PROJECT PROPOSAL

1.PROJECT TITLE

A brief title that reflects the project.

2.IMPLEMENTING AGENCY

The agency responsible for carrying out the project activities.

3.EXECUTING AGENCY

The agency responsible for financial management and co-ordination of the project.

4.LOCATION / GEOGRAPHIC COVERAGE

-The island and atoll or region where the physical activities of the project are to be implemented.

-If applicable give details of the exact location of the project (with a site plan) as per Official Atlas of the Maldives (MPND,2008).

-As the names of all uninhabited islands and lagoons are not officially confirmed, Department of National Planning requests that locations that are not specified in the Official Atlas of the Maldives (MPND,2008), should be given with the geographical co-ordinates of the location. A map or photo showing the proposed location with either the closest resort or inhabited island marked clearly is also necessary.

-If the proponent has any connection with the current leased party of the island, please clearly state this with a copy of the lease agreement (varuvaa etc)

-Justification for the proposed location

5.BENEFICIARIES /TARGET POPULATION

The group of people the project is focusing or those who are getting direct a indirect benefit form the project.

6.START DATE / END DATE

-The expected start date and end date of the project activities.(Give breakdown of component start/end dates)

7.DURATION

-The total duration of the project in months / years. (Give breakdown to component durations)

- Details of work schedules (give breakdown to component level)

8.PROJECT OBJECTIVES

-State clearly what is expected out of the project and what it aims to achieve.

-Clear Target (what is expected to achieve+ time/duration needed to achieve it = TARGET) needs to be stated.

-objectives, should be quantifiable and constitute the basic performance indicators for monitoring and evaluation.

State the objectives of the project indicating clearly;

(a)the relationship/contribution to the 5 pledges of the government

(b)the relationship/contribution to other government commitments

(c)the relationship to national and international goals and commitments,

(d)relations to provincial and national plans

(e)sectoral objectives

9.CURRENT SITUATION (PROBLEMS AND NEEDS)/JUSTIFICATION

-Give a brief description of the situation, problems and needs that the project would address. Attach any report, surveys and feasibility studies, economic or financial appraisals prepared for this project. (Feasibility studies, economic or financial appraisals would be essential for economic projects).

- State whether this project is in anyway related to or is an extension of another project. Or related to a project (completed/ongoing/planned) in the same area.

-The project justification should include the rationale for the project and how the project will address the problems mentioned in current situation and indicating measures to meet the objectives stated previously.

10.PROJECT DESCRIPTION / MAIN COMPONENTS

- Describe the main components of the project in details and state the cost for each component.

-Give details of activities under various component and their costs.

-Provide details of phases and cost for phases where applicable.

-Provide details of human resource development plans or/and details of skill development and trainings where applicable.

11.PROJECT COST

-Indicate the funding modality for the project (from government, Aid funding, public-private partnership etc)

-Provide cost break-downs and details for phases where applicable.

-Include list of equipments and cost where applicable.

-Give breakdown of funding sources

(a)External Financing Requirement:Proposed budget requested for external financing (grant and loan assistance)

(b)Domestic Financing Requirement:Proposed budget requested for domestic financing (government contribution)

(c)Community Contribution: details of in-kind or financial contributions form the community

(d)Any other means of finance:give details of any other financial contribution to the project

(e)Total Project Cost: Total project costs covering the external, domestic,Community or any other means of financing

12.Project Linkages to Manifesto and other commitments

-Provide details of how the project impact or help achieve the 5 pledges of the manifesto (direct and indirect linkages)

-Provide details of how the project will impact or help achieve other goals stated in the manifesto (direct and indirect linkages)

-Provide details of the project will impact or help achieve national commitment, international commitments by the government (direct and indirect linkages)

-Provide details of the project will impact or help achieve any other commitments by the government (direct and indirect linkages)

-Provide details of the project will impact or help achieve goals/targets of various sector master plans / sector actions plans / province plans/ island plans etc (direct and indirect linkages)

-Details of how this project is linked directly or indirectly to any other ongoing/planned project in that location or in that industry (include name and implementing agency)

The organisational arrangements for project implementation including the role and responsibilities of the implementing agency.
