1) / 2) Call to Order / Pledge of Allegiance: The meeting was called to order at 7 pm by Chairman Hayes followed by the Pledge of Allegiance.

3) Roll Call: Formal roll call was taken. All members of the Village of Sparta Planning Commission were present.

4) Minutes

a) Approve RegularPlanning Commission Meeting Minutes of January 2, 2018: Motion by Liscombe, second by Homrich, to approve the Minutes. Motion carried unanimously.

5) Additions or Corrections to the Agenda — Approval of Agenda: Motion by Dougan, second by Fisk, to approve the Agenda. Motion carried unanimously.

6) Public Comment on Agenda Items: Petitioner Janet Rasch of 154 West Division, Sparta, stated that three Sparta companies have asked if she would host a bed and breakfast for their out-of-country clients. She has available only two rooms right now; the house has a total of four bedrooms. Janet would live in the house.

7) Communications: None.

8) Public Hearing

a) Special Land use request from Ronald Rasch Farms Properties to operate a Bed & Breakfast on the parcel commonly addressed as 154 W. Division St. (permanent parcel #41-05-22-226-004)

Public Hearing opened at 7:05 pm. Village Manager Suchy stated that notice was properly made as required. No public present.

Public Hearing closed at 7:06 pm.

b) Ordinance #18-03 — An Ordinance to Amend the Sparta Village Code of Ordinances Section 82-314 Light Industrial Site Development Requirements in the Village of Sparta

Public Hearing opened at 7:07 pm. Village Manager Suchy stated that the Village of Sparta Planning Commission has been working on this for a number of months. Planner Janis Johnson had some minor tweaks, to be addressed later.

Public Hearing closed at 7:08 pm.

c) Ordinance #18-04 — An Ordinance to Amend the Sparta Village Code of Ordinances Section 82-468 Off-Street Parking & Loading Requirements

Public Hearing opened at 7:08 pm. No public comment.

Public Hearing closed at 7:09 pm.

d) Ordinance #18-05 — An Ordinance to Amend Code of Ordinances Article VII “Signs”, Section 82-466 “Off-Street Parking & Loading” and Section 82-386 “Special Land Use” for Language Related to Signs

Public Hearing opened at 7:09 pm. No public comment.

Public Hearing closed at 7:10 pm.

9) New Business

a) Special Land Use request from Ronald Rasch Farms Properties to operate a Bed & Breakfast on the parcel commonly addressed as 154 W. Division St. (permanent parcel #41-05-22-226-004)

Petitioner was questioned about health code for food preparation; she will be serving continental breakfast, not offering complete-kitchen service. She feels safe at the home. Petitioner’s mom grew up in the house. Petitioner has fixed it up in two months. Frederick moved, Liscombe seconded, to recommend to the Village Council approval of the Special Land Use request. Motion carried unanimously.

b) Ordinance #18-03 — An Ordinance to Amend the Sparta Village Code of Ordinances Section 82-314 Light Industrial Site Development Requirements in the Village of Sparta

Village Manager Suchy recommended tabling because Planner Johnson suggested the language is too vague. Motion by Dougan, second by Homrich, to table until the next meeting. Motion carried unanimously.

c) Ordinance #18-04 — An Ordinance to Amend the Sparta Village Code of Ordinances Section 82-468 Off-Street Parking & Loading Requirements

Village Manager Suchy reviewed minor updating changes. Motion by Dougan, second by Liscombe, to recommend to the Village Council approval of the amendment. Motion carried unanimously.

d) Ordinance #18-05 — An Ordinance to Amend Code of Ordinances Article VII “Signs”, Section 82-466 “Off-Street Parking & Loading” and Section 82-386 “Special Land Use” for Language Related to Signs

Village Manager Suchy reviewed changes outlined in yellow. Motion by Liscombe, second by Braybrook, to recommend to the Village Council approval of the amendment. Motion carried unanimously.

10) Unfinished Business: None.

11) Public Comment:None.

12) Commission Comment:Commissioner Christie announced that she is moving out of the Village and will not remain on the Planning Commission. Village Manager Suchy met with a group from Cleveland on the foundry property, but no follow up has been received—a good fit is needed. Village Manager Suchy covered some public well water testing updates; there were questions about Well #2 and Old Orchard’s water consumption. The rodeo ground owners are not moving as quickly as they wanted.
