MEASURE’S PURPOSE: Allow persons convicted of a felony to have the right to vote after expiration of probation, or final discharge from parole or maximum expiration of sentence.

PROVISIONS/MECHANICS: This would amend the Kentucky Constitution to state that persons convicted of a felony shall be excluded from the right to suffrage until they have met all the provisions imposed by the courts. Basically, felons would have the right to vote after they have served their sentence for the offense. Certain felonies are excluded including the intentional killing of another person, sexual crimes involving a minor and bribery in an election.

FISCAL EXPLANATION: This would increase the number of eligible voters in the state, and most likely, would increase the number of actual voters in elections by some amount. However, the number of additional voters should not significantly impact the voting process, and the costs associated with elections would not increase.
