MINUTES OF THE MONDAY, MARCH 9, 2015

PLANNING COMMISSION HEARING - 7:00 PM

The Kandiyohi County Planning Commission met on Monday, March 9, 2015 at 7:00 PM in the Commissioners Room at the Kandiyohi County Health & Human Services Building located at 2200 23rd St NE, Willmar Minnesota. Members present were John Dean, Douglas Hanson, Ronald Peterson, John Hauge, Jane Youngkrantz, and Harlan Madsen. Also present was Zoning Administrator, Gary Geer.

Chair John Dean opened the meeting at 7:00 pm.

Minutes of the previous meeting were approved as mailed.

A hearing was held on the re-zone request of Kyle Hanson, Part of SE ¼ of the NW ¼, Section 15, Township 121, Range 34, New London Township, 17160 Hwy 23 NE. Kyle Hanson was present and explained that his request is to rezone his existing property from residential to commercial for the purposes of possible future construction projects. Hauge stated that the request makes sense and based on the historic use of the property, likely could have happened years ago. Dean agreed with Hauge. Geer informed the board that the property is the first parcel outside of the city limits of New London, is within the urban growth boundary of the city of New London, and has frontage on MN Hwy 23. There being no further discussion, motion by Hauge to approve the request with the findings, second by Youngkrantz.

Findings:

The Planning Commission finds that the proposed use is in harmony with the goals and objectives of the Comprehensive Plan as illustrated by the following references.

  • Chapter 6, Pg. 9 “Land Use Planning” - The Commission notes that the Comprehensive Plan is supportive of development to occur in urban growth areas, which can facilitate the process for promoting orderly growth.
  • Chapter 7, Goal 8 Objective A Guideline 7 - Commercial and industrial growth or expansion occur near existing commercial and industrial areas…
  • Chapter 6, Pg. 4 “Economic Development”, Commercial and industrial development should be encouraged to locate in areas that are currently, or will be serviced by public infrastructure. Also - Commercial development along highway corridors, especially in areas that are currently established as commercial developments, can provide for orderly growth patterns and minimize the chance for incompatible land uses.

The Planning Commission unanimously recommends the County Board of Commissioners approve the re-zone requestbased on the findings as stated herein. Motion carried.
