Copy of Draft Minutes for Twyford Parish Council Meeting
held at 20.00 hrs on 14th September 2009
at Twyford Village Hall.
Present: Mr R Landells (Chairman), Mr A.Wood, Mr B. Steele-Tyson, Mr T. Cook, Mr A. Riley, Mr J. Boasman, Mrs R. Sloan and the Clerk, Mrs M. Searle.
Also present: Mrs J. Phipps (District Councillor). PCSO J. Webb. And members of the public Mrs A. Curtis, Mr R. King, Mrs M. Horan, Mrs C. Rich. Mr M. Roberts
Public Forum. Mrs C. Rich advised that there was a repeated problem where cars were parked across the pavement so that prams, wheelchairs and at times pedestrians were unable to use the pavement. PCSO Webb will visit the drivers causing the problems.
Mr R. King complained that the dropped kerbs along Portway Road were not suitable for use by wheelchairs making it impossible for the disabled to safely make use of the pavements. Also the potholes were a disgrace. It was pointed out to Mr King that both these issues needed to be taken up with Bucks C.C Highways department and that whilst the Parish Council would advise Bucks C.C of the problems it would be beneficial for members of the public to advise Highways-on-call as well. Unfortunately the Parish Council does not receive the funding to make repairs of this nature.

- Declaration of Interest. None.
- Minutes. The minutes of the meeting held on the 13th July 2009 were approved and signed having been previously circulated. The matters arising from the previous Council meeting were reviewed as follows:
Community Speedwatch. PCSO John Webb gave a short presentation on this matter and following a discussion it was agreed that the Parish Council would proceed with this. Unfortunately Mr Gomm from NAG’s did not attend the meeting but the Clerk will advise Mr Gomm of the Council’s intention to take this forward.
Response to Questionnaires for EfW. It was resolved that Twyford Parish Council, having surveyed its constituents and having regard to the 112 signatures on a petition opposing the potential building of an Energy from Waste facilityclose to the landfill site atCalvert, asks Buckinghamshire County Council, as a matter of urgency,to examine and publicly report upon all existing and emerging technologies for waste disposal, particularly those that minimise the distance that waste is carried between its origin and point of disposal, such report to include costs as well as environmental and health impacts of each technology, before taking any decision, which cannot be reversed other than at punitive cost to the BCC tax payers, on the future direction ofthe disposal of the county's non-recyclable waste.
It was confirmed that Bucks C.C had today announced their decision to select Covanta Energy as the preferred bidder to treat the county’s residual waste for the next 25 years.
The minutes for the extraordinary meeting on 20th July 2009 were also approved and signed.
- Funding for Vehicle Activated Signs. – Mr Landells confirmed that funding had now been awarded by the Local Area Forum for these signs. It has yet to be confirmed when the work to erect the signs will commence.
- To confirm the program of maintenance for the Recreation Ground boundary and to review the current and future use of the ground. Mr Roberts briefly outlined the plans that the Cricket Club would like to put in place for the pavilion and cricket nets. Ideally the Club would like to have nets in place for 1st April 2010. Also the club would like to extend the pavilion adding a 2nd storey to give a larger tea/function room downstairs and two larger changing rooms upstairs. These items will be considered at the next meeting.
It was agreed that the maintenance to the boundary should now be started. Mr Landells will co-ordinate this project with the funding made available through the grant and donation by County Councillor Cadd.
- The condition of roads and pavements within Twyford. Following the representation made in the public forum Mr Boasman will meet with Mr King to pinpoint the problem areas. The Clerk will then report these problems to Bucks C.C. It was then added that all Councillors should continue to monitor the roads within Twyford and report any problems on an ongoing basis.
- Clerk Vacancy. Mrs M. Searle will be standing down from the post on 30th September 2009. It is expected that Mrs Andrea Curtis will then take up the role.
- Correspondence.
Post Office – It has been confirmed the service will be re-opening. The date is to be advised.
Bucks CC – Restricted Byway Mill Lane. The Rights of Way Committee have accepted the recommendation that Mill Lane should be shown on the Definitive Map as a BOAT (Byway Open to All Traffic) and resolved that a Definitive Map Modification Order be made accordingly. If no objections are received the County Council will then be able to confirm the order.
Bucks CC – Independent Education Appeal Panel. Councillors are invited to sit on a panel for education appeals. Mr Landells may follow this up.
Howard Chadwick Funeral Services – Request for addition to the memorial headstone for Martin and Ruby New. This was agreed and will be confirmed to the Undertakers.
