- Apologies for Absence
Apologies for absence were received from Councillors Mrs. M.W. Finch, Mrs. E. Ballard JP, F.G. Coonghe, A.M. Lione and Mrs. P.F. Watson. These were approved by the Council. - Chairman’s Remarks
In the absence of the Chairman, Councillor Mrs. E. Ballard JP, the Vice Chairman, Councillor T.F. Marris took the chair and informed Councillors that a Taxi and Private Hire Vehicle Licensing Consultation Meeting would take place on 16th April 2008 in the Town Hall from 7pm. Councillor J.E. Gains informed the Committee that he would be attending and he offered to report back at the next meeting. - Declarations of Interest

The notes of the Meeting of 25th March 2008 were discussed and signed by the Chairman as a correct record.
- Town Clerk’s Report on Matters Outstanding
The Town Clerk, Mrs. L.J. Blankley reported: - That a site meeting re. the Quarryside parking problems had been held and that Councillor Mrs. P.F. Watson had attended on behalf of Louth Town Council. She said that the Town Council were to be part of a proper consultation re. the proposals to remedy the parking problems.
- The formal notices have been sent to all properties regarding the Kiln Lane footpath and this issue is on LCC’s 2008/09 proposal list for paths. She reported that the process has been slowed down slightly as it has been established that the full length of Kiln Lane is not County Maintained and ownership needs to be established.
- That the post box on Little South Street has been earmarked for a Royal Mail Risk Assessment and alternative locations are being looked into. She reported that Royal Mail are still collecting from it but that Royal Mail cannot do anything about the state of the site as the land is privately owned.
- Applications received by the Local Planning Authority
The Committee considered the applications listed in the schedule (PA/Sched/04/08/08) and RESOLVED: - (1) N/105/00330/08 - Planning Permission - Meridian Developments - Erection of a pair of semi-detached houses on the site of existing sheds which are to be removed. - Land adjacent to 58 Church Street - OBJECT: Overintensification of the site, increased traffic to Kidgate (speed restricted road), proximity of access road to junction of Church Street / Kidgate.
- (3) N/105/00759/08 - Planning Permission - Rodanto Ltd - Change of use, conversion of, extensions and alterations to former warehouse building to provide 8 no. self contained units of accommodation, and the provision of 2 no. terraced areas, existing buildings either side of the main warehouse building are to be demolished. - Warehouse premises, Cinder Lane - Supported (With concerns over the lack of provision of parking facilities)
- (4) N/105/00777/08 - Planning Permission - Bankmachine Ltd - Retention of alterations to existing takeaway for the installation of an Automated Teller Machine - 18 Aswell Street - OBJECT: Unanimous decision -Conservation Area, materials used, illuminated, removal of feature window. Enforcement required to ensure reinstatement of window to original.
- (5) N/105/00789/08 - Planning Permission - New Linx Housing Trust - Construction of parking spaces to serve existing flats and alterations to vehicular access - 1-20 High Holme Road - Supported. Condition of suitable planting to grassed area to front to discourage parking on verges.
- (8) N/105/00429/08 - Consent to Display - Bank Machine Ltd - 1 internally illuminated ATM associated sign at existing takeaway - 18 Aswell Street - OBJECT: Unanimous decision -Conservation Area, materials used, illuminated, removal of feature window. Enforcement required to ensure reinstatement of window to original.

Councillor B. Burnett left the room while planning application (5) 00789/08 – New Linx Housing Trust – 1-20 High Holme Road was discussed.

- Street Collections
The Committee RESOLVED to support the request for a street collection permit by the Vegetarian Society on Saturday 24th May 2008.
- Planning Decisions
The Committee noted the following District Council Decision which was at variance with the Town Council’s recommendations. - ELDC – N/105/03308/07 – 5 Quarry Road – Planning Permission for this development was granted on 5th March 2008, Louth Town Council objected to this application at its meeting on 22nd January 2008 citing ‘Design unsympathetic to existing dwelling’. ELDC noted the objection and have provided the officers report which is available to view in the office.
