Who we are
ASTIR, Consortium of Social Cooperatives, is born to Prato in september 1994 in order to promote the birth of new social enterprises.
Currently of it they make part 20 Cooperatives – 12 of type "A" 8 of type "B".
In these years ASTIR has tried to develop a system of enterprises to net, in a position to supplying concrete answers to the needs of job, services and social relations of the persons through territorial plans that promote the development of the Local Community.
The Consortium carries out support activities to the strategic development of the own associates.
In particular:
- promotion and development of the cooperatives partners and their activities;
- general contracting;
- coordination of complex activities that are involved more cooperatives;
- experimentation of innovations in the services;
- marketing;
- formation and development of the human resources;
- administration services;
- advising for start-up, development and consolidation of the social enterprise.
THE SERVICES:
The services managed from the Consortium by means of its associates are:
- diurnal Centers for not self-sufficient old persons;
- Social Residences with attendance activity;
- residential and diurnal structures for subjects with mental uneasiness;
- Attendance To domicile;
- Educatives services for children from 0 to three years, maternal schools and services integrated for infancy;
- Plans of prevention of the juvenile uneasiness by means of the participation of the Educators of Road;
- Management Young Centers;
- Yuong nomadic person formation;
- diurnal Centers for handicapped people;
- diurnal Center for drug addicts;
- Jobs of public usefullness.
The Consortium is placed therefore like structure that values the present resources in the Cooperatives partners and as instrument for the circulation between the social enterprises of the matured competences.
This type of organization concurs to conjugate the advantages of the small dimension (capillary presence on the territory and answers personalized) with those of the great organization (economy of scale and centralized management of some functions generates them).
From the 2001 Consortium is certifyd UNI EN ISO 9002: 1994 for the contract management for the cooperatives partners (General Contractor) and the organization of course of formation to the own associates.
To December 2003 it has been carried out the visit for the passage to the norm Vision 2000 with positive outcome certifing beyond to the activities of general contractor and the formation also the planning.
The points in common
The psychiatric sufferers and the prisoners are victims of preconcepts and of discriminations attitudes, often they cause fear or uneasiness reactions.
They are two of those categories of persons who our society would want was not visible.
Often the two conditions (that one of psychical sufferer and that one of prisoner) are overlapped and they are interlaced between they.
It is not infrequent that a psychiatric sufferer becomes also prisoner, often understood that a prisoner finds itself to having to endure the ulterior discrimination caused to one triggered psychical suffering from the prison experience.
These interlace and these superimpositions are wealth elements and contribute to promote, especially in the jail, the knowledge that is possible and necessary to act in the sense of the prevention.

- Experimentation - thanks to the accumulated experiences of the associates who operate in various fields, in this way ASTIR becomes actuator and propeller of new initiatives in emergent fields.
Identical they are the values that inspire these activities:
- to put to the center the person like individual, worker, customer;
- the democracy: participation to the choices based on the consent, the transparency and sharing of the information;
- the sussidiarietà: understanding like active participation to the political, the planning in one logical of bottom up.
The net of the psychiatric services of ASTIR
ASTIR operates in the territories of the Province of Prato, Pistoia and Livorno (with particular reference to the Common one of Castagneto Carducci and the Common ones of the Island of Elba).
The Cooperatives partners of ASTIR in the course of the years have demonstrated the ability to carry out important investments of economic type for the realization of several necessary structures of residential type for the surrounding territories.
This ability has constituted a real answer and realizes to the local communities that, to the next day of the closing of the lunatics asylum decreed from law 180, had found again themselves lacking in real instruments in a position to supplying concrete answers to the patients discharged from the psychiatric hospitals and to their families.
From this point of view the answer supplied from the world of the newborn "social cooperation" has demonstrated to the ability and the courage to concretely collect the launch cultural challenge from the reform.
The weakness and the lack of preparation of the territory, on the cultural plan, political and structural, have represented (and still represent) a challenge land on which it turns out to you are not never permanent.
The deficiency of resources, intellectual laziness, the tendency to only consider the problems of the psychiatric sufferers in the moment of the acute phase, a culture that continues to label and to neglect these persons always constitutes a danger in ambush, than, like the water, it corrodes the bases of the important baggage of experiences that - in spite of everything - it has been accumulated in the years.
The existence of this climate has been revealed, in unexpected and clamorous way, through the language of two spot advertising television for the promotion of a famous industry that produces automobiles.
Only thanks to the initiative of who work in the field of the psychical uneasiness (associations of relatives, social groups of self-help of the psychiatric customers, Cooperatives) have been possible to promote an initiative that it carried to the suspension of those spot that they transmitted a chilling image of the psychical suffering.
This fact indicates which it is the cultural climate that still today encircles the psychiatric sufferers.
I have told this small history because it is useful in order to value the cultural and political meant one - beyond that economic - of the engagement realized from our cooperatives.
In order concretely translate the principle and the value of the importance of living in a house, than we consider a fundamental element of our participations, the ASTIR structures we have characteristic following:
- contained dimensions (maximum 9 - 10 hosts);
- familiar dimension;
- living like active, therapeutic and curative instrument;
- promotion of the autonomy.
These characteristics allow these structures to carry out a function of intermediate, useful level for the passage from a hospitality, than it is limited to the control and the treatment through drugs, towards modalities of living, next to those than everyone of we, in which it is possible to find again the autonomies and the responsibilities of the daily life.
In order to realize concretely this idea it is necessary to construct and to test models operated to you that, refusing a paternalistic attitude towards the persons inserted in the structures, they construct a frame of rules and they organize the activities necessary for the conduction of the house in such way to give back to every host a responsibility in the life of the community of which they make part.
ASTIR has chosen some principles that preside the life to the inside of its structures:
a) democratization;
b) tolerance;
c) it arranges of the autonomies;
d) comparison of the truth.
Their scope is that one to increase the assumption of responsibility of all, patients and staff and to render the hosts really responsible of the decisions that regard the own daily life.

Experiences of working insertion in prison within activated from ASTIR
To put to the center the person means, in this case, to necessarily make so that the experience of the jail not ports with himself the loss of the own dignity and the knowledge of the own rights.
The job constitutes a powerful instrument.
The plans of working insertion for prisoners, than from the 1998 ASTIR plan and realize in collaboration with the jail of Prato, serve to construct the conditions for a effective return in the society of the prisoner in the moment in which, to the term of the pain newly, it will have to make return the normal life.
The active participation and the relationships with the territory come true through one net of relationships with the economic and productive truth of the surrounding territory.
Particularly important are the relationships with the public companies that manage publics local services, the local institutions, the textiles industries and the consumption cooperatives.
Thanks to This net the first experiences are matured in the services of city hygiene like, as an example, the differentiated collections, the maintenance of the areas to green to the inside of the city and forest jobs.
The multisector approach is come true in the phase of planning to consortile level with the involvement of the cooperatives of B type and type To and of the service formation.
The Activities
Intramurarie (to the inside of the jail)
- differentiated collection of the refusals and realization of an ecological island (60% of differentiated collection);
- activation of a textile laboratory;
- management of the agricultural Company of the jail and sale of the products thanks to the agreement stipulated with some storees managed from consumption cooperatives;
- management of the laundry.
External (to the outside of the jail)
The increase of the inner activities has produced the requirement to begin actions of approach to the job that they previewed also of the modules formed to you in preparation of the future ones through the following modalities:
That has demanded a strong level of collaboration with the agencies been involved in the management of the services, has been activated a series of plans that have carried to the activity realization which:

- agricultural workings

Qui nous sommes
Astir, Consortium de Coopératives Sociales, naît à Prato en settembre 1994 pour promouvoir la naissance de nouvelles entreprises sociales.
Actuellement il est constitué de 20 Coopératives - 12 de type "A" et 8 de type "B".
Dans ces ans Astir il a cherché de développer un système d'entreprises à réseau, en mesure de fournir des réponses concrètes les besoins de travail, de services et relations sociales des personnes à travers des projets territoriaux qui promeuvent le développe de la Comunnauté Locale.
ASTIR déroule des fonctions de soutien à développe stratégique de ses associés.
En particulier:
- promotion et développe des coopératives associées et de leurs activités;
- general contracting;
- coordination d'activités complexes qui impliquent plus de coopératives;
- expérimentation de nouveaux services;
- marketing;
- formation et développe des ressources humaines;
- services d'administration;
- consultation pour démarrage, développe et consolidation de l'entreprise sociale.
LES SERVICES:
Les services gérés du Consortium pour moyen des cooperatives associées sont:
- Centres diurnes pour personnes âgées pas autosuffisants;
- Gestion résidences de type social avec des activités d'assistance;
- Activité de réhabilitation en structures résidentielles et diurnes pour sujets avec malaise mentale;
- Service d'Assistance Domicilier;
- Services éducatives pour enfants de zéro à trois ans, écoles maternelles et services complétés pour l'enfance;
- Projets de prévention de la malaise adolescenziale et juvénile avec l'intervention des Éducateurs de Route;
- Gestion de Centres pour Jeunes;
- Formation et accompagnement tutoraggio Mineurs Nomades;
- Centres diurnes pour handicappés;
- centres diurnes pour toxicomanes;
- Travaux de publique utilité.
ASTIR se pose donc comme structure qui valorise les ressources présentes dans les Coopératives associées et comme moyen pour la circulation entre les entreprises sociales des compétences mûries.
Ce type d'organisation permet de conjuguer les avantages de la petite dimension (présence capillaire sur le territoire et réponses personnalisées) avec ceux-là de la grande organisation (économie d'échelle et gestion centralisée de quelques fonctions générales).
De l'an 2001 ASTIR est certifié UNS EN ISO 9002 : 1994 pour la Gestion de contrats pour les coopératives associées (General Contractor) et la Distribution de cours de formation à ses associés.
À décembre 2003 elle a été effectuée positivement la visite pour le passage à la règle Vision 2000 et elle a été certifiée l'activité de projet qu'on a ainsi ajouté à celles déjà certifies.
Les entrelacements
Soit les souffrants psychiatriques que les détenus sont caractérisés d'une forte stigma sociale, sont objet de preconcepts et d'actes de discrimination, souvent suscitent des réactions de malaise ou de peur.
Ils sont deux de ces catégories de personnes qui notre societé voudraient éloigner de sa vue.
Souvent les deux conditions se superposent et ils se tressent entre elles.
Il n'est pas rare qu'un souffrant psychiatrique devienne même détenu, il se passe souvent
qu'un détenu on trouve à devoir subir même une souffrance psychique déchaînée de l'expérience de prison.
Ces entrelacements et ces superpositions, sans oublier les profondes différences existantes entre les services pour les détenus et les structures résidentiels pour souffrants psychiatriques, constituent un élément de richesse et contribuent à promouvoir, spécialement dans la prison, la conscience qui est possible et nécessaires d'agir pour la prévention.
Ils constituent un puissant stimule pour réaliser concrètement les critères de:
- Approche multisectorielle puisqu'elles sont impliquées Coopératives et Organismes qui agissent en secteurs avec des activités différentes;
- Expérimentation - merci à la contribution des expériences des coopératives associées qui actionnent en champs divergés, ASTIR devient protagoniste de nouvelles initiatives en secteurs emergents.
les valeurs qui inspirent ces activités sont les mêmes:
- poser à le centre la personne comme individu, comme travailleur, comme usager;
- la démocratie: comme partecipation aux choix basée sur le consentement, sur la transparence et la circolarità des informations;
- la partecipation active aux politiques, au projet dans une logique de bottom up.
Le réseau des services psychiatriques de ASTIR
ASTIR est présent dans les territoires des départements de Prato, de Pistoia et de Livorno (avec détail référence à la Commune de Castagneto Carducci et aux Communes de l'Île d'Elbe).
Les Coopératives associées de ASTIR dans le cours des ans ont montré la capacité d'effectuer des importants investissements de type economique pour la réalisation de nombreuses structures de type résidentiel au service du territoire.
Cette capacité a constitué une répondue réelle et concrétise aux comunnautés locales que, au lendemain de la fermeture des asiles décrétée de la loi 180, ils ne savaient pas comme répondre concrètement aux ex patients et à leurs familles.
Le monde du naissant "coopération sociale" a montré la capacité et le courage de ramasser concrètement le défi culturel lancé de la réforme.
La faiblesse et le manque de préparation du territoire, sur le plan culturel, politique et structurel, ont représenté (et représentent toujours) un terrain de défi sur lequel les résultats ne sont jamais permanents.
La carence de ressources, la paresse intellectuelle, la tendance à considérer les problèmes des souffrants psychiatriques seulement dans l'instant de la phase aiguë, une culture qui continue à marquer négativement ces personnes ils représentent un danger, toujours en guet-apens, qui, comme l'eau, ronge les bases de l'important bagage d'expériences qui - malgré tout - a été cumulé dans les ans.
L'existence de ce climat s'est révélée, en mode sensationnelle, à travers le langage de deux spot publicitaires télévisés pour la promotion d'une connue industrie qui produit des automobiles.
Seulement merci à l'initiative de quel il actionne dans le champ de la malaise psychique (des associations de membres de la famille, groupes des usagers psychiatriques, Coopératifs sociaux) il a été possible promouvoir une initiative qui portait à la suspension de ces spot qu'ils reproposaient une image terrifiante de la souffrance psychique.
Le segnale envoyé il a été toutefois très clair environ le climat culturel qui ancre aujourd'hui entoure les souffrants psychiatriques.
J'ai choisi de me rappeller de cet évènement parce que je pense soit nécessaire de poser en relief le signifié culturel et politique - au-delà que d'economique - de l'engagement que nos coopératives ont su et savent mettre en champ.
Dans le but de traduire concrètement le principe et la valeur de la Importance de vivre dans une maison, que nous considérons un élément fondamental de nos interventions, les structures de ASTIR sont caractérisées de:
- dimensions contenues (plus grand 9 - 10 hôtes);
- ambient familial;
- habiter comme moyen pour la réhabilitation et le soin;
- promotion de l'autonomie.
Ces caractéristiques rendent ces structures capables de dérouler une fonction de niveau intermédiaire, utile pour le passage d'une hospitalité, qui se limite à la limitation et au traitement avec les médicaments, vers modalité de habiter, plus prochaines à ces que chacun de nous, dans lesquels il existe l'espace et la possibilité pour reconquérir les autonomies et les responsabilités du quotidien.
Pour réaliser concrètement cette idée il est nécessaire de construire et d'expérimenter des modèles opérationnels qui, en refusant une attitude paternaliste vers les personnes insérées dans les structures, construisent un cadre de règles et organisent les activités nécessaires pour la conduction de la maison en mode tel à rendre chaque hôte responsable de la vie de la comunnauté dont ils font une partie.
De cette prémisse ils descendent quelques principes qui président la vie à l'intérieur de nos structures et qu'ils peuvent être ainsi synthétisé:
a) démocratisation;
b) tolérance;
c) range des autonomies;
d) confronte de la réalité.
Leurs fin est celui d'augmenter l'engagement de responsabilité de tous, patients et staff.
Le pari est cette de rendre les hôtes vraiment responsables des décisions qui concernent leur quotidian.
