  1. RIFLE RANGE LOCATION: Range 103 & Range 102, Wilcox Range Complex, MCB Camp Pendleton, CA.
  1. RIFLE RANGE FACILITIES:

Range 103 is a 140-point firing range. Sanitary facilities are of the “Port-a-Potty” variety. There are no food or drink facilities. It is highly recommended that you bring bottled drinks (non-alcoholic) and/or non-perishable food items. Alcoholic beverages are not permitted on or in the general vicinity of the firing lines, while live fire is being conducted.

  1. PISTOL RANGE LOCATION:

Range 102, Wilcox Range Complex, Marine Corps Base, Camp Pendleton, CA. - Start Time: 0700 hours, and be held PRIOR TO the Rifle EIC Match.

  1. RULES:

Current National Rifle Association (NRA) High Power Rifle Rules and CMP Rules for the EIC Matches will apply.

  1. COMPETITION OPEN TO - ELIGIBILITY:

These matches are open to all citizens and legal residents of the United States of America. Citizens of foreign nations may enter these matches upon proof of legal entry into the USA (validated passport and/or visa). Membership in the National Rifle Association, Civilian Marksmanship Program or California Rifle & Pistol Associationis not required; however, Membership in the Santa Margarita Gun Club is required.

Those persons who cannot legally participate in the shooting sports or who cannot enter a federal military reservation are not eligible to participate in this tournament.

Participation DOES NOT and WILL NOT automatically authorize entrance onto MCB Camp Pendleton, CA.

To ensure authorized entry onto the base, eligible competitors must ensure you do the following:

Possess a Department of Defense Vehicle Sticker authorizing you to enter the military instillation OR

Pre-enter the matches desired utilizing the Electronic Entry forms on the club’s web site AND

Have in your possession the following items:

  1. Valid Driver’s License and or other picture Identification
  2. Current Vehicle Registration
  3. Current Proof of Vehicle Insurance
  1. REGISTRATION FEES & TOURNAMENT FEES:

All competitors are required to be SMGC Members due to USMC range usage agreements and Insurance Restrictions. If you are not an annual SMGC member, an assessment of $5.00 is included for Daily SMGC Membership in the entry fee.

Annual SMGC membership must be confirmed through possession of a valid membership card, or confirmation of participant inclusion in the official membership roster at the morning of registration.

SMGC Membership is open to all Active Duty Members, Reserve Members and Retirees of the United States Armed Forces. Annual SMGC Civilian Memberships are dependent upon the number of Current Military members of the Club, according to the club’s bi-laws.

  1. ENTRIES - Electronic: ADVANCE ENTRIES ARE REQUIRED:

Individual competitor entries are REQUIRED to indicate their intent to participate using the electronic Match Pre-Registration formavailable at the SMGC website (

MCB Camp Pendleton Security Regulations require the match sponsor (SMGC) notify the appropriate Base agency of Non Department of Defense (DoD) persons participation in the Match on the Wednesday preceding the Matches. This notification is generated by the received match entry forms and intention to enter messages. Therefore entry onto MCB Camp Pendleton may be denied to those persons who do not indicate their intent to participate or observe using the electronic Match Pre-Registration form. Additionally, persons who have expired driver’s licenses will not be granted entry onto Camp Pendleton.

Registration match forms must also be completed in their entirety. Failure to complete the information section and NRA Membership Number section of the registration form may lead to the inability to correctly report classification to the NRA.

  1. ENTRY FEES: All individual Entries must be paid in prior to the start of the matches.

Fees paid by those unable to attend will be refunded upon request, less a $10.00 service fee, providing cancellation is made prior to 6:00 P.M. (PST), Wednesday, September 25, 2013. There will be no refunds for those canceling after that time.

  1. ENTRY LIMIT: 125 Individual Entries.
  1. RIFLE MATCH START TIME: 7:00 AM on Saturday and 7:00 AM on Sunday.
  1. CLASSIFICATION OF COMPETITORS:

The NRA High Power Rifle Classification System will be used for this tournament. Assigned classification (Rule 19.6) or a temporary classification (Rule 19.4) may be used, if applicable.

Non-NRA members and NRA members who are unclassified or cannot provide classification information will compete in the Master Class.

  1. AWARDS:

Championship Winners in the Grand Aggregate will receive the appropriate NRA Regional Medal Awards for their achievements in accordance with Current NRA guidelines. All Awards will be presented on each day after the conclusion of firing, including Special SMGC Awards.All awards are furnished by the Santa Margarita Gun Club and the National Rifle Association. Classification Winners in the Grand Aggregate will receive special discount certificates for the National High Power Rifle Championships at Camp Perry, Ohio.

Categories & Classes for NRA Aggregate and NRA Individual Matches:

Separate competitor categories (Service, Civilian, etc.) will be established. If there are less than 5 competitors in a specific competitor category, that category will be combined with another category until there are at least 5 competitors in the combined category.

Separate rifle categories (NRA Service Rifle, Match Rifle and Any/Tactical Rifle) will be established within competitor categories. If there less than 5 entries in a specific rifle type, that rifle category will be combined with another category until there are at least 5 competitors in the combined category.

Prize money will be awarded in using the following criteria regardless of competitor category or equipment type:

GENERAL INFORMATION:

  1. CHECK-IN PROCEDURES:

All competitors must check in at the Match Statistical Office for administrative processing. The Statistical Office (Range 103) will be open from 6:00 AM to 6:30 AMon both mornings of the tournament.

Competitors are required to complete administrative processing, ensure payment of tournament fees, and receive their squadding assignments before they can participate.

  1. MANDATORY RANGE SAFETY & ENVIRONMENTAL BREIFING:

After completion of administrative processing, all competitors must report to the designated yard line not later than 6:45 AMto attend the mandated range safety and environmental briefing. Competitors not attending the mandated briefing will not be allowed to compete. Entry fees will be refunded less a $10.00 processing charge.

  1. TARGET PULLERS: Pit pullers WILL BE PROVIDED for both Saturday and Sunday’s Rifle Matches by the U.S. Marine Corps. Pit Puller FEES are included in the Match Fees. Competitors who receive exceptional pit service are allowed to “tip their respective target puller” for their exceptional services.
  1. TARGETS: Official NRA Targets will be used in the rifle competitions.
  1. COMPETITOR PARKING AREAS: (Range 103) -Overnight Competitor parking is permitted in the designated dirt parking lot, east of the range. ALL Competitors are required to park their vehicles in this same dirt parking lot, adjacent to the east side of the range.
  1. SAFETY EQUIPMENT: Hearing Protection, Eye Protection, and Empty Chamber Indicators (ECI) are mandatory. ECI’s may be purchased at the range for a cost of $ 2.00.
  1. OTHER EQUIPMENT: Cloth, canvas or leather shooting jackets may be used. Standard military-issue web or leather slings or slings of this same type are permitted. Shooting gloves or mitts, ground cloths or shooting mats may be used. Shooting kits may be placed on the firing line provided they are not forward of the competitor or the firing line and do not interfere with other competitors.
  1. RIFLE TYPES ALLOWED: NRA Service Rifle (Rule 3.1(f) and 3.7 applies) and NRA Match rifles and scoped rifles (Any/Tactical)may be used during these matches. Rifles that exceed their appropriate NRA specifications will be disqualified; scores fired disallowed, and match fees forfeit.
  1. AMMUNITION: Competitors must supply their own ammunition. Any safe center-fire ammunition, up to and including 7.62mm (.308 caliber), may be used. Tracer, incendiary or armor piercing ammunition is prohibited (Rule 3.17(b) applies).
  1. SIGHTING SHOTS: Sighting shots are allowed for each authorized Match. Refer to the Courses of Fire section.
  1. SCORING SHOTS:Competitor will score each other’s targets. Competitors will score the shooters shots and place the value of the shot on the other Competitor’s score card. Challenges will be addressed and confirmed by the competitors at the time of scoring.
  1. CHALLENGES: A fee of $2.00 is required and payable upon requesting the challenge. If the challenge is denied, the fee will be forfeit.
  1. CHALLENGE PERIOD:The challenge period will end ½ hour after the posting of the last match results.

EIC Pistol “Leg” Match – SUNDAY 0700 Hours

  1. RULES: Current Civilian Marksmanship Program (CMP) Rules will apply.
  1. PISTOL TYPES ALLOWED: U.S. Service Pistols are allowed ONLY. U.S. Pistol, Caliber .45, M1911/M1911A1, or U.S. Pistol, 9mm, M9/M9A1. These pistols must be either issued by the U.S. Armed Forces or a commercial pistol of the same type and caliber subject to the specific requirements denoted in CMP Rule 6.6. No scoped pistols will be used during the EIC match. Pistols that exceed their appropriate NRA specifications will be disqualified; scores fired disallowed, and match fees forfeit.
  1. AMMUNITION: Competitors must supply their own ammunition. Any safe center-fire ammunition, 9mm or .45 caliber ball ammunition may be used. Wad Cutter, Tracer, incendiary or armor piercing ammunition is prohibited (Rule 3.17(b) applies).
  1. SIGHTS: Metallic, Service (Rule 3.1(f) and 3.7 applies) sights are allowed. Service Pistols using sights other than metallic will not be allowed.
  1. SCORING SHOTS:Competitor will score each other’s targets. Competitors will score in the following manner; Odd number Targets will score the target to their right, Even number Targets will score the target to their left. Place the value of the shot on the other Competitor’s score card. Challenges will be addressed and confirmed by the competitors at the time of scoring.
  1. SIGHTER SHOTS: None
  1. ALIBIS: Alibis/Re-fires will be in accordance with current CMP Outdoor Pistol Rules.
  1. EIC AWARDS: Shooters who finish in the top 10% of those entered will receive points towards the Distinguished Pistol Shot Badge. The CMP will award these points in accordance with the current edition of the CMP Competition Rules Handbook. Official recognition of the Match Winners and the top 10 % of competitors will be recorded in the Tournament Results Bulletin.
  1. PISTOL INSPECTIONS: All Pistols used in the EIC Pistol Match must comply with CMP Rules. At the conclusion of each relay, pistols may be selected by random draw for inspection and trigger weighing.

  1. EIC WEAPONS ALLOWED:

U.S. Rifle, Caliber .30, M1, U.S. Rifle, Caliber .30, M14, or U.S. Rifle, Caliber, 5.56mm, M16. These rifles must be either issued by the U.S. Armed Forces or a commercial rifle of the same type and caliber subject to the specific requirements denoted in CMP Rule 6.2.
