MINUTES OF THE MEETING OF LADOCK PARISH COUNCIL HELD ON 9 JANUARY 2017

Following the notice, the Meeting of Ladock Parish Council was held on Monday 9 January 2017 at Ladock School commencing at 7.30pm.

PRESENT

Cllrs Hartley (Chairman), Barker, Dodwell, Hoskin, Howes, Jones, Mack, Waitz and Weller. Also in attendance were Cllr Eathorne Gibbons and the Clerk.

Apologies were received from Cllr Baines.

REPORT

1 CORNWALL COUNCILLOR. Updated on: a) proposed size of Cornwall Council, b) Corserve, c) proposed tennis court – liaising with Cllr Weller, and d)Police Commissioner may reintroduce Speedwatch.

APPROVAL OF MINUTES

2 FULL COUNCIL MEETING OF 12 DECEMBER 2016. Following a minor amendment it was proposed by Cllr Weller, seconded by Cllr Howes that the minutes be signed as a true copy. Unanimously approved and signed by the Chairman.

PLANNING

3 PA16/11715. LAND WEST OF SPRINGFIELD, GRAMPOUND ROAD. Applicant: Messrs Grigg and Skinner. Proposal: Erection of 2 pairs of 3-bed semi-detached dwellings. Proposed by Cllr Howes, seconded by Cllr Barker to support the application. All in favour. SUPPORT

4 No further planning applications.

MATTERS FOR CONSIDERATION

5 AGREE TO REGULARISE DUCHY ACCESS RIGHTS AT LADOCK PLAY FIELD CAR PARK. Clerk to purchase plans from Land Registry. Clerk to write to Duchy confirming still PC land with all rights of access. ONGOING

6 UPDATE ON MAINTENANCE TO MEMORIAL TREE AVENUE. Cllr Jones requested volunteers to assist with replacing dead trees and maintenance. Volunteers to meet at site on 14 January at 2.30pm. RESOLVED

7 CONSULTATION – CORNWALL COMMUNITY INFRASTRUCTURE LEVY. NOTED

8 HIGHWAYS UPDATE FOLLOWING MEETING WITH CC’S VIV BIDGOOD. Details had been circulated. Grampound Road: Cllr Dodwell to post proposals on social media and to obtain quotation from CC for feasibility study. Ladock: Dragons teeth and hi-viz 30mph signs added to proposals. ONGOING

10 FINANCE COMMITTEE REPORT. Cllr Jones reported on half year checks. RESOLVED

CORRESPONDENCE

11 STEVE ROBINSON – LITTER AT TOP HILL AND STATE OF PHONE BOX. Member of public had cut back hedge. Cllr Weller to inform Clerk of responsible householders and Clerk to write letters informing them that they would be reported to CC if not kept tidy. Advised that Heartbeat Trust in long negotiations to use redundant phone kiosk. RESOLVED

12 BATTLE’S OVER. Plans for beacons on 11 November 2018 to celebrate end of WWI. Cllr Hartley to contact landowner of possible site. ONGOING
