Duties and Responsibilities:
- Liaise with Project Controller to setting up and manage accounting system for THXP activities as required.
- Supervise accountant on day to day general ledger journals.
- Liaise with other divisions regarding day to day accounting and reporting.
- Liaise with accountant team to process invoices payments and carry revisions and audits of accounting system.
- Examine, analyze, and interpret accounting records for the purpose of giving advice or preparing statement. Install or advise on system of recording costs code or other financial and budgetary data.
- Collect cheque requests payment for supplier or contractors and ensuring that the cheque are processed.
- Supervise accountant with ad-hoc jobs.
- Handling of staff petty cash advances.
- Handling of AP / AR requests.

Duties and Responsibilities:
Expenditure accounting
- All payments are properly and appropriately authorized, approved and backed up
- Expenditure requests are within the budget before forwarding them for approval
- Procurement of goods and services in accordance with ICS Asia’s procedures and systems
- Write cheques and ensure they are signed in accordance with bank mandates
- Manage petty cash as per guidelines
- Ensure cash count is done at least once a month.
- Input data into computer using ICS Asia prescribed software ( QB )
- Monthly reconciliation of accounts
- Filing of documents e.g. petty cash receipts, payment vouchers, bank statements, journal entries and expense return forms
- Prepare monthly pay roll
- On-time payment of statutory deductions, salaries and other payments
- Ensure quality, accuracy and timelines of ICS Cambodia programme office financial reports and records
- Ensure accurate and timely budget versus actual status of programmes and operations.

Duties and Responsibilities:
- All personnel files for Sekong staff are kept updated and are filed correctly
- Attendance records are received from the field and are used to calculate per diem and allowances for staff
- All correspondence in/out is logged, referenced and filed correctly
- All financial transactions are documented and the receipts are processed in accordance with FSD financial regulations
- Salaries, allowances and per diems are paid to staff in accordance with FSD regulations
- Monthly expenditure forecasts are prepared and submitted to the Provincial Operations Manager for approval
- Provide line management to guards and maid/cook
- Act as focal point for FSD in Sekong and liaise with all local authorities on behalf of FSD Sekong.
- Perform duties as interpreter as required
- Carry out any other duties as directed by the Provincial Operations Manager
Duties : - Program Assistant and Secretary to Laos Southern 5 Provinces ( Savannakhet, Champasack, Salavanh, Sekong and Attapeu ) development Program.
- Act as a coordinator between the Lao counterpart and JICA for any necessary matters relating to the program’s implementation.
- Assist the Field Coordinator in JICA Pakse Office in monitoring the workshops, seminars in terms of management and financial aspects.
- Maintain and submit records of local expenditure items to the Field Coordinator in the JICA Pakse office on a regular basic.
- Edit and occasionally translate project related documents and publication according to the advice of the Field Coordinator.
- Monitor and perform administrative tasks in organization meetings, seminars and workshop.
