As part of equipping Council staff with the necessary knowledge/skills a number of Training Modules and Operations Technical Manuals are being developed. At the end of the project the following training modules and operations manuals will have been written.

8.2Testing

8.2.1Testing the Municipal Emergency Management Plan

MEMPC Responsibilities:

  • Assess and review hazards and risks facing the community;
  • Produce Municipal Emergency Management Plan for consideration by Council;
  • Review and update the plan annually, including review of risks, with responsibility to see that this task is undertaken delegated to the Municipal Emergency Manager (MEM);
  • Arrange regular tests/exercises of the plan, or parts of the plan

8.2.2Exercise Schedule

General – Response and Recovery

Upon the completion of the annual update of this Plan the arrangements within the plan should be tested every year. This will be done in a form determined by the Municipal Emergency Management Planning Committee, but usually in the form of a tabletop exercise.

Any procedural anomalies or short falls encountered during these exercises, or ensuing operations, must be addressed and rectified at the earliest opportunity. The Municipal Emergency Resource Officer is responsible for ensuring that the shortfalls are addressed.

Note: testing of Council’s MEMPlan shall also include situations where council’s plan is used as part of another agencies/organisations exercise.

SPECIAL NOTE: All exercises details will be entered onto the Barwon South West Exercise Notification Template as well as the Barwon South West Exercise Debrief template

During 2015, the MEMPC participated in two desktop exercises:

  • August 2015, joint CoGG/BoQ exercise. VICSES ran the exercise
  • August 2015, Exercise at the Point Wilson Ordinance Storage facility. Thales Australia Group ran the exercise

In addition, during Dec 2015, VicPol delivered a 2-day training course and exercise for VicPol officer in Evacuation Management. A number of other agencies assisted, Red Cross, VICSES, City of Greater Geelong and Corangamite Catchment Management Authority.

Operations Duty Officer Group - Response

The Municipal Emergency Resource Officer will develop and run at regular intervals a desktop exercise with the Operations Duty Officer Group. This desktop will be based on an actual event or a hypothetical situation and test the Duty Officers knowledge of Standard Operating Procedures, Technical Manuals and administrative arrangements including the establishment of the MEOC and general emergency management arrangements

MECC (facility) Managers & Administrative Support Staff - Response

The Municipal Emergency Resource Officer will oversee at least one exercise/training session with the MECC (facility) Managers & MECC Administrative Group that focuses on establishing/setting up the MECC and managing the flow of paperwork though same.

Recovery Staff

The Municipal Recovery Manager will oversee at least one desktop exercise/training session per annum with the recovery staff that focuses on recovery management aspect of an incident and will oversee all other training of the Recovery Team.

Testing the Municipal Emergency Coordination Centre

During May and November of each year, the MECC will be set up so as to ensure that Operational and Support Services staff are well versed in setting this establishing this Centre. Each time the MERO will advise the Police MERC and his Deputy so as to give them the opportunity to oversee the test.
