DRAFT MINUTES of the MEETING of SILKSTONE PLAYING FIELDS COMMITTEE held on Monday
20 July 2015 at 7pm.
PRESENT: Chairman: R Leech (Silkstone PC)
S Fletcher (SUJFC u 12’s and Silkstone PC), A Horsfield (SUFC), R Stier (Silkstone PC) and J Whitmore (SUCC).

15-13 DECLARATIONS OF INTEREST – None
15-14 MINUTES
RESOLVED to approve the minutes of the meeting on 8 June 15 as a true and accurate record, the Chairman signed the minutes.
It was noted that the contractor works to the Co-op forecourt are likely to extend a few weeks beyond the 10 week programme.
It was noted that the Oxspring football team have confirmed that they would like to continue to use the football field for the 2015/2016 season.
15-15 RECREATION GROUND & GROUNDSMAN
· Drainage
RESOLVED to note that TGMS have completed the scan which has been forwarded to the STRI. The STRI will attend site in the next few weeks to carry out the soil sampling tests. The Parish Council have sent their solicitors details to Sport England. Cllr Leech signed the client declaration which the Clerk will return to the solicitor.
· Football field and goalposts
RESOLVED to note that the banking under the surface water overflow into Conroyd wood from the recreation ground is eroding. This will be mentioned to the Sport England contractors at the scope of works stage for advice.
RESOLVED that the football club will take down the goal posts after the last pre-season game on 26 July 15. The Clerk will ask the grounds man and handyman to put the posts back up before the first game of the season on 26 August 15.
RESOLVED that the Clerk will ask the grounds man his opinion about marking a goal on the football banking for children during the holidays to keep them off the goal mouth area.
· 2015/2016 season football teams
RESOLVED that Hoyland Town under 15’s may play their matches on the football field during the 15/16 season. The Clerk will send all the paperwork etc to Tony Hughes (who is involved with the Silkstone over 35’s team so knows about the Pavilion’s opening and closing procedure). Cllr Stier opposes the introduction of any more teams playing the field and so objected to this decision but the majority decision was moved.
RESOLVED to note that the teams playing on the Silkstone field for 15/16 season are:
Silkstone Utd Seniors and over 35’s
Silkstone Utd under 12’s
Oxspring under 16’s
Hoyland Town under 15’s
15-16 ROCK IN THE REC
RESOLVED to note that the Rock in the Rec event had been a success. The police attended a number of times during the evening and there was no trouble. There were no complaints. Fewer numbers through the gates than last year but more of a family feel to the event.
RESOLVED that consideration will be given to holding a gala day on the day of the Rock in the Rec event next year. Andy H will advise the Clerk as soon as the 2016 date has been confirmed in the next few weeks. Cllr Leech will raise this idea with the Community Centre Committee at their next meeting as a possible fundraiser for them and it will also be discussed at the next Parish Council meeting in September.
15-17 PAVILION
RESOLVED to note that the Parish Council have placed an order with Expert Water Services to compile a new Legionella Risk Assessment as the original document is now out of date.
RESOLVED to note that the garage doors have been repaired. User groups reminded that the doors should be closed properly as they are being damaged by being left open. They should also be bolted after being closed as they are connected to the alarm system.
RESOLVED to note the comments in the comments book:
· Youth shelter graffiti has been painted over.
· John Whitmore has reviewed all first aid kits – they are all now out of date. Clerk and Cllr Stier to add new supplied to the wall unit.
· Roller shutter on back wall in community room needs to be closed individually as it has not closed properly on the room switch since the attempted break in.
· Changing room 2 coat hanger peg broken
· Door at bottom of the stairs should not be left propped open when leaving the building as it is connected to the alarm system.
· Kitchen sockets must be switched off before leaving (left in on position on a few occasions)
· Rubbish – user groups reminded that all rubbish must be removed from the building after every match/training session.
15-18 PAVILION /RECREATION GROUND BOOKINGS/HIRE
RESOLVED to note that the SUCC under 13’s have a cup final game on Sunday at 2pm. It was noted that football has a match at 1pm on the same day. Agreed that spotters will be located at the top of the banking as juniors unlikely to hit a cricket ball into the football field.
15-19 ACCOUNTS
RESOLVED to note the receipts and payments and Budget Monitor up to 14 July 15.
15-20 CORRESPONDENCE
It was noted that the cricket representatives are now happy with the weekly communication with the grounds man.
15-21 ANY OTHER PAVILION OR PLAYING FIELDS BUSINESS
It was noted that no materials should be stored on the CARE container roof. The benches in changing room 1 are still to be re-fitted by the contractor and John Whitmore still awaits grasscrete quote for covers.
15-22 DATE OF NEXT MEETING : Monday 14 September 15 at 7pm at the Sports Pavilion.
