Minutes of the Regular Village Board Meeting Held May 23, 2017

The Board of Trustees of the Village of Mt. Morris met in Regular Session in the Board Room

in Village Hall in said Village at 7:00 PM on Tuesday May 23, 2017.

The Village President called the meeting to order and directed the Clerk to call the roll. Upon roll being called, the following answered present: Shane Pope, Phil Labash, Jerry Stauffer, Mike Fay and Jim Hopkins. Trustee Pope moved and Trustee Stauffer seconded the motion to excuse Trustee Pennington. Upon roll being called all Trustees present voted “Aye.” President declared said motion carried.

Corey Buck was present.

VISITORS: Dave & Mary Jane Warkins, Chris Corcoran, Sara Morris, Gary Scott, John Finfrock, Mary Francis, Rick Bicksler, Jan Hough, Sally Gray, Kathy Clark and Howie Herman.

MINUTES: Trustee Pope moved and Trustee Fay seconded the motion to accept the minutes as presented. Upon roll being called all Trustees present voted “Aye.” President declared said motion carried.

EXECUTIVE MINUTES: No Report.

TREASURER’S REPORT: No Report.

CURRENT BILLS: Trustee Pope moved and Trustee Hopkins seconded the motion to accept the current bills as presented with the addition of $299.99 to reimburse Trustee Stauffer for an edger. Upon roll being called, all Trustees present voted “Aye.” President declared said motion carried.

ADMINISTRATION: Village President Elsasser came before the Board to share with the Board a letter he received applauding the Mt. Morris Police Dept., and residents of Mt. Morris that she encounter when she locked herself out of her vehicle. At this time President Elsasser made dept. appointment: Gary Scott as Chair of the Planning Commission, Mary Jane Warkins, to the Planning Commission Board, Rick Bicksler to Park & Recreation. Trustee Labash moved and Trustee Pope seconded the motion to accept the appointments as presented effective May 24, 2017. Upon roll being called all Trustees present voted “Aye.” President declared said motion carried.

PETITIONS & COMMUNICATIONS: Mary Francis of the Tourism Committee came before the Board to give an update on the audio tour of the campus that they have been working on. Francis said that they will have a preview event by invitation only on June 14 to do a trial run.

STREET DEPT: Trustee Fay reports that the Street Dept., is in the process of cleaning up storm damage along with brush pickup. Trustee Fay came before the Board to present the street closing for this year’s 4th of July Parade event (same route as previous years). Board gave a unanimous vote of approval.

WATER/SEWER: No Report.

FINANCE: Trustee Labash moved and Trustee Fay seconded the motion to approve the Humana Dental, Vison, and Life Insurance plan for Village Employees as presented beginning June 1 through May 31, 2018. Upon roll being called all Trustees present voted “Aye.” President declared said motion carried.

APPROPRIATION HEARING: Trustee Labash moved and Trustee Stauffer seconded the motion to set the Appropriation Hearing date for June 27, 2017 at 7:15 PM. Upon roll being called all Trustees present voted “Aye.” President declared said motion carried.

PARK & RECREATION: Trustee Hopkins reports that he is currently getting pricing for mulch in the play area at Dillehay Park.

POLICE DEPT: Trustee Pope reported that Chief White is looking into State bids for the replacement of a squad car.

ORDINANCE: Trustee Stauffer reported that he has spoken with Mike Schroeder the ordinance officer.

PUBLIC PROPERTY: Trustee Stauffer moved and Trustee Labash seconded the motion to approve the banners for the light poles at the corner of Hitt and Wesley Avenue. Upon roll being called all Trustees present voted “Aye.” President declared said motion carried. Will continue working on ideas and design of banners in the downtown area. Stauffer made note of two dead ash trees on the campus that need to come down, has spoken with Denny Davis. Stauffer also reports that he is currently working on a sign message center for special events and will present to the Board at its next meeting.

CIVIL DEFENSE: No Report.

OLD BUSINESS: No Report.

NEW BUSINESS: Mary Jane Warkins asked about the water tower and if it was going to be cleaned this summer. She also mentioned that the lids on the trash receptacles on the campus are in need of paint or replacement. Sally Gray reminded everyone of the Memorial Day Patriotic program on Memorial Day May 29th at 10:00 am on the campus and that the Moose Lodge will host a luncheon after. Sara Morris from LFR thanked the Board for its support.

There being no further business to come before this Board. Trustee Stauffer moved and Trustee Hopkins seconded the motion to adjourn the meeting at 7:52 PM. Upon roll being called all Trustees present voted “Aye.” President declared said motion carried.

The next regular Village Board Meeting will be held on June 13, 2017 at 7:00 PM in the Village Board Room.
