Mission/Vision, Overview and Goals

001. Mission

The mission of the Tactical Operations Command is toinstill a strong internal motivation to strive for perfection by presenting opportunities and challenges to distinguish cadets from the average, to seek, refine, and utilize unknown and unused potential in cadets, and to cultivate intense leadership and character development.

002. Vision

The vision for the Tactical Operations Command is to become the trusted and respected source of highly skilled and trained leaders,efficient community volunteers,and mature, responsible, event participants.Former students will become decorated and honored cadets completing greatly expanded training opportunities andharnessing unique skills whileholdinga multitude of public safety certifications.

In a structured and disciplined environment cadets will establish a culture of dedication and pride. Cadets will learn and promote personal excellence,as well as a sense of loyalty and unit cohesion. By fully embracing growth and improvement in themselves and the unit as a whole, and by fully committing to the program, its requirements, and its values, cadets will develop the initiative necessary to exceed any standard that is set, culminating in better preparation for life outside of high school.

College, public safety, and military organizations will look to this unit for desirable applicants to their programs. Within DAPSS, TacOps will serve as a magnet program, attracting reputable new cadets and serving as role models for others.

TacOps Alumni will use the skill and advantage gained from the unit in real life situations and will return, when able, as active participants, role models, and mentors to current members.

003. Overview

The Tactical Operations Command is the premiere unit for DAPSS, providing a hybrid of military training, discipline, and excellence combined with the same traits of the fire, police, and other public security services. Cadets in this unit act as ambassadors to the community, showing the best that DAPSS cadets are in a variety of environments and public venues. TacOps is designed to offer a range of training, leadership, and unique opportunities and experiences to those cadets who are highly motivated, dedicated, and committed to this unit and its values of effort, initiative, and pride.
The unit is competitive and selective. Cadets can apply or be nominated, and must complete a lengthy application process before being accepted into the unit. Cadets accepted into this program are responsible to Senior Director Waninger outside of the norms of DAPSS and its staff, as well as outside of normal school hours. Community service is a central component, and devotion to volunteer work both during and outside of the normal school schedule is necessary. Physical discipline is used within this unit to foster attention to detail, strengthening of the mind and body of cadets, as well as building personal excellence and unit cohesion.

TacOps cadets are exposed to a wide variety of opportunities and experiences not always afforded to all DAPSS cadets. The unit offers up to 6.5 academic credits in leadership and character development coursework. TacOps cadets earn multiple FEMA certifications and conduct physical training and testing. Formal inspections are conducted weekly to ensure a presentable standard of appearance for all members.

Experiences in the past have included many events with Special Olympics Delaware (providing security and volunteering), full-scale accident, active-shooter, and protest drills, sea cruises and damage control training with the U.S. Navy and U.S. Coast Guard, discussions and visits from police, FBI, and other public security representatives, trips and visits to various facilities and labs, Trooper Youth Week, and team building/social events (paintball, laser tag, movies, etc).

The unit is designed to be only as beneficial to each individual member as they decide it to be. Cadets only get out of this unit what they put in. Those who desire to stand out are given the opportunity and ability to make themselves more desirable and marketable to community agencies and institutions that will further their education.

004.Goals

The Tactical Operations Command is designed for highly motivated and dedicated cadets to:

  • Provide a highly structured and disciplined environment that forces cadets to strive for higher personal standards and expectations of perfection.
  • Expose cadets to the order, discipline and structure of the first responder, public security, and military fields.
  • Involve themselves in a unique learning experience that will enable academic improvement.
  • Be exposed to first responder career fields and objectives in more depth than the academy otherwise provides.
  • Expose cadets to a variety of unique training, connection, and networking opportunities not provided to all cadets.
  • Provide cadets with an academic program designed to develop solid character and leadership qualities.
  • Develop teamwork, trust, and a sense of unit comradery.
  • Provide cadets with an abundance of varying volunteer and service oriented extra-curricular opportunities.
