1. JOB DETAILS
Job Title: / ALLIED HEALTH PROFESSIONS OFFICER PRIMARY CARE

2. JOB PURPOSE
The post holder will support the Chief Health Professions Officer, Deputy Director for Primary Care and the Cabinet Secretary For Health and Wellbeing in driving forward the Allied Health Professions (AHP) contribution to Primary and Community Care, including links with the quality and integration of health and social care agenda as set out in the 20:20 Vision.
The post holder will work across Primary and Community Care to drive improvements in services, in particular for older people and those needing rehabilitation and enablement services, developing integrated multi–agency solutions to enhancing care and enablement at home where possible, avoiding unnecessary care admissions.
In doing so the post holder will work closely with primary care, Nursing and AHP colleagues across government, in NHS Boards, local authorities and in the 3rd Sector including the National Programme Manager for Rehabilitation, the AHP Consultant for the Care Inspectorate and members of the wider Primary Care team.
The post holder will also be responsible for advising the Chief Health Professions Officer and the Deputy Director for Primary Care on matters relating to all aspects of AHP practice within an integrated health and social care setting.
A secondment of up to 2 years is available.
3. DIMENSIONS
The post holder will be based in Scottish Government Health Directorate, (SGHD) and contribute to a wide range of Primary and Community Care issues maximising the AHP contribution and solutions Primary and Community Care and to integration across health and social care
The post holder will provide professional advice on matters relating to AHP’s in primary and community settings to a wide range of directorates across the Scottish Government.
The post holder will provide leadership and support to drive forward the implementation of the AHP National Delivery Plan across NHS Scotland and local authority AHP services as it relates to primary and community care services.
The post holder will establish and maintain multi-professional working with the other clinical professions and the Chief Professional Officers to promote integrated approaches to clinical policy and development.
The post holder will establish professional links with both internal and external stakeholders such as the AHP Consultants based within the 3rd Sector care providers, AHPs working in Local Authorities, NHS QIS and NES.
The portfolio of work includes: building AHP capacity and maximising their contribution within integrated care teams, this will in turn influence locality planning and the development of anticipating care planning pathways.
The post holder will work towards developing creative partnerships in the 3rd sector, and other agencies, such as the Care Inspectorate, in areas of common purpose, particularly around rehabilitation and enablement, and including ongoing work on footcare.
To provide professional leadership to a range of care groups in a community setting, including children and young people, people with long term conditions and older peoples services being delivered by AHPs
Supporting the roll out of policy initiatives within the AHP primary and community workforce, such as Flying Start, Effective Practitioner and Releasing Time to Care
To provide professional leadership to underpin the implementation of independent and supplementary prescribing.
The post holder may be asked to take on additional roles and responsibilities during the secondment including deputising for CHPO as and when required.

5. ROLE OF THE DIRECTORATES
Health Directorates is part of the Scottish Government. It is also Head Office of NHS Scotland and its role is to advise and assist Scottish Ministers in the development and implementation of their policies for every aspect of the NHS in Scotland. It liaises closely with the UK Government Health Department, especially in relation to reserved matters and their impact on NHS Scotland, and with the Health Departments of Wales and Northern Ireland.
The Chief Nursing Officer is a member of the Health and Social Care Management Board and Head of the Directorate of the Chief Nursing Officer, Patients, Public and Health Professions. She reports directly to the Director General for Health and Social Care/ Chief Executive, NHS Scotland who in turn is accountable to the Cabinet Secretary for Health and Wellbeing.
The Chief Nursing Officer is responsible for professional nursing, midwifery and AHP issues across all Scottish Government policy. She has a team of Nursing Officers and a Chief Health Professions Officer who provide advice across the whole portfolio.
The Deputy Director for Primary Care has lead responsibility for the delivery of high quality primary care services, in particular by the four independent contractor groupings – GPs, pharmacists, optometrists and dentists – as well as out of hours, NHS 24 and the Scottish Ambulance Service. He reports to the Director of Primary and Community Care.
6. KEY RESULT AREAS
Provide professional leadership around the Allied Health Professions (AHPs) contribution to Primary Care, including links with the quality agenda as set out in the Quality Strategy, the 20:20 vision and the AHP National Delivery Plan.
Drive improvements in services for children and young people, people with long term conditions and older people. Develop integrated multi – professional solutions to enhancing care and enablement at home and where possible avoiding unnecessary admissions.
Provide specialist professional clinical advice to the Chief Health Professions Officer, Deputy Director of Primary Care and Scottish Ministers on all matters relating to AHP practice in community, primary care and public health services.
Participate in the development of wider policy relating to outcomes for service users and carers of primary and community care services and influence and contribute to performance management arrangements at a local level to ensure high quality services.
Provide professional leadership to the NHS to support the delivery of directorate policy and contribute to the development of the modernisation of the NHS.
Develop engagement strategies which manage complex and sensitive relationships of stakeholders at board and senior officer level, patients and the public to support the implementation of national policy.
7. ASSIGNMENT AND REVIEW OF WORK
The post holder reports to the Chief Health Professions Officer and is responsible for providing expert clinical advice to maximising the professional AHP contribution to Primary and Community Care policy development.
Work will be largely self-generated, planned and prioritised within the timetable and action plan agreed with the Chief Health Professions Officer.
Objectives and priorities will be agreed with the Chief Health Professions Officer with ongoing review and reaction to any changing circumstances, this may result in additional roles and responsibilities being undertaken by the post holder.
The post holder will deputise for the Chief Health Professions Officer when required.
8. COMMUNICATIONS AND WORKING RELATIONSHIPS
Excluding his/her line manager the post holder has key working relationships with civil servants and clinical advisors across the Scottish Government. He/she must also build and manage effective relationships with a wide range of senior clinical and non-clinical staff within the NHS, local authority partners, education providers, professional organisations, trade unions and staff at all levels. Excellent communication skills are required since a major purpose of communication is to persuade others and to negotiate the development and implementation of change. The post holder is expected to have strong presentational skills and be able to express a view convincingly and coherently verbally and in writing.

10. QUALIFICATIONS AND/OR EXPERIENCE SPECIFIED FOR THE POST
The post holder must be a registered AHP with the Healthcare Professions Council.
Track record of success in a AHP leadership role delivering strategy on Primary Care, Community Care and Public Health Services.
Evidence of successful strategic AHP project management and delivery at a senior level.
Proven change management skills including key deliverables
Strong evidence of service redesign using improvement methodologies
Knowledge and understanding of current policy and practice in Primary and Community Care and how this impacts on AHPs
Demonstrates experience of partnership working with a number of stakeholders, such as, Health, Social care Education and 3rd Sector
Educated to degree, or preferably, Masters level
Knowledge and understanding of professional culture and political environment to achieve change at local, national and international level.
Excellent written and oral skills
Ability to prioritise work and work to tight deadlines
Excellent interpersonal skills with emphasis on influence, tact, diplomacy, negotiation and persuasion
Excellent analytical and organizational skills
