REGULAR MEETING OF THE BOARD OF TRUSTEES

Thursday, April 6, 2017

7:00 P.M.

I.  Call Meeting to Order/Roll Call:

The meeting was called to order by Chairman Gardner at 7:00 P.M.

Trustees Present: Abblett, Chretien, Ely, Gardner, Lagorio

Trustees Absent: None

Staff Present: Loveless, M. Wilson and P. Wilson

Counsel Present: None

II. Approval of Minutes:

A motion was made by Tr. Chretien, second by Tr. Abblett to approve the minutes of the regular meeting of March 2, 2017, Special Meetings of March 16, 2017 and March 23, 2017 as written. The motion passed.

IV. Consent Items:

Claims and payroll paid in March, 2017 (see attached).

A motion was made by Tr. Ely, second by Tr. Lagorio to approve the consent items. The motion passed.

VII.  Administrative and Other Items

1. Entering into a cost share agreement with Napa County Flood District to pay for a study to assess and determine viable plans for long term flood protection along Edgerly Island and Ingersol Tract.

Some discussion was held with regarding protecting the sewer system, what the study will cover, etc.

A motion was made to spend up to $75,000 (Seventy-five Thousand Dollars) as our share of a 50/50 agreement with the Napa County Flood District to fund a long term flood protection study for our area. The motion passed.

2. Steps that could be taken by the District in the short term for those properties that had issues with their levees during this past rainy season.

Chairman Gardner explained that the District is only able to take action during an emergency situation and it cannot make repairs to an individuals property. It was suggested that we consult our counsel regarding sending a letter to the property owners that had problems asking that they repair they levees and also to discuss our only power, eminent domain, as another course of action if necessary.

X. District Board of Trustees Member Future Agenda Items

Chairman Gardner requested that the issue of the Milton Road Water Company asking to discharge water from their filtering system into the sewer system be added to the next agenda.

NRRD Staff Reports

April 6, 2017 Meeting

  1. Stations S-10 and S-11 has no power on Saturday, 3/25. Traced to the breaker in the electrical power box. Seems to be working properly but will keep a close eye on it.
  1. The WQCB (state water board) is working on the preparation of Waste Discharge Requirements for the NRRD (permit). We have a conference call scheduled for next Tuesday, April 11 and a planned site visit for May 2nd.
  1. We've updated our roster to correspond with the Napa County Assessors listing of property owners with mailing addresses. We have received some response to our flier asking for contact information in the case of emergency. We have received 41 responses which is approximately 28% of the property owners.
