Good day to all,
My, the year just flew past!
Let me thank everyone for the following:
- The referees for their time and efforts in officiating at all the WP events. Since keeping stats as of June, we officiated at 15 events (26 rounds of golf in total) and gave394rulings.
- All members of the WPGRA for participating in the affairs of the Association and attending the meetings.
- Everyone who has given feedback and input re refereeing and the WPGRA. It all helps to build our processes and knowledge and ultimately to better serve the game and the players.
- Robert and the teams at the WPGU, WGWP and Club Managers Association for their support and great working relationships with us.

R&A Level 3:
A very successful R&A level 3 course was presented at Steenberg.
Of the 54 participants in Cape Town, a total of 41 passed the exam. The average mark was 68% (the criteria for pass was 60%)
We are honoured that the top 3 candidates in the country are from Cape Town and members of the WPGRA!
WPGU Inter-club Rules quiz:
A very exciting inter-club Rules quiz was held at Rondebosch where 10 teams participated.
There were 10 sets of questions and the teams had a time limit to complete each set.
It was a close contest between the top 3 teams, until Milnerton got their noses in front and eventually turned out to be very worthy winners.

Ongoing training:
One of our stated objectives is to develop referees and ensure that proficient and knowledgeable referees officiate at the WPGU events.
To further develop the skills of the active referees, we have done the following:
- We have developed a quick guide that referees can use when confronted with rulings that we commonly encounter, such as immovable obstructions, dropping, water hazards, etc. This quick reference pocketbook size “manual” will help a referee to quickly go through the correct process with a player. This booklet will be printed early next year.
- To launch the booklet and also further hone the skills of referees, a practical workshop will be held towards the end of January, before the new events start. This workshop will focus on the practical aspects of refereeing. The principle is that, the more you practice to deal with the most common situations, the more comfortable you will get to deal with it during events.
We will also then end the workshop with a braai to officially “kick off” the year.
Our new clothing will also be available to be used at the events.
New Local Rule:
The R&A and USGA have adopted a new Local Rule which will be in play as of 1 January at all pro events.
I am sure that most clubs in the world will also adopt this rule (and it will probably also be part of the WPGU hard card).
It deals with the situation where a ball is accidently moved while on a putting green. There will be no penalty and the ball must be replaced.
