Model General Permit (MGP) Qualifying Criteria Document

Source Description: Spark-ignition natural gas fired lean burn reciprocating internal combustion engine, conforming to new-source standards for 2011 and newer manufacture date, greater than 1000 HP and less than or equal to 1350 HP (other than emergency-use engines)

MGP Number: GP 14.4

A summary of the potential emissions expected from this source follows:

Size of engine (horsepower) / Model General
Permit No. / Restricted Potential to Emit Summary (TPY)
PE / SO2 / NOx / CO / VOC
1000 – ≤1350 / GP 14.4 / 2.93 / 0.008 / 13.04 / 26.08 / 9.13

Qualifying Criteria:

Answer the following questions by checking the appropriate box:

Yes / No / 1.  Is the engine rated at greater than1000 horsepower and less than or equal to 1350 horsepower?
Yes / No / 2.  Is the engine certified to emission standards that meet or are less than the following 40 CFR Subpart JJJJ Table 1 standards for engines manufactured January 1, 2011 or later, as documented in the manufacturer’s certification; or, if manufactured prior to that date, has it been retrofitted with control device(s) as required to meet the same New Source Performance Standards applicable to engines of 2011 and later manufacture?
0.7 gram of volatile organic compounds (VOC) per horsepower-hour (0.7 gram VOC/HP-hr)
1.0 gram of nitrogen oxides per horsepower-hour (1.0 gram NOx/HP-hr)
2.0 grams of carbon monoxide per horsepower-hour (2.0 grams CO/HP-hr)
Yes / No / 3.  Will natural gas be the only fuel used in this engine?
Yes / No / 4.  Will the engine be maintained and operated according to the manufacturer’s specifications, instructions, and/or operating manual?
Yes / No / 5.  Will the manufacturer’s operating manual and/or instructions be maintained on site and be readily available to the operator?
Yes / No / 6.  Will a log of the location of the engine, identified by serial number, size, and emission unit number, and its manufacturer’s certification or most recent emissions test, as applicable, be maintained on site or at a central location; and will these records be made available to EPA inspectors upon request?
Yes / No / 7.  Have you either (1) determined that the facility will emit less than 1 ton per year of any toxic air contaminant listed in OAC rule 3745-114-01(A), not including any emissions that are subject to a NESHAP, or (2) submitted air toxic modeling with your application?
Yes / No / 8.  Does the owner or operator agree that the engine covered by this general permit can remain in compliance with all terms and conditions of the general permit?
Yes / No / 9.  Have you determined that the air contaminant sources, for which this general permit is being sought, are not a major stationary source or a major modification as defined in OAC rule 3745-31-01? Complete the analysis as described in the “Additional General Permit Guidance for Natural Gas Compressor Stations” document if this is a compressor station and attach the analysis to the application. If you are unsure, check with the appropriate Ohio EPA District Office or local air agency. A major source of emissions cannot be included in the General Permit.

If the answers to questions 1 through 8 are “yes” and the answer to question 9 is “no”, the facility meets the above “Qualifying Criteria.” By signing below, the owner or operator affirms that the listed criteria are met, and assumes personal liability under applicable state laws forbidding false or misleading statements.
