CTITF Human Rights Working Group project: Training and Capacity Building of Law Enforcement Officials on Human Rights, the Rule of Law and the Prevention of Terrorism

Background and rationale

The UN CTITF Working Group on Protecting and Promoting Human Rights and the Rule of Law while Countering Terrorism is currently implementing a global, multi-year project on Training and Capacity Building of Law Enforcement Officials on Human Rights, the Rule of Law and the Prevention of Terrorism (the “Global Project”). The Global Project provides training for law enforcement and security officials on human rights law and human rights compliant responses to countering terrorism. The Global Project is implemented under the mandate of Pillar IV of the United Nations Global Counter-Terrorism Strategy (A/RES/60/288), and consists of four phases to ensure its sustainability and maximum impact on the ground.

Phases I and II consisted of training for law enforcement officers and security officials engaged in counter terrorism measures and operations, so as to strengthen their knowledge of the human rights laws and principles applicable to their area of practice. The training was organised around five modules: (i) the International Legal Framework governing human rights and counter-terrorism activities; (ii) Use of Force; (iii) Human Rights Compliant Detention Practices; (iv) Human Rights Compliant Interview Practices; and (v) Special Investigation Techniques. Each module outlined the standards set by international human rights law and jurisprudence, and included examples of best practices. Phase II repeated the training to a different set of participants and included a meeting with senior government officials to discuss their human right needs and how this may be addressed in Phase III.

Phase III of the Global Project will respond to the needs identified during the meeting with senior government officials, most of whom identified the need to include national legislation in the training material and translation to the national language so that it can be used by their national training institution. Phase III will also deliver a ToT to trainers using this new package. Phase IV of the Global Project, on monitoring and evaluation, will focus on the impact of activities delivered under Phases I, II and III.

In Tunisia the materials will be gender sensitized and include exercises that illustrate issues that directly and/or disproportionately impact women. The National Gender Consultant will conduct desk and field research on the impact of Tunisia’s counter terrorism efforts on women. The National Gender Consultant will produce a report of her/his findings and help to make sure the findings are reflected in the national training materials produced under Phase III in Tunisia.

The National Gender Expert will be based in the OHCHR field office in Tunis and will be jointly managed - reporting and acting under the direction of the line-management of OHCHR Tunis, on a daily basis, whilst working under the methodological direction provided by the Senior International Expert, reporting to UNOCT in New York. The National Gender Expert will also work in close collaboration with UNODC and UN-Women, national law enforcement training institutions and any other entity deemed relevant to the effective implementation of the project.

The National Gender Expert will provide their own computer and all other equipment necessary to complete the assignment. Only expenses agreed in advance will be reimbursed.

DUTIES AND RESPONSIBILITIES

  • Identify, liaise and conduct key-informant interviews with relevant women’s groups and civil society organisations on the impact that national counter-terrorism policies and practices have on women
  • In collaboration with OHCHR and the Tunisian authorities, identify, liaise and conduct research meetings with individual women who have been exposed to national counter-terrorism operations (e.g. detainees, relatives of terrorism suspect and witnesses in terrorism cases). This may require travel throughout Tunisia for limited periods.
  • Pay special attention to understanding the gender impact and dynamics at play in the border and more remote areas
  • Draft a report of the findings of this consultation.
  • Provide guidance and advice to the national expert consultant and other relevant UN colleagues on how to integrate the findings in the national training materials under Phase III of the Global Project.

QUALIFICATIONS

Education: Advanced university degree (Master's degree or equivalent) in gender related matters, law, political science, international relations, humanities or other related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Experience: A minimum of three years of experience in dealing with gender related issues in Tunisia, with a good knowledge of women’s groups in the country and experience in conducting research and report writing. Experience in capacity-building and training is a plus

Languages: For the consultancy advertised fluency in oral and written English and Arabic is required.

COMPETENCIES

PROFESSIONALISM: Strong analytical capacity and excellent substantive knowledge of gender and international human rights. Good knowledge of and exposure to a range of issues related to counter-terrorism, including from the context of human rights and the rule of law.

Allocates appropriate amount of time and resources for completing work. Foresees risks and allows for contingencies when planning. Monitors and adjusts plans and actions as necessary. Asks questions to clarify, and exhibits interest in having two-way communication. Tailors language, tone, style and format to match the audience. Demonstrates openness in sharing information and keeping people informed.
