THE DISTRIBUTION OF ELECTRONIC
MULTI MEDIA MESSAGES AND E-MAILS STATEMENTS
Bids in the Official Company’s Letter head are hereby invited from professional service providers of the above mentioned works to the Municipality.
Bidders are requested to provide the municipality with their extensive business profile entailing experience within the field of the specified works.
Specifications (But not limited to these):
The contract calls for the distribution of electronic MMS and Email statements to customers on a monthly basis
MMS and Email distribution of electronic MMS and Email statements to
customers monthly, current capacity is approximately 10281MMS and 10281
emails but not limited to these volumes.
Distribution of sms messages as required.
Mobi site and FTPmanagement, supplier to create an FTP site and data files will beposted on this site immediately after billing by the Council in a comma
separated values file.
Data handling; sourcing and hosting including conversion of data to specified
formats and layouts
Creation of MMS slides and URL templates per Councils required layout.
Creation of Email template per Councils required layout.
Compliance ofPOPIAct. (Protection of Personal information Act.) Supplier to:
submit compliance certificate accredited by the relevant governing body ensuring
confidentiality of data.
Security compliance certificates to be supplied bi-annually by the supplier
confirmingthat the suppliers ITenvironment containing the Councils data is
secured.
Cellular phone number validity and device verification.
The bidder should make provisionin the bid price for conversion programs
and set up costs.
The supplier is to report back to the Ga-segonyana Local Municipality after each file transfer, the file name, quantity received and the distribution submission.
Distribution to reach all customers serviced by network providers
(Vodacom, MTN. Cell C, Virgin Mobile and Telkom Mobile)
Bids clearly marked “Bid No: 15/2016-17“The Distribution Of Electronic Multi Media Messages And E-Mails Statements”must be placed in the bid box of the Municipality by no later than the 05th May 2017 at 12H00 NOON. The lowest or any bidder will not necessarily be accepted and Council reserves the right to consider any other Bid not suitably endorsed or comprehensively completed, as well as the right to accept a bid in whole or in part.
Bid will be evaluated and adjudicated in terms of the Municipality’s Supply Chain Management Policy and other statutory Regulations governing the Supply Chain of the Municipality. Bids will be evaluated on the 80/20 Points basis, where 80 points will allocated to price and 20 points allocated to Preferential Points.
A Valid Tax Clearance Certificate must be included in the Bidder’s submission. The Central Supplier Database for Government (CSD) Report must be submitted as well.
