The details of various activities involved and required attention

  1. Land Acquisition:- Approximate 20.36 Hactare land is under acquisition. The 3D has already been completed and 3G is in progress. Out of 20.36 Ha land approximate 4.71 Ha is Govt Land which is required to be transferred in the name of Govt of India. However, in compliance to order of Chief Secretary, Govt. of West Bengal, the concessionaire has already been authorized to take up the construction of the said Govt. land. Approximate 2.15 Ha land in East Medinipur ‘District is deleted from the scope of acquisitions decided by the DM,
    Concessionaire and NHAI, following resistance from Bhumi Surasha Samity. The brief is as below:-

A)Howrah District ( Land to be acquired : 9.84 Ha):

(i)3(G) estimates for 9.71 Ha land for Howrah district were received in the months of April,13 to August,13. The same were returned for rectification based on directives of State Advisory Committee on 04.10.2013. Revised 3(G) estimate for 0.02 Ha land received on 23.12.2013, and sanctioned on 31.12.2013 and fund deposited on 01.01.2014.

(ii)For balance 9.82 Ha of land, a meeting was held on 27.11.2013 with District Magistrate, Howrah in presence of Divisional Commissioner, Presidency Division. In the meeting it was decided that :-

  1. Govt. land of 0.34 Ha to be transferred to NHAI after joint inspection for identification of said land.
  2. 3 (G) estimates for 10 nos LA cases for which fund have already been placed has been revised and forwarded to NHAI and payment to be made by end of December, 2013.
  3. Balance 27 LA cases shall be completed by March, 2014.

(iii)The target as decided in the meeting held on 27.11.2013 could not achieve. The main reason is engagement district administration in general election 2014.

(iv)Now, estimate for 7 Nos LA case was submitted to PWD, Govt. of W. Bengal for valuation of structure which is intimated by ADM(Gen), Howrah vide letter No. 418/LA(G) dated 05.06.2014.

(v)The PIU Office has taken up the matter with district administration. And in recent past a meeting has been held on 09.06.2014 in the office of ADM, Howrah to expedite the LA & encroachment removal.

B)Purba Medinipur ( Land to be acquired : 8.63 Ha):

Out of 8.63 Ha of land, 2.15 Ha land is not to be acquired due to stiff resistance from Jami Surakha Committee as decided in meeting dated 04.03.2013 with Sabhadhipati, Purba Medinipur Zilla Parishad in presence of District Magistrate, Purba Medinipur. Accordingly the 6 laning works are being accommodated within existing ROW of 60m.

For balance land 6.48 Ha,

(i)3(G) estimate for 0.58 Ha land (Pvt.) was received on 14.01.2013 and sanctioned on 07.03.2013. The possession for 0.58 Ha land has been taken over on 29.08.2013.

(ii)Govt. land 4.37 Ha (approx.) land will be transferred to NHAI. However, Concessionaire has been allowed the construction work on Govt. land as decided in the last SLCC meeting.

(iii)For balance Pvt Land 3(G) estimates except Mhitikri Mouza is under preparation at the office of CALA, Purba Medinipur. A meeting on 13.01.14 was held on with DM, Purba Midinapore to resolve the issue of L/A. However there is stiff resistance from the shopkeepers of Flower market at Mihitikri mouza (Deulia Bazar).

(iv)There is no work held up for want of land acquisition in the district of East Medinipur except VUP at Deulia Bazar.

C)Paschim Medinipur( Land to be acquired : 1.89 Ha):

(i)3(G) estimates for 0.88 Ha land was received on 01.10.2012 and sanctioned on 05.12.2012 and funds deposited. The possession of land has been taken over on 03.06.2014.

(ii)For balance 1.01 Ha land, incomplete 3(G) estimates were received on 20.06.2013 and returned to CALA, Paschim Medinipur for vetting of structure valuation by PWD and vetting of Tree valuation by Forest Department on 31.07.2013. The matter is being pursued with DM, Paschim Medinipur.

(iii)There is no work held up for want of land acquisition in the district of West Medinipur.

  1. Utility Shifting:- Shifting of water pipeline

(i)Shifting of water pipeline KMWSA:Estimate for an amount of Rs. 26,66,107/- for shifting of water pipeline of KMWSA from Km. 26.800 to Km. 27.200 in Howrah district has been approved. Fund deposited with KMWSA and the shifting work has already been completed.

(ii)Shifting of water pipeline (Uluberia Municipality)- Estimate for an amount of Rs. 33,61,163/- for shifting of water pipeline at Km. 49.700 of Uluberia Municipality has been approved and shifting charges has also been released. Shifting work of said water pipeline has already been completed.

(iii)Shifting of water pipeline (PHE/Bagnan-I Development Office) -Estimate for an amount of Rs. 35,47,892/- for shifting of water pipeline from Km. 62+940 to Km. 63+470 (RHS), Km. 63+670 to Km. 64+335(RHS), Km. 65+260 to Km. 65+500 (LHS) has been approved by CGM(T), RO, Kolkata vide letter No. 558 dated 28.03.14. The fund has already been deposited with EE, PHED, Howrah. The work is yet to be started.

  1. Utility shifting- Electric Lines

(i)Distribution Lines (WBSEDCL): -Estimate for electrical utility shifting in all the three districts have been approved and supervision charges deposited with WBSEDCL. Concessionaire is shifting the electrical utility under the supervision of WBSEDCL.

The shifting of electric utility is in progress except in approximate 18 Km. stretch.

The proposal for providing AB cable in the above area is being taken up with the WBSEDCL.

(ii)Transmission Lines (WBSETCL):

Estimate for tower line shifting in Howrah district has been approved and shifting charge deposited with WBSETCL in the month of Sept,2012. WBSETCL has issued the work order. WBSETCL has taken up the work. Mr. A.Banerjee, SE, WBSETCL has requested for clearing of site for foundation of towers located within the land possessed by the Concessionaire. Shri B.K. Tiwari, RE and Shri Aswani Verma, GM of ADKTL is taken up the matter with WBSETCL.

  1. UtilityShifting - Pipeline (IOCL)

A pipeline from Km. 27.540 to Km. 27.620 is required to be shifted. NHAI has requested IOCL to shift the pipeline. Estimate for shifting of the same has been submitted to RO, Kolkata vide this office letter no.896 dated 19.06.2013. The RO, Kolkata vide email dated 20.06.13 has requested for submitting the relocation plan for proposed shifting. The same is requested to IOCL. However, IOCL vide letter dated 08.08.2013 has requested for providing 5m wide dedicated land to them for relocation of pipeline.

Since the additional land is yet to be acquired & existing ROW is only 58m wide at the location, hence dedicated 5m wide land for IOCL pipe line is not available. Therefore after the joint inspection with IOCL officials, this office vide letter no.1534 dated 25.10.2013 has requested IOCL for shifting of pipeline at the edge of existing ROW. Accordingly the revised proposal are being prepared by IOCL

Status & Issues: Tree felling

Permission for tree felling has been obtained from respective DFOs of all the three districts. The work of tree felling is completed.
