1.  CALL TO ORDER: The meeting was called to order at 10:06

2.  PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was made.

3.  INTRODUCTIONS: Introductions were made.

4.  PUBLIC COMMENT: No public comment.

5.  APPROVAL OF MINUTES (9-14-16): The approval of the September minutes was tabled to next meeting when more commissioners were able to attend.

6.  STAFF/COMMISSIONER’S REPORTS: Mr. Simpson reported the Calaveras County Fisheries Commission contacted him to see if they could use the “proper way to release a fish” brochure template for their county. Pokonobe Lodge and Marina contacted staff to see if there were any tax breaks or financial assistance to replace old boat motors. Mr. Simpson reported that Gaye Mueller would be presenting in front of the Board of Supervisors on the November 15, 2017 regular meeting in Mammoth lakes.

7.  DEPARTMENT OF FISH AND WILDLIFE UPDATE: Mr. Erdman reported the frog study surveying has been completed for the 2016 season.

8.  MONTHLY BUDGET UPDATE

·  Fish and Game Fine Fund - $7,500 Starting Balance. $4,000 Ramaining ($3,500 Eastern Sierra Wildlife Care)

·  MCFC regular budget - $25,000 Starting Balance. $20,000 Remaining. ($5,000 Spawning Study)

9.  DISCUSSION/POSSIBLE ACTION – Dawne Emery DFW presentation and Letter of Support – Commissioner Mueller: Staff presented a draft letter of support. A MOTION WAS MADE BY MORTON, SECONDED BY PARKER TO APPROVE THE LETTER OF SUPPORT. MOTION APPROVED 4-0, NO ABSTENTIONS.

10.  DISCUSSION/POSSIBLE ACTION – Mammoth Creek Fishery Assessment Request for Funds – California Trout. Mr. Drew gave a presentation on the importance of a fisheries assessment on Mammoth Creek including implications for spawning and possible contamination from old mining materials. A MOTION WAS MADE BY MORTON, SECONDED BY KING TO APPROVE 3,000 OUT OF THE MONO COUNTY FISHERIES COMMISSION REGULAR BUDGET TO SUPPORT A MAMMOTH CREEK FISHERIES ASSESSMENT. MOTION APPROVED 4-0, NO ABSTENTIONS.

11.  DISCUSSION/POSSIBLE ACTION – Increasing Game Wardens in the Eastern Sierra – Commissioner Parker: This item was tabled to the next meeting when Lt. Dailey could be in attendance.

12.  DISCUSSION/POSSIBLE ACTION – SCE Dam and Water Review – Commissioner Morton: Mr. Morton reported on a meeting with SCE that included dam structures and impacts on watersheds in Mono County. The Commission requested a representative from SCE attend at a future meeting.

13.  DISCUSSION/POSSILBE ACTION – Review Eastern Sierra Fisheries Recommendations by Dr. Tom – Staff: This item was tabled until Dr. Tom could attend.

14.  DISCUSSION/POSSILBE ACTION – Water Study on Conway Ranch – Commissioner Mueller: The commission discussed the pros and cons of completing a water study on Conway Ranch. The commission concluded a study would not be necessary due to the water use limit outlined in the conservation easement.

15.  DISCUSSION/POSSIBLE ACTION – Hot Creek Diploid Stocking – Staff: Mr. Erdman and Mr. Giusti discussed the lack of fish remaining in Hot Creek. They discussed the upcoming diploid stocking of brown and rainbow trout into Hot Creek that were raised at Hot Creek Hatchery. Volunteers were requested to help with the upcoming stocking.

16.  DISCUSSION/POSSILBE ACTION – Business Card Request for Funds – Commissioner Anthony: A MOTION WAS MADE BY MORTON, SECONDED BY ANTHONY TO APPROVE $445.20 OUT OF THE MONO COUNTY FISHERIES COMMISSION REGULAR BUDGET FOR BUSINESS CARDS. MOTION APPROVED 4-0, NO ABSTENTIONS.

17.  DISCUSSION/POSSIBLE ACTION – Mono County Economic Development, Tourism and Film Commission Update – Staff: No Update.

18.  CALL FOR AGENDA ITEMS FOR NEXT MEETING

19.  ADJOURNMENT – Next regular scheduled meeting is November 2, 2016 at 10am in June Lake.
