4.Description.Printing Paper local/imported and Art & Bleach Card local/imported in the following grammage:

Each ream should contain 500 sheets per ream and each packet 100 sheets. Other specifications are as given in clause 21 of Tender enquiry.

5.Documents attached.Original proforma, Tender enquiry alongwith all requisite certificates (all pages duly signed) bearing the Seal and signature of the tenderers.

PROFORMA TENDER ENQUIRY FOR PURCHASE OF PRINTING PAPER LOCAL/IMPORTED, ART AND BLEACH CARD LOCAL/IMPORTED

ON BASIS OF DELIVERY AT NBF’S GODOWN LAHORE & ISLAMABD

Date of opening: 29-5-2015 at 12:30P.M.

Note: Please read the following note and instructions carefully.

1.Any offer not received strictly in accordance with the terms & conditions of the Tender Enquiry is liable to be ignored.

2.Offers will remain valid for 30 days from the date of opening of tenders.

3.Rates of imported/local paper and card of each size/grammages should be clearly mentioned inclusive of all taxes/charges. There will be no obligation of any sort, whatsoever, on the NBF to accept subsequent claim of the tenderer on any account.

4.Rates for delivery at Lahore & Islamabad should be separately mentioned in respect of imported/local paper and card for each size/grammages. Loading/transportation and unloading charges will be borne by the tenderer in accordance with the proforma attached hereto at Annex “A”.

5.Tender must be submitted in double covers. The outer cover should indicate name of the addressee, tender number and date of opening but not the name of the firm which must appear in the inner envelope clearly mentioning the tender number and name of the Firm. The outer envelope must be properly sealed. On outer Envelope "SEALED TENDER" should be written in bold letters.

6.The NBF reserves the right to purchase full or part quantity of Paper/Card or reject the tender.

7.Rates for supply Paper, Art Card and Bleach Card may be quoted for per MT & packet on Cash and credit basis 30 days (Ex-Lahore and Ex-Islamabad)

8. a)If the successful tenderer fails to fulfill the entire formalities with regard to execution of agreement deed, by the fixed date, the entire amount of the EARNEST MONEY deposited by him shall be forfeited by the NBF and the paper & card will be purchased from elsewhere at his risk and cost.

b)In case the offer is withdrawn, amended or revised during the validity period of the offer, the entire amount of EARNEST MONEY is liable to be forfeited by the NBF.

c)In case the tenderer fails to perform the contract strictly in accordance with the terms & conditions laid down in the agreement executed, the earnest money deposited by him shall be forfeited and the Paper & Card purchased elsewhere at his risk and cost.

9.The Managing Director, NBF reserves the right to claim damages for the loss caused by the delay in the delivery of Paper @ Rs.2000/- for each day of delay in supply.

10The supply of Paper/card is required to be completed by 15-6-2015. The supply shall however, be started or as per schedule to be chalked out by the NBF which is part of this document.

11.The successful bidder shall execute an agreement with the NBF on Non-judicial stamp Paper of the value of Rs.100/- as early as possible but not later than ten days from the date of communication of the acceptance of bid by the NBF.

12.The price of a tender form is Rs.500/- and the tenderers must enclose with the tender form receipt in original showing that Rs.500/- have been deposited, with the National Book Foundation, Islamabad. The form should duly be signed by the tenderer or his authorized representative; authorization letter must be attached alongwith tender; otherwise the offer will be ignored.

13.Tender should be addressed to the A.D (Production), National Book Foundation, Islamabad.

14.The rates as specified in 3-4 above should be quoted both in words as well as in figures in Pakistani currency only.

15.i)Tenderers are required to furnish Earnest Money in the form of Bank Draft/Pay Order of Rs.50,000/- (Rupees Fifty Thousand only) alongwith the tender drawn on any Bank at Islamabad in favour of the National Book Foundation, Islamabad.

ii)The lowest bidder will have to provide an additional earnest money valuing 3% of the bid value at the time of execution of the agreement. Amount of Rs.50,000/- deposited alongwith the tender may be deducted from this.

16.Any conditional, ambiguous offer or cabled incomplete offer in any respect shall be rejected. No supplementary or revised offer after the opening of tenders shall be entertained.

17.The Paper & card will be inspected by the Inspection Committee of the NBF at the time of delivery. In case the paper/card so delivered is not found in accordance with the specifications contained in tender documents, it will be straight away rejected at the cost of supplier.

18.Tenderers would be liable to deduction of Income Tax at source as per law. Tenderer should specifically indicate his NTN and Sale Tax Registration Certificate including copies thereof with the tender documents.

19.The Tenderer should enclose his Principal’s leaflet/literature and the technical data with complete specification alongwith a sample of 10 sheets of Paper/Card of each size before opening of the tender duly sealed, in the office of the Assistant Director (Production) National Book Foundation, Islamabad. The samples must bear proper “BRAND” or manufacturers marks indicating make and grammage.

20.In case local paper to be supplied recycled paper will not be considered.

21.The sample of paper/Card should clearly indicate the following specifications: Sheets in ream or packet (in ream 500 & in packet 100)

21.The offer must be unconditional; otherwise it will be rejected summarily.

22.Lowest bid will be accepted subject to suitability of the quoted paper/card as per specifications for the production of multi-colour books.

23.Samples of local paper of 70Gsm only will be got examined by any Government Laboratory at the expenses of the bidder. In case test/examination appears poor then required consignment will be rejected and earnest money will be forfeited. If any quantity of paper/card is utilized by NBF before examination no payments will be made to the party.

24.The NBF reserves the right to reject any bid and change the quantity of paper/card at the time of acceptance of the tender. Decision of the M.D, NBF, Islamabad, will be final.

25.In case of any dispute arising between the parties in connection with this contract, the matter shall be referred to the Managing Director, N.B.F, Islamabad, as sole arbitrator whose award shall be final and binding upon both the parties.

26Bidder (s) who have not successfully completed supply and have not followed signed agreement with NBF will not be entertained.

Note:

i)The tenderer shall not be permitted to enhance the rates once quoted. The rates quoted should remain open and operative for the whole financial year 2014-15.

ii) Rate should be quoted inclusive of all the taxes (including) the GST.

iii) Any firm involved in litigation with NBF, is not eligible to participate in the tender and if applied, their tender will be rejected.

We agree to abide by all these terms & conditions as laid down in the proforma tender enquiry.

2.We also categorically confirm that the paper offered by us shall be strictly in accordance with the particulars and specifications as laid down in tender enquiry in all respects.

In case of failure, we agree un-conditionally to accept the recovery of liquidated damages on belated supply at the rate of Rs.2000/- for each day of delay in supply.
