Guide Specification

PART 1 - GENERAL

SPEC NOTES:

.1 Use this specification section when a comprehensive specification is required to specify wall covering work.

.2 Note that this specification deals primarily with vinyl wall coverings. Other types such as fabric, cork, etc. may be included.

1.1 Section Includes:

SPEC NOTE: This article (1.1) is not intended to “scope” the work but to serve as a general description. The onus of defining the extent of this section of Work remains with the Project General Contractor, who will ensure that the area / scope of responsibility of any particular Subcontractor / supplier is set out in full detail when awarding the wall covering subcontract. The extent of this section of Work is also governed by the limits of local trade agreements and conditions. This article should be used in conjunction with 1.2, Related Sections.

.1 All labor, materials, tools and other equipment, services and supervision required to complete all wall covering work as indicated on the drawings and Finish Schedule and in the specifications.

.2 Work under this contract shall also include, but not necessarily be limited to:

.a Surface preparation of substrates as required for acceptance of wall coverings including cleaning, small crack repair, patching, and making good surfaces and areas to the limits defined under preparation requirements in the MPI Painting Manual.

.b Specific pre-treatments specified herein and as noted in the MPI Painting Manual.

.c Sealing and prime painting of substrate surfaces for wall coverings prior to installation in accordance with MPI and wall covering manufacturer’s requirements.

.d Moisture testing of substrate surfaces for wall covering. Testing for pigment bleed in water, oils, or plasticizers.

.3 This Section along with the drawings forms part of the Contract documents and is to be read, interpreted and coordinated with all other parts.

.4 Division 0, Section 00700 General Conditions and Section 00800 Supplementary Conditions and Division 1 General Requirements form an integral part of this Section of Work. Wall covering contractor shall refer to these and all other related parts.

SPEC NOTE: Clauses 1.1.4 and 1.1.5 above may be deleted or revised as required to suit specification and/or form of Contract requirements.

1.2 Related Sections:

SPEC NOTE: Delete, revise or add to examples listed below as required. Also list here any specific exclusions normally assumed to be part of the wall covering work. Coordinate items with other Sections of Work in the Project Manual.

.1 Unless otherwise noted, the following work or conditions are not included under this Section of work:

.a Temporary heat and light, scaffolding and platforms, housekeeping services when provided under Section 01500.

.b Condition of substrates, correction of defects and deficiencies in substrates which may adversely affect wall covering work, except for minimal work performed by this trade and preparation of surfaces to receive wall covering under this section of work.

.c Painting substrate surfaces for wall coverings prior to installation except as otherwise indicated in the MPI Painting Manual.

1.3 Separate Prices:

.1 Provide Separate Prices for the following items and indicate same on appropriate Bid Form page.

.a For surface preparation and prime coat for specified wall coverings.

.b For painting of wall surfaces including surface preparation, prime and finish coats in lieu of preparation, supply and installation of wall coverings specified herein.

1.4 Quality Assurance:

.1 This Contractor shall have a minimum of five (5) years proven satisfactory experience and shall show proof before commencement of work that he will maintain a qualified of wall covering applicators throughout the duration of the work. When requested, Contractor shall provide a list of the last three comparable jobs including, name and location, specifying authority / project manager, start and completion dates and value of wall covering work.

.2 Only qualified journeymen who have a Tradesman Qualification Certificate of Proficiency shall be engaged in the installation of wall coverings. Apprentices may be employed provided they work under the direct supervision of a qualified journeyman in accordance with trade regulations.

.3 All wall covering materials, preparation and workmanship shall conform to the standards contained in the latest edition of the Master Painters Institute (MPI) Architectural Painting Specification Manual (hereafter referred to as the MPI Painting Manual) as issued by the local MPI Accredited Quality Assurance Association having jurisdiction.

.4 All wall covering work shall be inspected by a Paint Inspection Agency (inspector) acceptable to the specifying authority and the local MPI Accredited Quality Assurance Association. The wall covering contractor shall notify the Paint Inspection Agency a minimum of one week prior to commencement of work and provide a copy of the project specification, plans and elevation drawings (including pertinent details) as well as a Finish Schedule.

.5 All surfaces to have wall coverings applied shall be inspected by the Paint Inspection Agency who shall notify the Consultant and General Contractor in writing of any defects or problems, prior to commencing work.

1.5 Regulatory Requirements:

.1 Where required, wall coverings shall meet flame spread, smoke developed and fuel contribution ratings in accordance with the requirements of applicable codes.

.2 Conform to the latest edition of Industrial Health and Safety Regulations issued by applicable authorities having jurisdiction in regard to site safety (ladders, scaffolding, ventilation, etc.).

.3 Conform to requirements of local authorities having jurisdiction in regard to the storage, mixing, application and disposal of all wall covering materials (adhesive, etc.).

.4 Fully cooperate at all times with the requirements of the Paint Inspection Agency in the performance of their duties, including providing access and assistance as required to complete inspection work.

1.6 Samples and Mock-Ups:

.1 When requested by the Consultant or Paint Inspection Agency, provide duplicate minimum 300 mm (12”) square samples of each wall covering material for review and approval. When approved, samples shall become acceptable standard of quality for appropriate on-site material with one of each sample retained on-site.

.2 When requested by the Consultant or Paint Inspection Agency, prepare and apply a minimum of three full panel widths of approved wall covering to a designated wall surface in accordance with MPI Painting Manual requirements for review and approval. When approved, applied wall covering shall become acceptable standard of finish quality and workmanship for similar on-site work.

.3 Replace test panels found defective by specification standards, by imperfect materials, or by improper application.

1.7 Submittals:

.1 All submittals shall be in accordance with the requirements of Section 01300 - Submittals.

.2 Submit consent of surety with Bid Submission as proof of ability to supply a 100% two (2) year Maintenance Bond, if an MPI Accredited Quality Assurance Association’s guarantee option is not used.

.3 Submit confirmation that selected wall covering materials will be still be available at time required for installation.

.4 At project completion provide properly packaged maintenance materials as noted herein and obtain a signed receipt.

1.8 Product Delivery, Storage and Handling:

.1 Deliver all wall covering materials in sealed, original labeled containers bearing manufacturer’s name, brand name, color / texture designation, type, weight, roll / batch sequence, fire rating and standard compliance, as well as application requirements. Only approved products shall be delivered to the site.

.2 Store all wall covering materials in original labeled containers flat in a secure (lockable), dry, heated and well ventilated single designated area meeting manufacturer’s minimum (50° F (10° C) temperature and humidity requirements, for a minimum of 36 hours before installation.

.3 Where toxic and/or volatile / explosive / flammable adhesive and solvent materials are being used, provide adequate fireproof storage lockers, proper ventilation and take all necessary precautions and post adequate warnings (e.g. no smoking) as required. ALL APPROPRIATE SAFETY REGULATIONS MUST BE OBSERVED.

1.9 Project / Site Requirements:

.1 UNLESS specifically pre-approved by the specifying authority, Paint Inspection Agency and the applied wall covering product manufacturer, perform no work when the ambient air and substrate temperatures are below 50° F (10° C) or when the relative humidity is above 85% or when the dew point is less than 5° F (3° C) variance between the air / surface temperature.

.2 Perform no wall covering work when the maximum moisture content of plaster and gypsum board substrates exceeds 12 %. Conduct moisture tests using a properly calibrated electronic moisture meter.

.3 Perform no wall covering work unless a minimum lighting level of 323 Lux (30 foot candles) is provided on surfaces to be covered. Adequate lighting facilities shall be provided by the General Contractor.

.4 Perform no wall covering work unless adequate continuous ventilation and sufficient heating facilities are in place to maintain ambient air and substrate temperatures above 50° F (10° C) for 24 hours before, during and after wall covering application. Provide supplemental ventilating and heating equipment if ventilation and heating from existing system is inadequate to meet minimum requirements.

.5 Apply wall coverings only to clean, dry, properly cured and adequately prepared surfaces in areas where dust is no longer generated by construction activities.

1.10 Scheduling:

SPEC NOTE: Delete, revise or add to the example selections below to suit project requirements.

.1 Schedule wall covering operations to prevent disruption of and by other trades and at latest time to avoid damage during new construction or renovations.

.2 Ensure work on applicable surfaces or within walls by other trades is complete, inspected and approved prior to commencing wall covering work.

1.11 Guarantee:

.1 Furnish either the local MPI Accredited Quality Assurance Association’s two (2) year guarantee, or, alternatively, a 100% two (2) year Maintenance Bond - both in accordance with MPI Painting Manual requirements. The Maintenance Bond shall warrant that all wall covering work has been performed in accordance with MPI Painting Manual requirements.

.2 All wall covering work shall be in accordance with MPI Painting Manual requirements and shall be inspected by the local MPI Accredited Quality Assurance Association’s Paint Inspection Agency (inspector), whether using either the MPI Accredited Quality Assurance Association’s guarantee, or the Maintenance Bond option. The cost for such inspections, and for either the local MPI Accredited Quality Assurance Association’s Guarantee, or the Maintenance Bond, shall be included in the Base Bid Price.

.3 Painting and decorating Subcontractors choosing the Maintenance Bond option shall provide a maintenance bond consent from a reputable surety company licensed to do business in Canada. Cash or certified cheque is not acceptable in lieu of surety consent.

1.12 Maintenance Data and Materials:

.1 At project completion provide wall covering manufacturer’s maintenance data for each type of wall covering installed. Data shall indicate approved cleaning materials and procedures and precautions.

.2 At project completion provide a minimum 10 ft2 (1 m2) of each type, pattern and colour of applied wall coverings from same production run used for Owner's later use in maintenance.

PART 2 PRODUCTS

2.1 Materials:

.1 All wall covering materials (primers, fillers, adhesives, etc.) shall be in accordance with MPI Painting Manual requirements and shall be from a single manufacturer for each system used.

.2 Primers / Sealers: to suit substrate type and as recommended by wall fabric manufacturer and in accordance with MPI Painting Manual requirements for substrate type.

.3 Adhesive: as recommended by wall fabric manufacturer.

SPEC NOTES:

.1 It is the responsibility of the specifier to ascertain, prior to Bid call, the overall appearance of the wall covering application noting such conditions as joint seams that will show after installation on certain patterns and natural grass cloth, etc. and if this will be unacceptable to the Consultant / design authority or if they are aware of the issue.

.2 Normal standard production weights are as follows:

.a Type I Vinyl (for normal use): 8, 10, or 12.7 oz. per yd2 or 12, 15, or 19 oz. per 54” width lineal yard.

.b Type II Vinyl (for heavy use): 12.5, 16.7, or 18.7 oz. per yd2 or 20, 24, or 28 oz. per 54” width lineal yard.

.c Type III Vinyl: refer to manufacturer’s specifications.

.3 Use one of the following methods to specify wall coverings:

.4 Wall Coverings: (to CAN/ULC S102, Class A rated) Type (I)(II)(III) (1346 mm (54")(686 mm (27") wide fabric with (nonwoven)(scrim)(100% polyester Osnaburg)(acrylic) backing, random matched reversible pattern and cleanable surface with mildew and microbiological inhibitors, to weights, patterns and colours as selected by the Consultant and/or as indicated on Finish Schedule and to specification requirements noted below:

SPEC NOTE: Example: 1346 mm (54") wide jacquard woven, nonabsorbent/stain resistant, colorfast fabric of inherently flame retardant yarn with Class A fire rating, washable finish, paper backing and mildew and microbiological inhibitors. XXX wall fabric by YYY, or other preapproved.

SPEC NOTE: Wall covering specification – by description:

.4 Wall Coverings: Type [insert type] minimum [insert value] oz per lineal yard weight, [insert name of product] as manufactured by [insert name of manufacturer] and distributed by [insert name of distributor].

2.2 Finishes:

.1 Final selection of wall covering colors and textures WITHIN THIS PRICE RANGE shall be made by the Consultant.

.2 Identification and location of wall coverings (will be furnished by Consultant after award of the Contract)(is noted on the Finish Schedule).

.3 Unless otherwise noted, colors and/or patterns within a given area will be the same with two (2) or three (3) separate schemes prepared.

PART 3 EXECUTION

3.1 Condition of Surfaces:

.1 Prior to commencement of work, thoroughly examine (and test as required) all conditions and surfaces scheduled for wall covering application and report in writing to the Contractor and Consultant any conditions or surfaces that will adversely affect work of this section.

.2 Surfaces to receive wall covering shall be clean, free of irregularities, and foreign matter.
