Parishioner/Public Time

There were no parishioners present.

Minutes – Minutes of the previous meeting no’s 2017/2018 15-21, having been circulated, were taken as read, approved and signed.

Matters Arising

1.  ‘Dragons Teeth’ Road Markings, Gaddesby – As requested the Clerk emailed County Councillor Orson so that he could make enquiries with LCC, as to whether they would consider ‘Dragons Teeth’ road markings for Gaddesby, as a possible deterrent for speeding motor vehicles.

It was understood that there was an increase in the volume of traffic travelling through the village at the present time, with a particular increase around the area of Gaddesby Primary School.

2.  Flashing Speed Limit Signage : Gaddesby – The Clerk had yet to look into the costs which would be incurred with the purchase and installation of flashing speed limit signage, but would endeavour to do so before the August meeting.

3.  LCC, Funds held for the Barsby Bus Shelter – Mr Andy Hayes, the Grants and Funding Officer for LCC had written to GPC to advise that LCC would be happy for GPC to retain the LCC, Melton West Community Forum grant of £1,500.00 for use within the community.

Mr Hayes advised that LCC would prefer the funds to be used towards the purchase of children’s play equipment/activity. Once purchased and/or installed LCC would appreciate some photographs.

Mr Hayes apologised for the delay in responding to GPC.

Following discussion Councillors resolved to give careful consideration into how the grant should be used, with either the purchase of an item of new play equipment or for the refurbishment of some current equipment.

Matters Arising cont.

4.  Crime Updates – PC Scott circulated to all Parish Councils a crime report for the Melton Mowbray beat during June.

Councillor Fox reported that he had emailed PC Scott, although a response had yet to be received. In the email Councillor Fox thanked PC Scott for circulating regular crime updates to Parish Councils, but asked if follow-on details of the crimes/offences committed could be circulated, ie, have the offenders been charged or was no further action necessary.

5.  Weakened Carriageway from Barsby crossroads to South Croxton crossroads – Nothing to report. The Clerk was asked to make enquiries with LCC, Highways Department to ask if any progress had been made with this matter; with a copy of the email sent to County Councillor Orson for his information.

6.  Melton Local Plan – Notification had been received from MBC, that following a full Council meeting on Tuesday, 4th July, it was agreed that a further consultation would be carried out. This would be due to start from the end of week commencing 10th July and would cover the focused changes for the MLP and the draft charging schedule for the Community Infrastructure Levy (CIL). The formal consultation would be circulated in due course.

7.  Gaddesby War Memorial – Councillor Fox circulated to all Councillors an email which had been received from Ms Sophie Clarke, the LCC Heritage and War Memorials Officer. The email advised that the status of the Gaddesby War Memorial had been updated on the LCC website to Grade II.

The Clerk advised that Mr Russell of K Russell Memorials Ltd had yet to visit the War Memorial with a view to providing GPC with a quotation for any cleaning or repair work which he considered necessary. The Clerk was asked to contact Mr Russell prior to the August meeting if a quotation had not been received.

8.  Neighbourhood Plan – The Clerk reported that an open meeting had been held on Thursday, 29th June 2017 at Ashby Folville Village Hall, where Mr James Beverley, the Planning Policy Officer at MBC addressed the parishioners present. The Clerk, along with Councillor Hurst attended the meeting on behalf of GPC. It was reported that very few parishioners attended the meeting. Since the meeting on the 29th, Gaddesby parishioner, Mrs Janette Gadd had arranged for parishioners to meet with a Neighbourhood Development Plan consultant, Mr Gary Kirk of Your Locale Limited on Wednesday, 19th July 2017 at Gaddesby Village Hall, commencing at 7pm. The purpose of the meeting would be to understand what is involved in the Neighbourhood Plan process, to look at the various options available and to establish which parishioners would like to participate with the development of a Neighbourhood Plan for Ashby Folville, Barsby and Gaddesby. As Councillor Hurst would be away on holiday, Councillor Walton agreed to attend the meeting in her absence; the Clerk would also attend the meeting in order to gain an insight into the process.

9.  Worn Road Marking ‘SLOW’, Barsby – The Clerk was asked to email LCC, Highways Department to remind them that the ‘SLOW’ marking, near to the Barsby village nameplate on the brow of the hill required re-instating.

10.  Gaddesby 7 Road Race – The Clerk emailed Mrs Jackie Cross, the Network Co-ordinator for LCC, Highways Department to highlight the concerns raised by Councillors regarding future Gaddesby 7 Road Races. As the Clerk had only sent the email today, Monday, 10th July 2017, a response had yet to be received.

11.  New Village Notice Boards – Nothing to report.

12.  RoSPA Play Area Safety Inspection : Gaddesby Children’s Play Area – After having read through the RoSPA Play Area Safety Inspection report, Councillors had concerns regarding the inspectors finding of rotting timber around the base of the playhouse and the multiplay equipment. Councillor Bakewell agreed to take a look at these items within the report.

Correspondence

1. Road Closure : Gaddesby Lane, Barsby – Notification had been received from LCC, Highways Department, that Gaddesby Lane, Barsby would be closed from Monday, 10th July to Friday, 21st July 2017 inclusive, in order to facilitate Severn Trent Water with water main renewals.

Correspondence was either emailed or made available to Councillors as necessary.

Planning Matters

a. ‘Fair View’, 31 Park Hill, Gaddesby – Application submitted by J Buckby for a proposed loft conversion and roof alterations. Councillors resolved to support the application.

b. ‘Holmefield House’, 30 Baggrave End, Barsby – Application submitted by Mrs Ross-Wilson, for a proposed single storey timber framed orangery. Councillors resolved to support the application.

Planning Decisions

a. Ashby Pastures, Pasture Lane, Ashby Folville – Application submitted by Mr and Mrs Lloyd for the proposed conversion of a barn into two dwellings. Amended scheme with extensions, has been granted planning permission by MBC.

Previous application 16/00435/FUL refers.

Representative Reports

1. Ashby and Barsby Parish Hall – Councillor Walton advised that she had agreed to take on the role of secretary for the Ashby and Barsby Parish Hall.

2. Barsby Village Hall Green – Councillor Hurst reported that ‘Music at the Mill’, held on Saturday, 1st July 2017 had been an enjoyable and successful evening, despite the late cancellation of the band. Councillor Hurst went on to advise that the event would be reviewed at tonights committee meeting, Monday, 10th July.

3. Gaddesby Village Hall – Councillor Bakewell reported that the Hall lettings continued to be good and that the Village Hall kitchen would be refurbished during the pre-school summer holidays, week commencing Monday, 17th July 2017. The refurbishment would include the replacement of cupboard doors, a new fridge, flooring and painting of the kitchen. Councillor Bakewell advised that there had been several changes to the Village Hall committee.

Melton Borough Council – RoSPA Play Area Safety Inspection, £52.50 plus 20% VAT £10.50, total £63.00.

The latest bank statements were made available for Councillors.

Transfer of Funds:

Councillors agreed that £3,000.00 should be transferred from the Business Premium Account into the Community Account; the Clerk was asked to carry out this transaction.

Other Business

1. Dangerous Plant : Giant Hogweed – It had been bought to the attention of GPC that Giant Hogweed plants were growing on the piece of building land at 7 Ashby Road, Gaddesby. It was understood that Giant Hogweed is a dangerous plant which can spread quickly, particularly in the hot weather and that it is a danger to public health as the toxic sap can cause severe burns and blisters. As the owner of the site was unknown to GPC, the Clerk was asked to email LCC to advise them of the growing plants and to ask them to take a look at the site as a matter of urgency. The Clerk was asked to send a copy of the email to County Councillor Orson for his information.
