Background:
Doctors Without Borders/Médecins Sans Frontières (MSF) is an international humanitarian medical aid organization working in more than 65 countries worldwide. Médecins Sans Frontières is neutral, impartial, independent and not linked to any political party or governmental body. It provides emergency medical assistance to people in need, irrespective of their nationality, race or religion. MSF has worked in India since 1999, providing free-of-charge essential healthcare to people in remote areas, and specialist care for people affected by HIV/AIDS, tuberculosis, Drug resistant tuberculosis and kala azar. We also respond to natural disasters and other emergencies, provide mental healthcare, and lobby for the development of more effective and cheaper medicines to improve access to treatment for people everywhere.

MSF currently runs projects in the states of Bihar, Delhi, Manipur, Maharashtra, Jammu & Kashmir, Chhattisgarh, Andhra Pradesh, Telangana and West Bengal. In 1996, MSF received the Indira Gandhi Prize for Peace, Disarmament and Development, and in 1999 MSF was awarded the Nobel Peace Prize

MSF India is one of 24 offices and operational centres in Europe, America, Asia and Australasia, pooling funding, expertise and staff for MSF field operations. MSF India has three key objectives in support of field operations: the recruitment of skilled medical and non-medical staff, the raising of vital funds, and public information work.

1.  JOB PURPOSE

The main role of the Finance Co-ordinator (Finco) is to support and coordinate running of an efficient, compliant financial management in the MSF India Branch Office in accordance with the MSF guidelines and protocols and with the Indian legislation.

Finance support function management / 1.  Accountable to HoFA for timely payments, accurate recording of finance transactions for multiple currencies and for separate year closing for international and local reporting environment in accordance with MSF Chart of Accounts and guidelines and applicable laws.
2.  Ensure cash-flow and transfers for operations.
3.  Support development and improvement of an effective and efficient finance back-office.
4.  Support development and implementation of learning & development in the finance team.
5.  Support development, review and implementation of required policies and procedures for the finance function.
6.  Support the Head of Finance for a good collaboration with the GD / MT.
Budgetory / Strategic Management / 1.  Assist in developing yearly strategic objectives and plans for the finance function as well as long term strategic plan.
2.  Responsible for the coherence and alignment between the inter-departmental functions of the Branch Office and the support functions within the OCA group and/or the MSF movement and external agencies.
3.  Co-ordinate with the Finance team the implementation, monitoring and respect of the yearly planning and budget.
4.  Co-ordinate with the Finance team the reporting as per OCA Control Cycle.
Legal and Compliances / 1.  Responsible for compliances, registrations, renewals, contracts, software, audits and dissemination of changes in the relevant legislations including Companies Act, Indian Accounting Standards, Standards on Auditing and Assurance, Income Tax, FCRA, Contracts Act, Service Tax and other applicable laws.
2.  Responsible for efficient system of filing, archiving and retrieval including for statutory requirement.
3.  Focal point for liaisioning and collaboration along the agreements with the Accounting & Compliance Unit (ACU) of MSF India Operations.
4.  Support arrangement of acquiring appropriate legal council.
5.  Compliance of all company secretarial and other matters related to the relevant legal entities of the MSF India Branch Office (Section 25 Company and Liaison Office).
6.  Compliance and follow up of FCRA related issues.
Financial Management / 1.  Supervision and responsible for the tasks of the Finance team as per guidelines and protocols.
2.  Coordination and support with the development of budgets, financial reports, donor reports and other financial reports as required.
3.  Coordination of the transfer of funds generated by MSF India Branch Office to MSF India Operations and follow up thereafter.
4.  Promptly communicate financial irregularities and potential issues noticed in bookkeeping to Head of Finance & Admin for further follow up.
5.  Participate and present in Supervisor Member in MT Update meetings.
6.  Take on duties of ‘HoFA’ when specifically appointed or of other team members.
7.  Any other task as may be assigned by Head of Finance & Admin.

Educational Qualifications & Functional / Technical Skills / §  Chartered Accountant/ Cost & Management Accountant with minimum 2-3 years of post-qualification Accounting and Finance experience or
§  ICAI / ICSI Intermediate examination qualified with 5 years of post-qualification Accounting and Finance experience or
§  Master’s in Business Administration/ Commerce or equivalent from a reputed institute with specialization in Finance with 7 years of post-qualification Accounting and Finance experience.
