NAMELY UMARUDDIN @ BAUNA ARRESTED

The staff of PS Paschim Vihar, West District has busted a notorious Auto Lifter namely Umaruddin @ Bauna. Total 04 cases of auto thefts of West Distt. have been worked out and total 4 vehicles have been recovered so far.

Umaruddin @ BaunaS/o Imamuddin R/o VPO Jahid Pur, Meerut, UP, age 27 yrs. He is married and was three sons. He stated to be rickshaw puller by profession.

INCIDENT AND TEAM

On 22-3-14, a case FIR No. 228/14, U/S 379/411/34 IPC, P.S. Paschim Vihar, Delhi was registered in P.S. in which an Innova bearing Regn. No. DL 8 CAF 1194 was stolen. The investigation of the case was handed over to HC Vikas No. 1720/West. During the investigation HC Vikas came to know that GPS was installed in the car. He started checking the system. He got checked its location and it was found in Rohini Sec 9, Opposite Saathi apartment. On this a team was constituted under the supervision of Sh. Arvind Kumar SHO/P.S. Paschim Vihar comprising SI Tej Singh, SI Sumit, HC Vikas No. 1720/W, Ct. Sanjeet 884/W, Ct. Pardeep No. 3175/W and Ct. Sandeep 1260/W under the over all supervision of Sh Harcharan Verma ACP/Punjabi Bagh.

On the same day the trap was laid at the given address and on 22-3-14, at about 4.30 AM, three people came in Verna out of them one person opened the door and started the vehicle Innova. The team blocked the way of Innova from back side on which the driver of Innova hit the team vehicle very hard but the team members apprehended the accused person namely Umaruddin @ Baunas/o Imamuddin r/o VPO Jahid Pur, Meerut, UP and rest of his associates namely Montu and Gulfam managed to flee from the spot in Verna.

INTERROGATION & MODUS- OPERANDI

During the course of interrogation of accused, it was revealed that he was close associate of Montu (U.P.). In 2010, he was arrested with Montu with stolen vehicles. He remained in jail and again came in touch with him and Gulfam (U.P.) and involved in crime. Gulfam is a mechanic and he is having liaison with different companies for providing original switch for required vehicle. Montu is the kingpin who used to dispose off the stolen vehicles. They usually travel in Verna car with the specific target and the accused persons first of all break the glass of target vehicle and after breaking the lock of stolen vehicle with drill machine and they install a new self in the vehicle. They also used to damage all of the security systems wiring. After stealing the vehicle, they park the vehicles in safe sites of Delhi and after one or two days, they take away the vehicle for Meerut where Montu dispose off the same.

Still the accused is in police custody for two days and recoveries are being done. The remaining absconding accused Montu is at large and more recoveries are being ascertained.

TWO CHEATS ARRESTED

The staff of PS Mayapuri, West District has arrested two persons namely Panna Lal and Anil Solanki and recovered one stolen Motor Cycle, two packets wrapped in black colour cloth looking alike currency notes packets and a 500/- currency note on top of it, notebooks, two handkerchieves, one scissor, one wire cutter, one ear top, one ring, one bangle and needle/thread.

1. Panna Lal S/o Amar Singh R/o H. No. W-68/24, Ganda Nala, JJ Colony Uttam Nagar, aged - 35 Years.

2. Anil Solanki S/O Arjun Solanki R/O 315, Shiv Nagar, B-Block, JJ Colony Vikas Nagar, Hastsal Road, Mohan Garden, Delhi Age 24 Years.

RECOVERY

1.Two packets wrapped in black colour cloth, looking alike currency notes packets and a 500/- currency note on top of it, notebooks, 2 handkerchiefs, one scissor, wire cutter, one ear top, one ring, one bangle and needle and thread.

2.Stolen Motor Cycle No. DL 8SAM 8880.

INCIDENT, TEAM AND ARREST

On 23.03.14, a secret information was received at PS Maya Puri that two persons will visit community centre Maya Puri, who are expert in cheating ladies by showing them look alike packet/bundle of currency notes and taking their jewellery by telling a false story and emotionally blackmailing them. After verification, a team under the supervision of SHO/Maya Puri consisting of SI Rajender, HC Mahi Pal, HC Suresh and Ct. Sandeep No. 3030/W was constituted.

A trap was laid near the Community Centre. Two persons were spotted coming on a motorcycle. On pointing of a secret informer, they were stopped and on asking their documents, they could not produce any document and reply satisfactorily. On further enquiry, the motorcycle was found stolen from PS Sawroop Nagar vide case FIR No.78/12 dated 07.05.12 U/s 379 IPC. On conducting further checking of the dicky of the Motor Cycle, the material used in cheating i.e. two packets wrapped in black colour cloth look alike packet/bundle of currency notes having a 500/- currency note on top of it, notebooks, 2 handkerchieves, one scissor, one wire cutter, one ear top, one ring, one bangle and needle/thread were recovered. On sustained interrogation their involvement inFIR No. 90/14,dated 18.02.14 u/s 420/34 IPC, PS Maya Puri, was established in which a lady was enticed and forced to part with her ring and ear tops. Both the cheats were arrested on the spot.

INTERROGATION & MODUS OPERANDI

Both the cheats Panna Lal and Anil Solanki were interrogated and during the course of interrogation, they confessed their involvement in several cases. They disclosed that about one month back, they had cheated a lady near Maya Puri Chowk on the pretext of asking way for Nizamuddin. Anil Solanki enticed the lady by showing look alike currency note packets and with the help of Panna Lal, made her part with her ring and ear tops by wrapping them in a handkerchief and later changing that handkerchief with another one having a coin. In the same manner, both had cheated many ladies in Delhi and outside Delhi particularly in Palwal and Mathura. They have also cheated some innocent customers who came to deposit their money in the banks by showing them look alike currency notes packets.

Panna Lal further revealed that he was selling cheated jewellery to one jeweller in Karol Bagh. Both cheats confessed their involvements inFIR No. 26/14,dated 15.01.14 u/s 420/34 IPC andFIR No. 83/14,dated 15.02.14 u/s 420/34 IPC of PS Maya Puri in which Rs. 27,000/- and 11,500/- were cheated. The Motor Cycle No. DL 8SAM 8880, was also found to be stolen from PS Swaroop Nagar videFIR No. 78/12,dated 07.05.12, u/s 379 IPC. A total 4 cases have been workout with their arrest.

Further investigation of the case is in progress. The whereabouts of the absconding receiver of jewellery are being ascertained.

NAMELY GOVIND SINGH @ MOGLI ARRESTED

The staff of P.S. Paschim Vihar apprehended a snatcher namely Govind Singh @ Mogli red handed due to brave act of a girl and worked out three cases.

INCIDENT

A PCR call vide DD No. 25-A dated 23.03.14 was received at Police Station Paschim Vihar that a snatcher has been caught by public. IO HC Dharmbir Singh 372/W immediately rushed the spot and apprehended one Govind Singh @ Mogli and recovered snatched Bag of the complainant from his possession. Statement of the complainant was recorded and a case vide FIR No. 230/14 u/s 356/379/411/34 IPC was registered in this regard. In her statement she stated that on 23.03.2014, around 3.30 PM while she was coming from West Metro Station Paschim Vihar, Delhi, two bikers came from behind and the pillion rider tried to snatch her bag but the girl resisted and due to imbalance, pillion rider fell down. Immediately, the girl raised alarm and he was caught by passersby but other managed to flee from the spot on bike.

INTERROGATION & MODUS- OPERANDI

On sustained interrogation of accused, it was revealed that he belongs to a poor family and his father is handicapped. He works as labourer.As he was unable to fulfill his daily needs and shoulder the responsibility of his family, he planned to snatch the bag of women. He met with one Ravi who usually moves round on bike asked him to join. Both started committing snatchings in the nearby areas on their motorcycle No. DL-8SAF - 4823. According to planning he snatched a bag of lady near Metro Station West Paschim Vihar and unfortunately he was apprehended by the public.

1. Whereas report have been received that due to the situation prevailing in the entire area of Sub Division Tilak Nagar, West District, Delhi, it is apprehended that terrorist/anti-social elements may seek hideouts in the residential area of Sub Division Tilak Nagar, West District, Delhi and there is every likelihood of breach of peace and disturbance of public tranquility and also there is grave danger to human life, safety and injury to public property on that account.

2. And whereas it is necessary that some checks should be put on landlords/tenants so that terrorists/anti-social elements in the guise of tenants may not cause explosion, riots, shoot outs, affray etc. and that immediate action is necessary for the prevention of the same.

3. Now, therefore, I, SAMAY SINGH, Asstt. Commissioner of Police, Sub Division Tilak Nagar, West District,Delhi in exercise of the power conferred upon me under section 144 Cr. P.C. 1973 (No.2 of 1974) read with Govt. of India, Ministry of Home Affairs, and Notification No. U-11036/1/2010-UTL, dated 09.09.2010 do hereby order that no landlord/owner/person of any house/property which falls under the jurisdiction of Sub Division Tilak Nagar, West District, Delhi shall let/sublet/rent out any accommodation to any person unless and until he furnish the particulars of the said tenant(s) to the Station House Officer of the Police Station concerned. All persons who intend to take accommodation on rent shall inform in writing in this regard to the Station House Officer concerned in whose jurisdiction the premises fall. The persons dealing in property business shall also inform in writing to the Station House Officer concerned, in whose jurisdiction the premises fall about the particulars of the said tenants.

4. This order shall come into force with effect from 24/03/2014 shall remain enforce for a period

of 60 days up to 22/05/2014 (both days inclusive) unless withdrawn earlier.

5. Any person contravening this order shall be punishable under Section 188 of the Indian Penal Code.

6. As the notice cannot be served individually on all concerned, the order is passed ex-parte. It shall be published for the information of the public through the press and by affixing copies on the Notice Board of the offices of all Police Stations concerned and the offices of the MCD, NDMC, PWD, DDA, DMs, FC and Tehsildar etc.

1. Whereas there have been incidents of explosion in the Cinema Houses in the past causing loss of life and property.

2.And whereas I have reasons to believe that circumstances exist where carrying of concealed arms/firearms/explosives etc. inside any place of public amusement etc, is likely to cause danger to human life, safety, disturbance of public tranquility or a riot.

3.Now, therefore, in exercise of the powers conferred upon me by the virtue of section 144 Cr.P.C, 1973(No. 2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi's Notification No. U-11036/1/2008(i) UTL dated.31/10/2008, I Samay Singh, Assistant Commissioner of Police, Sub-division, Tilak Nagar do hereby prohibit the carrying of any box, including Tiffin box, bag, hand bag and any other container capable of concealing any arm/fire-arm/explosive material inside any place of public amusement including Cinema Houses in the jurisdiction of the Sub-division, Tilak Nagar, Delhi.

4.The order shall come into force with effect from 24/03/2014 and shall remain in force for a period of 60 days i.e. up to 22/05/2014 (both days include) unless withdrawn earlier.
