  1. MATTERS ARISING

25.1Lash Hill Ward Neighbourhood Plan

A meeting of the Lash Hill Ward Councillors had been arranged for Tuesday 13th June 2006 to start work on the neighbourhood plan.

25.2Burbage Carnival Road Closure

The road closure for Sunday 18th June had been confirmed.

25.3Leicestershire Fire & Rescue Service

There were no items specifically affecting Burbage within this document.

25.4Blaby District Council – Local Development Framework (draft core strategy)

The Chairman had reviewed the document and due to the short response time comments had been passed to Blaby District Council. Generally the document was welcomed, it was requested that consideration be given to providing a bypass around Sapcote which would allow the M69 junction on the Sapcote Road to access both Leicester and Coventry, this would reduce the traffic through Burbage. It was also requested that consideration be given to establishing an area of separation between Hinckley & Bosworth Borough and Blaby District.

25.5Licensing Applications

Following the Parishes Forum held at Hinckley & Bosworth Borough Council it had now been agreed to inform Parishes on a weekly basis of all licensing applications received by the Borough Council.

25.6Hinckley Road – Cambourne Road Footpath

An instruction had been given for the necessary work to the trees along this footpath.

Refusal recommended. The proposed development does not protect the amenity of existing occupiers, two of the three existing properties bordering the site are bungalows, the development contains 2 and 2 ½ storey houses and two of the windows/velux will overlook each bungalow garden which are currently private.

The roofscape of the development does not complement that of existing buildings.

One adjacent bungalow (8 The coppice) is about 2 metres below the level of the proposed site and no drawings are provided to illustrate this. Any increase in the level of the site will infringe the blue brick course of Cedar Cottage, the foundations of unit 2 will be less than 2 feet from the corner of Cedar Cottage.

Rear access to most of the planned houses entails going through living rooms and is not conducive to easy servicing and means of fire escape. This development could be prejudicial to the development of the site between it and The Outwoods.

Parking and garage courts should not be separate from the dwellings they serve.

Rear gardens should be a minimum of 12.5 metres in length. Unit 1 garden is 5 metres and unit 2 garden is 7.5 metres. The rear of both units face an ancient wall over 4 metres high which belongs to adjacent properties. Unit 1 private rear garden is under half the recommended area.

The only windows of kitchen/dining areas of unit 3 will look at a 6 foot wall only one metre away. This cannot be regarded as sufficient access to natural light. There are mature trees on the other side of the wall, which are an important feature of the local scene on which a TPO was to be requested. Four or five bedrooms in the proposed development have only a single small velux window. The level of natural light is dubious.

The route for foul sewerage is not defined. The existing route serving Cedar Cottage is already inadequate.

Although LCC Highways have accepted the outline plan it is suggested that matters such as the safety of children walking along The Outwoods and the facilities for recycling be carefully reviewed.

A site visit was to be requested.

These objections were to be copied to Borough Councillors requesting that they ensure that this application comes before the Planning Committee.

A TPO on the large tree in the garden of the existing property and a site visit was to be requested.
