Minutes of the Susquehanna Regional Commission held on November 14, 2017.
The regular meeting of the Susquehanna Regional Police Commission met on November 14, 2017 @ 8:30am in the East Donegal Township Municipal Building, 190 Rock Point Road, Marietta, PA 17547.
Roll Call of Commission: Present was Chairman Ray Vegso, Commissioner John Murphy and Commissioner Gina Mariani. Alternate Alan Esbenshade and Harold Kulman were in attendance. Also present was Interim Chief Haugh, Officer Rivera, Sgt. Smith and Diane Smith, secretary. Public list attached.
Chairman Vegso called the meeting to order.
The minutes of the October 3, 2017 meeting were then presented for approval and/or corrections. Commissioner Mariani made a motion to approve minutes as presented. Alternate Esbenshade seconded the motion. Motion Approved.
Public comment: None
Phil Rudy from White, Rudy & Company spoke about the 2016 audit for Susquehanna Regional Police Department. Phil Rudy spoke about this being a cash in cash out audit. Phil Rudy spoke about not enough money in budget to put away extra money for these unfunded obligations, these are unfunded promises that put future pressure on the Commission. Commissioner Murphy commented that the Commissioners were aware that was happening, I don’t think we should sit here in a state of shock, we have this discussion every year. Moving forward we need to decide how much extra we want to put in or do we just want to get by. Budget for next year is 8% higher which 4% is coming from the reserves and the Municipalities increase is 4%.
Treasurer’s Report: Chief Haugh reported a balance of $216,186.16 in Checking Account after payment of the bills; Capital Reserve Money Market balance (assigned) $52,860.00*; Sick Leave CD (committed) $14,185.65*; SRPD Retirement Healthcare Benefit CD (committed) $345,310.16*; PLGIT Checking (Payroll Account) $26,603.42 and Grant Account $2,232.04.
*Union Community Bank Municipal Money Account Totaling $340,605.15
*PLGIT CD $95,000.00
*192 Shares of Principal Fund Stock YTD Dividends
*Transferred from Capital Reserve $25,000.00 to purchase (2) Ford Fusions.
*Ran into a problem with Janney, Montgomery, Scott they need a copy of our Merger Agreement. The Merger Agreement needs to be reviewed by their legal team. Hoping to have money invested this week (11/14 – 11/17/2017)

Chief Haugh reported check #7341 Mannion Enterprise to outfit (2) Ford Fusions with lights and a siren. Commissioner Murphy made a motion to pay bills as presented. Commissioner Mariani seconded the motion. Motion Approved.
Chief’s Report: Chief Haugh reported back in 2007 there was a gun stolen from a Conoy Township resident. The gun was recovered by Chicago Police Department. After dealing with the Chicago Police and the red tape the firearm was released and will be returned to its owner in the near future.
The SRPD started an investigation with card scamming. A woman in Marietta Borough was the victim. During the investigation there were 9 other victims ranging from Marietta Borough to New York. The suspect was identified and charges were filed.
Chief Haugh reported there was a male that attempted to use a fake ID in order to get a job at the Perdue Plant in Conoy Township. During the course of investigation learned that the male suspect and (2) other were illegal Mexican Immigrants. All (3) individuals were handed to the deportation and/or incarceration.
Old Business: Chief Haugh reported SRPD finally received the first half of the SRO money in amount of $44,122.56. We will be sending a check of $26,000.00 to the school district which is 60% of the grant. Chief Haugh is currently looking into the second half of the grant. Alternate Kulman asked who writes the grants for SRPD.
Chief Haugh replied himself.
Chief Haugh asked for a vote to adopt budget for 2018. Commissioner Murphy made a motion to accept and approve 2018 Susquehanna Regional budget as presented. Commissioner Mariani seconded the motion. Motion Approved.
Chief Haugh reported the Loss Control Manager from HA Thomson reviewed policies, procedures and making sure the Police Station is in compliance with PIRMA. SRPD is eligible for the 5% discount from the state.
New Business: Chief Haugh spoke about Joyce Boyer retiring on 12/31/17. Joyce Boyer does payroll for SRPD. Looking to outsource payroll and wanting to share the cost between East Donegal Township, Sewer Authority and SRPD. We are looking at (2) firms Keystone Payroll and Inova which is $400.00 less then Keystone Payroll. Chairman Vegso asked for a motion in favor of hiring Inova, ayes won, Motion Approved.
Chief Haugh reported the television in the dayroom stopped working, the television was under a 3 year warranty. Sage Technology replaced and installed a new one. Chief Haugh replied there might be a bill for installation of new television.
Chief Haugh replied he had met with Principal Group, copies of financials in packet.
Executive Session: Commission went into Executive Session to discuss Personnel issues. Commission returned from the Executive Session with no outcome.
Commissioner Mariani made a motion to adjourn meeting. Commissioner Murphy seconded the motion. Motion Approved.
