MINUTES OF THE SPECIAL BOARD MEETING HELD MONDAY, FEBRUARY 27, 2017

The Piggott School District Board of Education met in a Special Meeting Monday, February 27, 2017 in the District Administrative Office. Members present were Hope Burns, Brad Dunlap, Chris Roberts, Jennifer Rahn and Jim Threatt.

The meeting was called to order at 6:00 P.M. by the President, Hope Burns.

A motion was made by Chris Roberts to approve the Consent Agenda. The motion passed 5 to 0.

A motion was made by Jennifer Rahn to waive reading of the Minutes of the Regular Board Meeting held Monday, February 13, 2017 until the next regularly scheduled meeting.

The motion passed 5 to 0.

Upon the recommendation of the Superintendent, a motion was made by Jim Threatt to accept the bid from Lanny Ashcraft in the amount of $5,026.00 for the old trip bus. The motion passed 5 to 0.

Upon the recommendation of the Superintendent, a motion was made by Jim Threatt to rescind the bid on the High School Roof – Shingle Part only. The motion passed 5 to 0.

A motion was made by Jennifer Rahn to open bids again for the shingle roof at the High School. The motion passed 5 to 0.

The Board heard from Steve Champ and Fred Malicoat on the drainage concerns for the Elementary School and the High School. Mr. Malicoat indicated that the original plans to have the water go to main street likely would not work as the area by the marque would not be sufficient to hold the water that is needed to be moved. Steve Champ was present and had previously reviewed the plans. He expressed concerns that the down spouts on the Elementary School had not been addressed and the water coming from the roof should be the 1st priority. Mr. Champ proposed the down spouts be routed to underground piping that was routed to the East along the building, then turn south at the 5th/6th grade end and be deposited in the ditch at the driveway that is roped off. More research needs to be done for the High School problems as well. It was decided that Mr. Malicoat would revisit the plans and to revisit it at the next Regularly Scheduled Meeting to be held Monday, March 13, 2017.

The Board discussed the design of the Agri Vents. The price of the project will be discussed at the next meeting.

The Board discussed the kitchen unit at the Elementary School.

Upon the recommendation of the Superintendent, a motion was made by Brad Dunlap to approve a change order up to $8,000 to Stonebridge Construction for electrical changes to install the kitchen unit in the Piggott Elementary School. The motion passed 5 to 0.

Upon the recommendation of the Superintendent, a motion was made by Jim Threatt to put one 15 ton unit for the Middle School Gym out for bid. The motion passed 5 to 0.

The Board discussed the location of the safe room. Location and uses at both campuses were noted with great regard that no matter which was the most feasible, one campus would be left out. At this time, it was determined that the HS Band Room would benefit the most with a new building.

A motion was made by Jim Threatt to approve FEMA Dollars to build a Safe Room in the Location of the Band Room Area. The motion passed 5 to 0.

The Board discussed the concession stand. Revised plans were presented to the Board that would remove about 8-10 feet from the West side of the original concession stand and add about that much to the North side, making sufficient room between the track and the concession building. Completed plans and costs estimates are to be ready at the next meeting to be approved.

The Superintendent listed several projects that had been mentioned to be implemented in the future and asked all Board members tothink about the projects that will need to be completed next.

Board President, Hope Burns made a motion to amend the agenda to discuss a parent issue. The motion passed 4 to 1 with Jennifer Rahn voting against.

Hope expressed concern over a parent that was banned from entering school and school functions last year. It was expressed that since the court ordered ban had expired that the school ban should be lifted as well. No action was taken.
