Eskom Transmission Division on behalf of the Eskom Generation Division proposes to install a water supply pipeline between the Driefontein dam in the south and the Duvha Power Station in the north. The site is located about 25km south of Middelburg. (Refer to Figure 1)

The proposed pipeline falls within the ambit of the following listed activities in Schedule 1 of the Government Notice R 1182 (as amended), of 1997 in terms of the Environment Conservation Act, 1989 (Act No. 73 of 1989):

1(i) canals and channels, including structures causing disturbances to the flow of water in a river bed, and water transfer schemes between water catchments and impoundments;

1(m) schemes for the abstraction or utilisation of ground or surface water for bulk supply purposes;

Therefore an Environmental Impact Assessment (EIA) Process is required.

Part of the Integrated Environmental Management objectives, is the understanding that the development must not compromise the environmental integrity of the site and that interested and affected parties have sufficient opportunity to raise issues of concern.

Strategic Environmental Focus (SEF), as independent environmental managers and impact assessors, has been appointed to compile an EIA report and manage the process. The aim of this report is to ensure that the environmental impacts are taken into consideration, to ensure public participation, and provide decision makers with sufficient information to make an informed decision on the proposed activities.
