TECHNICAL TERMS AND CONDITIONS
Dear Sirs
Subject: REQUEST FOR INFORMATION (RFI) for supply of Laptops for Chip Burning Module and FADEC and FDR Data Downloading System.
I. SCOPE OF WORK: The scope of work involves following :
1. Supply of 17 Nos. of Laptops.
2. Fabrication of Cables with Various configurations as tabled below :

3. Data Transfer Testing of these cables with following LRUs – FADEC, MADRAS-FDR and Chip Burning Module.
4. This RFI is restricted to only “Indian Vendors”.
II. ESSENTIAL REQUIREMENT
Following are the essential requirements should be met for the above scope of work:-
i) Loom Fabrication :
For testing and demonstration purpose cables mention in Scope of Work Para-2 readymade cables can also be used with shorter length but during Final Supply Length of the cable should be as specified. The specification of the cables will be as follows:

III. TERMS & CONDITIONS :
a. Vendor has to bring 1 No. Laptop (as per the configuration mentioned) for 2 days along with the cables mentioned above for demonstration and testing purpose to prove the technology.
b. Vendor has to support HAL Team to carry out the testing of the Laptop and the fabricated Loom on the Helicopter within above mentioned 2 days).
c. Vendor is supposed to report for 2 days in IT Department, Helicopter MRO Division at 0800 hours and will be there till the work is completed.
d. HAL is not liable to place the order even if the testing is completed successfully.
e. The above testing/demonstration will indicate the willingness of the vendor to participate in the bidding process in future.
ANNEXURE II
COMMERCIAL TERMS AND CONDITIONS:
I. Earnest Money Deposit (EMD):
a). In order to ensure, only competent and financially sound parties are participated in tendering, an EMD or Rs 20,000/- (i.e, INR Twenty Thousand only) to be submitted along with RFI offer.
b). EMD will not carry any interest for the period it is retained with HAL. EMD will be forfeited if a bidder withdraws, amends, impairs and / or derogates within validity period.
c). Bidders exempted from submission of EMD as per Govt. of India directives must submit certified copy of Govt. of India authority for such exemption in lieu of EMD.
d). Submission of EMD is mandatory, without which, your offer will not be considered. EMD can be submitted in form of DD/Bank Guarantee/Wire Transfer (through Indian nationalized Bank) as per HAL format valid for 28 days beyond the validity of bid. Scanned copy of EMD (DD/ Bank Guarantee) as above shall be submitted along with offer while offering quotation through e-procurement web portal. The original copy shall be sent through post/courier/Air mail.
e). In case of successful bidder, the EMD can be appropriated for security deposit or performance guarantee for the warranty period. The EMD shall be refunded by the buyer to those, whose bids do not qualify.
f). In case of DD, it has to be made in favor of "Helicopter MRO Division, Bangalore" payable at Bangalore and the same can be sent by post to below mentioned address (indicating tender reference on the envelop).
g). EMD needs to be submitted by participating bidder . Offers not accompanied with requisite amount of EMD or EMD not submitted in the specified form shall be summarily rejected.
h). EMD should be submitted along with Offer. EMD in original form will only be acceptable. Copies of EMD documents/instruments along with offer not acceptable.
i). In case offer does not contain original instrument towards EMD, offer will be considered as unresponsive and rejected.
j). The Bidders should indicate the reference & details of submission of EMD in their offer. In case of e-tender, the EMD in the form of hard copy in original to be sent by post / courier / personal delivery to reach the concerned Division prior to the scheduled closing time for the tender. The copy of such documents/office should attach in the offer of the e-tender. In case the EMD document does not reach tender issuing authority by the time of closing of the tender, the offer will not be considered for evaluation. In case WIRE/SWIFT transfers the transaction code is to be mentioned in the offer.
The RFI proposal (Preliminary Technical Proposal) duly completed should be uploaded in HAL e-procurement portal only.
II. Future Process: Based on an evaluation of RFI proposals received, HAL shall finalize technical requirement and HAL at its discretion will float Request for Quotation (RFQ) for procurement to the shortlisted suppliers from this RFI.
III. Information and Instructions for potential suppliers:
a) The technical details enclosed are only tentative in nature and are subject to change.. HAL will freeze technical scope based on response to subject RFI and as deemed necessary at the time of issuing RFQ (Request for Quotation) at HAL’s discretion.
b) The potential supplier can propose suitable and proven solution to meet the HALs requirement.
c) This document is not intended to form the basis of any decision to purchase/finalize contract and it does not constitute an offer or invitation or solicitation of an offer to purchase.
d) Hindustan Aeronautics Limited is looking for a potential supplier for the subject requirement.
