MINUTES OF THE PONTARDDULAIS TOWN COUNCIL MEETING HELD ON THE 1ST DECEMBER 2011

Prior to commencement of business the Mayor invited questions from members of the public. Mr R. Jenkins queried how many Pontarddulais people had been employed at the new Tesco Store. The Mayor stated that the matter would be discussed later in the meeting. He also queried the new exit from St Michael’s Avenue onto Water Street and the possibility of widening the junction between Dulais Road and St Teilo Street.

97. APOLOGIES FOR ABSENCE:

Apologies for absence were received from Councillors D. Richards, D. Howard-Willis, S. Burgess, P. Penry, D. Beynon, W. Vonk and B. Lewis.

98. TO RECEIVE DECLARATIONS OF PERSONAL INTEREST FROM MEMBERS IN ACCORDANCE WITH THE COUNCIL’S CODE OF CONDUCT:

There were no declarations of personal interest received.

99. TO RECEIVE AND CONSIDER THE MINUTES OF THE COUNCIL MEETING HELD ON 3RD NOVEMBER 2011:

The above minutes were accepted as a true record.

(a)  Pantyfelin Road, Pontarddulais (Public question time):

The Clerk reported an e-mail from Mr Dunne, 28 Pantyfelin Road, Pontarddulais following the quick response to his complaint at the last Council meeting.

(b)  South Wales Police (Min No 85(a)):

The Clerk advised Members that he had met with a representative from South Wales Police and had written to the landlords of the existing police office requesting they consider a reduction in the rental. He had received an e-mail reply from the landlords stating that the request would be considered.

(c)  Christmas Illuminations (Min No 87):

Cllr Downing proposed that £500.00 be included in next year’s budget for additional lights to the Christmas tree in Dantwyn. RESOLVED to include an additional £500.00 (five hundred pounds) in next year’s budget for increased lighting on the tree in Dantwyn.

(d)  Tesco Stores, Pontarddulais (Min No 89):

The Clerk reported a copy of a reply e-mail that County Councillor Miles had received from the Manageress of Tesco Stores. He informed Members that he had requested further information from the Manageress.

(e)  Rural Bus Subsidy (Min No 91(f)):

The Clerk reported a reply e-mail from the City and County of Swansea stating that they had ceased its funding of the Heart of Wales Line as part of the required budget savings on Transport Support.

100. TO RECEIVE REPORTS FROM COUNTY WARD MEMBERS:

County Councillor J. Miles reported on the following:

v  Footpaths/cycle track;

v  Junction of St Michael’s Avenue and Water Street;

v  Junction of Dulais Road and St Teilo Street – Clerk to write to City and County of Swansea requesting they consider widening the junction;

v  Pantyfelin Road – not a County matter;

v  Tesco Stores;

v  Brynawel Terrace – excavations result of works to create car parking space.

101. TO ANSWER QUESTIONS FROM COUNCILLORS (3 CLEAR DAYS NOTICE OF ANY QUESTION HAVING BEEN GIVEN TO THE PERSON TO WHOM IT IS ADDRESSED):

There were no questions tabled.

102. TO RECEIVE REPORTS FROM THE CLERK:

A.  CORRESPONDENCE:

The following correspondence was received and noted:

(a)  City and County of Swansea – public consultation on car parking standards supplementary planning guidance;

(b)  One Voice Wales – training issues, strong roots project,accommodation for training events, appointment of associate trainers;

(c)  Mid and West Wales Fire and Rescue Authority Annual Action Plan 2012-2013;

(d)  City and County of Swansea – Extinguishing and Creation Orders, Public Footpath Nos 11 and 17, Community of Pontarddulais;

(e)  City and County of Swansea – Creation and Extinguishing Orders, in relation to bridleway 28 and footpath 26, Communities of Pontarddulais and Mawr;

(f)  SSE Renewables – Nant y Moch Wind Farm – project update;

(g)  Recycling bags:

The Clerk reported an e-mail from the City and County of Swansea stating that they are prepared to deliver 50 garden waste sacks which will be invoiced to the Town Council at £2.00 each and these are then available for the public to purchase directly from the Council. It was agreed that the Council should order them as and when requested.

(h)  One Voice Wales:

The Clerk reported correspondence from One Voice Wales relating to amendments to Model Standing Orders and update on appointment of Training Champions. Cllr Harris agreed to have her name put forward as a training champion.

(i)  Swansea Communities First Cluster Consultation:

The Clerk reported receipt of correspondence relating to the above and it was agreed to accept the key principles that the proposed cluster model is based on.

(j)  Precept 2012/13:

The Clerk reported a letter from the City and County of Swansea requesting the Town Council’s precept requirement for the next financial year.

(k)  Path from Sidings Fach to site of Graig Merthyr Colliery:

The Clerk reported an e-mail from Mr Selwyn Williams advising that the Pontarddulais Partnership had applied to the City and County of Swansea to make the above path an official Right of Way. It was agreed to support the proposal.

(l)  Pontarddulais Town Centre Enhancement Scheme:

The Clerk presented a written report on a meeting he, the Mayor and Deputy Mayor had attended in the Civic Centre to discuss the above proposals.

B.  GRANTS UPDATE:

The Clerk presented a written report on the current grants situation and stated he had a pre-commencement meeting with the surveyors and contractors on the 30th November 2011. Members agreed to the following:

v  Provide temporary heating in the hall and Room 1 by means of propane heaters in the hall (on hire) and purchase domestic electric heater for Room 1;

v  Place all articles and furniture, not absolutely necessary for hire purposes, into storage;

v  Purchase a post box to be affixed near the front entrance door which will not be in use during the duration of the contract;

v  Request B.T. provide a broadband connection via Room 1 allowing the contractors to provide wireless facilities to the whole building;

v  Query whether it would be possible to sell the existing gas boiler.

The Clerk also advised Members that he had received the contract for the grant from the City and County of Swansea which would require the Council’s seal and Clerk’s signature.

103. TO RECEIVE AND CONSIDE REPORTS FROM THE MAYOR:

The Mayor reported on her civic duties for the previous month. It was agreed that a further 25 photo presentation frames be purchased.

104. TO RECEIVE AND CONSIDER REPORTS FROM REPRESENTATIVES ON OUTSIDE BODIES:

Cllr G. John reminded Members of the Christmas Market to be held in the Institute on the 14th December. Cllr Downing informed Members that he had been re-elected Vice Chairman of Governors at the Primary School. Cllr Harris referred to various Pontarddulais Partnership matters.

105. TO AUTHORISE AND APPROVE THE EXPENDITURE FOR THE MONTH OF NOVEMBER 2011:

RESOLVED that the above expenditure be authorised and approved.

106. TO RECEIVE PLANNING APPLICATIONS PREVIOUSLY CONSIDERED BY THE ESTATES AND DEVELOPMENT COMMITTEE:

Observations had been made on application (ii) above concerning parking issues and possible change of use at a later date to a takeaway. Members were advised that the application had been approved but there were certain conditions concerning future useage.
