NATIONAL TRANSITIONAL GOVERNMENT OF LIBERIA(NTGL)
INVITATION TO BID FOR BUILD, OPERATE AND TRANSFER (BOT) TECHNICAL AND FINANCIAL PROPOSALS FOR CONSTRUCTION, OPERATION AND TRANSFER OF A 2X10 MW DIESEL POWER GENERATION PLANT ALONG WITH THE ASSOCIATED TRANSMISSION AND DISTRIBUTION NETWORK IN MONROVIA
1.0 INTRODUCTION
1.1 The present tender is launched on behalf of the National Transitional Government of Liberia (NTGL) represented by the Special Executive Committee on Electricity (SECE).
l.2 The National Transitional Government of the Republic of Liberia (NTGL)and the Special Executive Committee on Electricity (SECE)invite bidders to submit bids for the construction of a diesel power generation plant subdivided in two units of a nominal capacity of 1O MW each along with the associated transmission and distribution network in the City of Monrovia, Republic of Liberia.
1.3 The project promoter chosen shall create a Liberia registered Project Company with a view to operating the project, seeking for Project financial backing, and finalizing the “Execution Contract”, the “Electricity Power Purchase Agreement”, the “Land-Lease Occupation Contract”, and all additional agreements required for the construction, operation and maintenance of the Project.
1.4 Afler Project commissioning, the Project Company shall operate it for a period of 1O years.
2.0 PARTICIPATION
Participation is open to all competent firms that have the required Technical and Financial capacity to carry out the assignment. Firms are free to associate or form joint ventures to boost their capacity.
2.1 key Professionals
Should have-extensive experience in fuel supply and storage facilities rehabilitation, electricity transmission and distribution network, diesel power generation plant, Quantity surveying, Land Valuation surveying, Estate management, Financial Analysis, Property and Law.
2.2 Technical Team
To have competent Managerial and Technical personnel, adequate experience in Engineering, Construction, Operation and Maintenance of diesel power generation plant.
2.3 Financing
Firm is expected to raise its own funds to cover pre-contact and post contract services, Construction of entire project from preliminaries up to practical completion stage. Evidence of ability to mobilize own funds/borrowed funds to be indicated.
3.0 ACQUISITION OF TENDER DOCUMENTS
Interested firms for Design, Build, Operate and Transfer should collect bidding documents from Special Executive Committee on Electricity(SECE) or BUREAU NATIONAL D'ETUDES TECHNIQUES ET DE DEVELOPPEMENT(BNETD)upon payment of a nonrefundable fee, by Manager's Check of US $ 1,000.OO drawn on an internationally acceptable bank to meet cost of the bid documents elaboration and analysis. The Manager's Check should be made payable to the "Special Executive Committee on Electricity (SECE). The document will be available for collection from the SECE office in Monrovia during working hours until 21August 2005.

4.0 SUBMISSION OF TENDERS
The tenders and all correspondence and documents relating to the tenders shall be drafted in English and French Languages-The tenders shall be submitted in two separate sealed envelopes, one marked Technical Proposal and the other marked Financial Proposal as appropriate and the two sealed envelopes in turn are to be enclosed in one big sealed envelope marked and addressed to:

The tender offer shall be submitted no later than 1O:OO a.m. (Liberia time) on September 16th, 2005. No Tender will be accepted after 1O:OO a.m. (Liberia time) on September 16th, 2005. Envelopes will be opened publicly in the presence of Tenderers’ or their representatives at lO:05a.m.on September 16th, 2005.Tenders opening will be held at the Ministry of Rural Development,17 Street SINKOR, Monrovia-Conference Room.
5.0 VALIDITY OF TENDERS
Tenders shall remain valid and open for acceptance for a period of one hundred and eighty (180) calendar days from the closing date for submission.
6.0 PRE-TENDER SITE VISIT
All bidders are advised to visit the site at their own Cost before submitting their tenders. The site visit for all tenderers will take place on August 19th,2005 at 11:OO a.m.(Liberian time).

7.O SECE'S RIGHT TO ACCEPT OR REJECT ANY TENDER OR CANCEL THE TENDERING PROCESS
SECE reserves the right to accept or reject any tender or cancel the tendering process at any time prior to award of contact without incurring any liability to the affected tender(s)or any obligation to inform the affected tenderer(s) of reasons for SECE action.
