Mr. Thomas J. Carey III is an Adjunct Professor at the Metropolitan College of New York, where he teaches graduate-level courses to include Constructive Action field work. He specializes in the field of counterterrorism as it relates to crisis and consequence management. He currently serves as an emergency planner on Chemical, Biological, Radiological, Nuclear, and Explosives issues as part of the New York-New Jersey-Connecticut-PennsylvaniaRegional Catastrophic Planning Team.

Mr. Carey is a 23-year veteran of the New York City Police Department (NYPD), serving as the course manager for the Chief of Organized Crime’s Training Investigative Review Section and the New York/New Jersey High Intensity Drug Trafficking Area Tactical Training Center, prior to his retirement. During his tenure, he was responsible for the administration and certification of all academic, first responder, and tactical response training to include curriculum development for 3,000 NYPD bureau personnel.

Mr. Carey is also a combat veteran of Operation Iraqi Freedom who obtained the rank of Sergeant Major in his 27 years of service. During his tour, he served as both a committee member and advisor on operational, logistical, and security issues for the Iraq Ministry of Defense complex in Baghdad, for Multi-National Force Iraq.

Throughout his career, Mr. Carey has obtained both professional and academic training through many organizations including the Federal Bureau of Investigation; United States Secret Service; Federal Emergency Management Agency; United States Army Sergeants Major Academy;United States Army Military Police School’s Special Reaction Team Course; NYPD Bomb Squad and Counter Terrorism Bureau; and Texas A&M.

Mr. Carey is a graduate of Long Island University at C.W. Post, where he received an M.S. in criminal justice and security administration. He is currently being reviewed by the International Association of Emergency Managers for the highest professional certification for emergency managers: the Certified Emergency Manager designation.

At this year’s conference, Mr. Carey will speak on “Lessons Learned of a Constructive Action for Future Application: An All-Hazards Response Plan for Higher Education Institutions and Neighboring Communities.” This discussion will cover all the participating actors’ points of view: professor, student, client, and the surrounding community.
