeur duties which include collecting and taking visiting personnel to and from airports, train stations, bus stations, hotels and other venues, incorporating unsocial hours. These duties also include board officers and staff as requested by senior management.

4.2  Responsible for escorting board staff to lodge cash in bank.

4.3  Responsible for delivery of highly confidential documents to banks, legal services, educational and government departments.

4.4  Responsible for delivering mail and goods to schools, stores and board premises.

4.5  Responsible for delivering, collecting, assembling and returning a wide variety of office and display equipment for board events and conferences.

4.6  Responsible for collecting and delivery of food for special events.

5. GENERAL CONDITIONS

5.1 All duties must be carried out to comply with:

(a) the Health and Safety at Work (NI) Order 1978;

(b) Acts of Parliament, Statutory Instruments and Regulations and other legal requirements;

(c) Codes of Practice.

5.2 Duties will be carried out in the working conditions normally inherent in the job.

5.3 All necessary paperwork must be completed.

5.4 Duties will be carried out for jobs up to and including those in the same grade, provided such duties are within the competence of the employee.

6. TRAINING

6.1  Employees will accept any training to facilitate the undertaking of duties up to and including their own grade.

6.2 Employees will accept training for jobs graded at higher levels than their own. Payment will only be made where there is a requirement by the authority for the higher level duties to be carried out.
