The Macomb City Council met in a regular session on Monday December 3, 2012 at 7:00 p.m. In the Council Chambers in City Hall, 232 E. Jackson Street, Macomb, IL

PLEDGE Mayor Inman called the meeting to order. The Pledge of Allegiance was led by Mayor Inman.

ROLL CALL City Clerk Melanie Falk called the roll and the following Aldermen answered present: Kay Hill, Louis Gilbert, Dave Dorsett, Clay Hinderliter, Don Wynn and Dennis Moon. All Aldermen being present, Mayor Inman declared a quorum for transaction of business. In

addition to the Mayor, City Clerk and Aldermen, City Attorney Kristen Petrie, City Administrator Dean

Torreson and Public Works Director Jason Bainter were present. Aldermen Ryan Hansen, Tom Koch, Tim Lobdell and City Treasurer Ronald Ward were absent.

SWEAR IN City Clerk Melanie Falk swore in new Police Officer, Anthony Johnson.

POLICE OFFICER

Items on the Consent Agenda:

1.  Minutes of the Macomb City Council meeting held on Monday , November 19, 2012 and

Minutes of the Committee of the Whole meeting held on Tuesday November 26, 2012.

2.  Department Reports: Police Department.

3.  Consideration to approve the 2013 meeting schedules for the Macomb City

Council and Committee of the Whole meetings.

CONSENT Alderman Moon moved, seconded by Alderman Wynn to dispense with the reading of the

AGENDA consent agenda and adopt as published, on question being put, Alderman Hill, Gilbert, Dorsett, ADOPTED Hinderliter, Wynn and Moon being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried.

City Attorney Petrie gave second reading of the following ordinance:

An ordinance to create a Class P liquor license for Hy-Vee, Inc. dba Hy-Vee Gas

APPROVE Alderman Moon moved, seconded by Alderman Hinderliter to approve ordinance as read, on ORDINANCE question being put, Aldermen Gilbert, Hinderliter, Moon, Wynn and Hill voting “Aye” and Aldermen

NO.12-63 Dorsett “Recused” and no “Nay” votes, Mayor Inman declared the motion carried and the ordinance was approved and became Ordinance No. 12-63.

APPROVE Alderman Dorsett moved, seconded by Alderman Wynn to approve the purchase of Chamber gift

EMPLOYEE certificates for city employees in the amount of $30.00 for Christmas on question being put,

GIFT CERTIF Aldermen Dorsett, Hinderliter, Wynn, Moon, Hill and Gilbert voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried.

APPROVE Alderman Moon moved, seconded by Alderman Wynn to approve the “Required Reporting to

“REQUIRED REPORT Municipality” by Police and Fire Pension Boards, all Aldermen voting “Aye” and no “Nay” votes,

MUNICIPALITY” Mayor Inman declared the motion carried and the reports were approved.

PENSION BOARDS

City Attorney Petrie presented the following ordinance for first reading:

An ordinance to provide for the levy and collection of taxes for the year 2012, payable 2013 for the City of Macomb, McDonough County, Illinois.

City Attorney Petrie presented the following ordinance for first reading:

An ordinance to abate the direct annual tax levied for 2012 to pay the annual debt

service on $3,500,000 in General Obligation Bonds (Waterworks Alternate Revenue

Source), Series 2008A, $7,500,000 in General Obligation Bonds, (Infrastructure Projects

Alternate Revenue Source), Series 2012 and also to abate one-half ($67,783) of the

direct annual tax levied for 2012 to pay the annual debt service of $1,500,000 in Public

Building Revenue Bonds, Series 1996, of the Macomb Public Building Commission, in

McDonough County, Illinois.

MAYORAL Alderman Dorsett moved, seconded by Alderman Moon to concur with the appointment of Jason

APPOINTMENT Bainter as Public Works Director, on question being put, Aldermen Hinderliter, Wynn, Moon, Hill

PUBLIC WORKS Gilbert and Dorsett being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman

DIR. J BAINTER declared the motion carried.

COUNCIL There being no further business to come before the Council, Alderman Moon moved, seconded by

ADJOURNMENT Alderman Wynn to adjourn, all Aldermen voted “Aye” and no “Nay” votes, Mayor Inman declared the

motion carried and they adjourned at 7:16 p.m.
