Position: Consultant for State Support Team Region 12

(School Improvement and Special Education experience necessary)

Accepting applications through June 1, 2016

Effective Start Date: August 2016

Salary: Commensurate with salary schedule

Qualifications:

1.  Master’s Degree

2.  Valid Ohio License/credentials

3.  At least three to five years of successful classroom teaching, school improvement planning, school administration, special education administration or related experience

4.  Possession of a valid driver’s license

5.  Successful completion of BCI/FBI background checks

6.  Evidence of training in administration, supervision and professional development

7.  Expertise and/or significant leadership in several of the following areas:

a.  Knowledge of IDEA and Elementary and Secondary Education Act (ESEA);

b.  Data analysis, including data-based decision making and a thorough an understanding of Ohio’s accountability system;

c.  Research-based instructional practices, particularly of academic and behavior supports;

d.  Focused planning, including use of strategic problem solving;

e.  Coaching and consultation skills;

f.  Implementation and monitoring of improvement efforts;

g.  Culturally responsive practices; and/or

h.  Early childhood education, preschool special education, early education

preschool to grade 3, or other early childhood settings such as Head Start or

community based child care.

Position Description:

Serve as a consultant in school districts for the State Support Team and adhere to the requirements set forth by ODE’s Performance Agreement.

Essential Functions:

1.  Knowledge of and understand the Ohio Improvement Process (OIP) as the process that operationalizes the Ohio Leadership Development Framework (OLDF).

2.  Provide high quality technical assistant to District Leadership Teams.

3.  Attend professional development opportunities related to school improvement, special education, early learning and school readiness and/or family and community engagement designated by the director.

4.  Know district/school structures, processes, and plans, create a schedule and align/develop leadership structures consistent with Ohio leadership practices.

5.  Assist leadership team to identify and address issues and gain insights, knowledge and experience needed to solve problems and implement change.

6.  Build district capacity by providing professional development and support, including coaching, training, specific technical assistance, and resource networking.

7.  Deliver high quality professional development and technical assistance practice to districts and families.

8.  Assesses the needs of the community; plans and develops programs according to school system goals and service needs.

9.  Provide technical assistance and guidance to parents and families needing assistance in determining resources and/or district/community services for children ages birth through 21.

10. Provide information and referrals on the implementation of state and federal education requirements including responses to the State Performance Plan (SPP), the Annual Performance Report (APR), preschool special education, and changes in operating standards.

11. Shall perform other professional duties assigned by the Director.

12. Participate in ODE sponsored/required events including administration/leadership meetings with ODE consultants and specialized trainings as assigned by the Director.

13. The employee shall remain free of any alcohol or non-prescribed controlled substance abuse in the workplace throughout his/her employment.

ADDITIONAL WORKING CONDITIONS:

Typical office setting; on occasion will be required to transport and load and unload supplies, materials and equipment for off-site projects

KNOWLEDGE OF:

Thorough knowledge in current curriculum theory and practice; advanced knowledge of adult development and adult learning, organization development, effective group process, effective schools and teaching practices, effective training models, needs assessments, evaluation procedures, staff development resources and public relations.

SKILLS IN:

Organization, planning, leadership, oral and written communication, problem solving, training, consensus management and group processes.

ABILITY TO:

Anticipate future trends and issues in leadership development; organize, plan and manage time; set priorities and negotiate agreement when issues differ or conflict; develop group unity and reach consensus; speak publicly; and develop collegial rapport and team effectively

EQUIPMENT OPERATED:

Typical school technology as well as assistive technology (e.g., communication devices, etc.)

TERMS OF EMPLOYMENT:

Dates of the work period will be stated in the employment contract.

PERFORMANCE EVALUATION:

The Director or their designee, in accordance with the procedures identified by law and including the standards established by the organization, will evaluate the Consultant. The employee will be given a copy of the evaluation instrument and standards in advance and he/she will be expected to conduct a self-evaluation and establish a minimum of one goal annually to advance knowledge, skills and/or ability in a job related area.
