TheCouncil Meeting was called to order by Mayor Gordon Johnson at 7:00 p.m. in the Rushford Village Council Chambers. Council members present:Dennis Overland, Chad Rasmussen and Rich Smith. Also,presentPlanning-Zoning Administrator Jon Pettit;Public Works-Maintenance Supervisor Travis Scheck; City Attorney Manion,Treasurer Judy Graham, Clerk Mary Miner Absent: Todd Baker

CITIZENS / OTHERS PRESENT: Jen Hengel andKirsten Zoellner

Financial Report:November Expenses through 11/15/2016-$18,736.22/Estimated December expenses $81,425.72. The financials were accepted as presented. Motion by Rasmussen, 2nd by Smith, Carried

Planning/Zoning:

  • New Zoning Permits: Howard Otis-concrete in a shed, Duane Miner-land alterations, Dan Erickson- shed, Cammy Johnson-house remodel, Janet Wynia-porch roof and move shed
  • Jeff O’Donnell has inquired about building a house on property owned by Tom Kopperud. This was brought before the Zoning Board on 11/10/2016. There are two buildable lots available. The preferred lot already has a house on it and would require the parcel to be split the other parcel would not have to be split. It was determined by the Zoning Board that in order to build on the preferred lot the whole area would have to be plotted and made into a sub-division. This information was given to Kopperud and O’Donnell by Pettit.
  • With the election of Mike Ebner to the City Council there will be a vacant seat on the Zoning Board. Names of those wishing to be on the Zoning Board will be brought before the City Council to decide who will fill the vacancy.

Roads/Water/Sewer:

  • McHugh was in town 11/11/2016. Theyremoved trees and were working on the punch list
  • The catch basket has been installed at the lift station and appears to be doing its job.
  • Scheck reported that a few residents have placed fiberglass poles by their driveways and along the road. These will be in the way for snow plowing and will be ran over. Scheck will contact these residents and ask them to remove the poles.
  • Winter rock, salt and sand have been delivered and are in the sheds
  • Scheck and Pope have not gotten together to look at bridge #3827
  • Scheck went to the FEMA meeting in Preston 11/15/2016. He will be meeting with someone from FEMA 11/16/2016 to go over CRV damages. Scheck will contact Pope about possible help with filling out paperwork for the FEMA projects
  • Motion to discontinue snow plowing of private driveways unless there is a risk to avoid injury to person or property Motion by Overland, 2nd by Smith, Carried

Other:

  • Council will not contact MN DOT regarding the debris that is being placed on land owned by Kopperud. They feel this is between the Kopperud and MN DOT. Rasmussen did provide a MN DOT phone number and this information was emailed to Glen Kopperud after the meeting.
  • Jen Hengel presented to the Council the RP Valley Chamber is asking for a donation in the amount of $613.00 for advertising in various publications for 2017. A motion was made by Overland to donate $613.00 to the RP Chamber for this advertising but failed to get a 2nd so the motion failed. Discussion followed regarding why CRV did not contribute to one of the magazines that Peterson and Rushford do and what determines the amount set aside for advertising. Overland stated that CRV does not have businesses that we receive tax money from like a lodging tax that Rushford and Peterson do to offset the cost of advertising. A second motion was made to donate $613.00 to RP Chamber for advertising for the 2017 year. Motion by Rasmussen, 2nd by Overland, Carried
  • Mayor Johnson shared that he would like to see various committees made up of Council members formed. Overland has been the financial and IT person in the past and has done a good job so he would retain those jobs. Johnson suggested that Ebner and Rasmussen be the equipment committee, Overland and Smith be the personnel and finance committee. Johnson stated that he is willing be help out with questions but that he feels he should not be the go to person. Any extra time required for these committees would be paid to Council members.
  • The Council recognized that Petersen had passed his drinking water test on October 20, 2016.
