Under the powers delegated to me by the Governance Committee on 30 January 2003, Ihave issued a Written Notice dated 29 July 2011 authorising the carrying out of the above development pursuant to Regulation 3 of the Town and Country Planning General Regulations 1992. Planning Permission is now granted. A copy of the Written Notice is attached hereto.

Therefore, in accordance with Regulation 3 would you please accept this letter in conjunction with the plans shown as formal notification of the development for the purpose of your Register of Planning Applications and Decisions.

TAKE NOTICE that under the powers delegated to me by the Governance Committee meeting held on 30 January 2003 I have authorised the development described in Schedule 1 hereto, pursuant to Regulation 3 of the Town and Country Planning General Regulations 1992, subject to the conditions set out in Schedule 2 hereto.

SCHEDULE 1

Replacement of 50 no. various existing timber window units and 10 no. various existing timber window/door units to the main school building with new double glazed PVC-U window and window/door units. Plumpton Primary School, Southdowns, Plumpton Green, BN7 3EB. (Within land edged red on applicants plan – Location Plan Scale 1:1000)

SCHEDULE 2

1. The development hereby permitted shall be commenced before the expiration of three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990.

2. The development hereby permitted shall be carried out in accordance with the plans listed in the Schedule of Approved Plans.

Reason: For the avoidance of doubt and in the interests of proper planning.

3. The works hereby approved shall be undertaken in accordance with the approved Minimisation of Waste Statement dated 27 July 2011 , unless otherwise agreed to in writing by the Director of Economy, Transport and Environment.

Reason: To enable the Local Planning Authority to control and regulate the development and to comply with Policy WLP11 of the East Sussex and Brighton & Hove Waste Local Plan 2006.

The policies relevant to this Decision are:-

Lewes District Local Plan 2003: Policies CT1 (d) (planning boundaries) and ST3 (a) (b) (c) (j) (design, form and setting of development).

East Sussex and Brighton & Hove Waste Local Plan 2006: Policy WLP11 (waste reduction, re-use and recycling).

Reasons for approval

The proposal is for the replacement of the existing timber framed single glazed windows and doors, which are in very poor condition, with double glazed PVC-U units. The proposal is considered to be an essential updating of the School building and will enhance its appearance, improve its energy efficiency and create a more comfortable environment for its users. The design and use of materials are considered to be appropriate and all waste generated by the development will be removed from the site for recycling. The proposal complies with Policies CT1 and ST3 of the Lewes District Local Plan 2003 and Policy WLP11 of the East Sussex and Brighton & Hove Waste Local Plan 2006.
