1.0SCOPE

This document sets forth the minimum specifications and requirements for Mobile (portable) printers. The Mobile printers covered under these specifications are capable of printing on plain A4 sized (8.5” x 11”) paper with eitheran AC power source or a battery, at minimum.

2.0APPLICABLE LAWS and INDUSTRY STANDARDS

This section identifies laws and industry standards that pertain to the commodity and are specifically cited in the mandatory technical requirements. Where applicable, the latest version of the reference document shall be used. Consistent with the General Provisions, this section does not preclude compliance with other federal, State, or local laws and regulations that may apply.

2.1LAWS AND REGULATIONS

2.1.1California Health and Safety Code, section 108922, Flame Retardants.

2.1.2Rehabilitation Act of 1973, section 508 (29 U.S.C. Sec. 794d) and Title 36 of the Federal Code of Regulations, Part 1194 (36CFR1194.)

2.1.3California Code of Regulations, Title 8, Section 4184, Guarding Required.

2.2INDUSTRY STANDARDS

2.2.1ENERGY STAR Program Requirements, Product Specification for Imaging Equipment, Eligibility Criteria.

2.2.2European Union Restriction of Hazardous Substances (RoHS) Directive (RoHS Directive 2002/95/EC).

3.0TECHNICAL REQUIREMENTS

3.1PERFORMANCE

The printer shall meet the criteria listed in the following table (Mandatory Requirement):

3.2 ENVIRONMENTAL

3.2.1 Energy Star

The imaging device is in compliance with the current ENERGY STAR Imaging Equipment specifications. Compliance shall be verified via the Energy Star qualified imaging equipment database. (Mandatory Requirement)

3.2.2RoHS Compliance

The imaging device is in compliance with the European Union Restriction of Hazardous Substances (RoHS) Directive 2002/95/EC for electronic equipment. (Mandatory Requirement)

3.2.3Flame Retardants

A product, or a flame-retarded part of a product, containing more than one-tenth of 1 percent of pentabrominateddiphenyl ether (pentaBDE) or octabrominateddiphenyl ether (octaBDE) cannot be manufactured, processed, or distributed in commerce (Health and Safety Code, section 108922). (Mandatory Requirement)

3.2.4Manufacturer’s Environmental Management System

The Equipment Manufacturer has an Environmental Management System, such as ISO 14001, that is certified by a third party. Verification is a copy of the third-party certification. This requirement applies to the Equipment Manufacturer’s major facility(ies) involved in the manufacturing or assembling of the imaging device; it does not apply to the “upstream” individual parts manufacturers. (Non-Mandatory Requirement)

3.2.5 Indoor Air Emissions

Thedevice meets the emission rates for total volatile organic compounds, ozone, and dust in accordance with the EcoLogo Program Certification Criteria Document for Office Machines (CCD-035-NEW) or the Blue Angel basic criteria document for Office Equipment with Printing Function (RAL-UZ 122). EcoLogo certification can be verified at Blue Angel eco-labeled products can be verified at (Non-Mandatory Requirement)

4.0ADDITIONAL REQUIREMENTS

4.1No Restrictions On Recycling/Remanufacturing

Except as provided in Public Contract Code (PCC), §12156 (b), no state agency shall purchase any printer or duplication cartridge for which the manufacturer, wholesaler, distributor, retailer, or remanufacturer places restrictions on the recycling or remanufacturing of that cartridge by any other person. (Mandatory Requirement)

4.2Take Back

In accordance with the State Administrative Manual (SAM), Chapter 5900, Information Technology-Disposal of IT Equipment, each agency must explore the reutilization of surplus IT equipment prior to requesting approval for recycling or attempting to use the equipment as a credit toward the purchase or lease of new equipment.

The supplier shall make available a Take Back service for the imaging device that is to bereplaced. However, it is not mandatory that the ordering State agency use the supplier’s Take Back service. At a minimum, the Take Back service offered shall be a “one-for-one” and of similar type (e.g., take back a desktop copier for a new desktop copier). The Take Back offer shall include other Original Equipment Manufacturer (OEM) equipment. (Mandatory Requirement)

4.3Accessibility Compliance

Per 36CFR1194, the manufacturer of the imaging device shall make available a Voluntary Product Accessibility Template (VPAT.) The VPAT shall include information demonstrating compliance with the applicable requirements of Subpart B, C and D. The VPAT will be used to determine technical compliance to the Section 508 Accessibility Standard requirements.(Mandatory Requirement)
