Prior to the meeting at 7pm the Parish Councillors heard a presentation from Richard Wearmouth from Wessex Solar Energy who are considering applying for planning permission for a Solar Park off Axe & Cleaver Lane, he was accompanied by the landowner Robert Turner. Residents Pam Willcox and Christopher Menheneott also attended this part of the meeting.

Richard Wearmouth explained the benefits of solar energy & how it works and issued a copy of the presentation to the Parish Councillors, a copy is also available in the Clerk’s office. Wessex Solar Energy process is to initially meet with the Parish Council (11.08.14), followed by an information day for the public (to be arranged towards the end of September via the Clerk) before applying for planning permission. Following submission of their application a further public day would be planned for discussions around the plans.

Several questions were raised by Councillors & residents and answered in detail.

-Access to site for installation would be through Berryfield Farm as there is a farm building and hard standing, consequently no mud on the road or traffic problems

-Servicing access going forward would be via Axe & Cleaver Lane

-Should reflection be a problem, Wessex Solar Energy would look at the individual properties and assess the impact and what is needed e.g. a hedgerow perhaps?

-Wessex Solar Energy would endeavour to improve the landscape where they install e.g. holes in hedges

-With regards to a 106 agreement, where feasible the community would benefit

-Footpath enhancements would be made on the site and with discussions could be considered further along the same footpath

-The gradient of the panels would face South East but would still generate sufficiently

-Approximately 21,000 panels. Leading edge 1mtr going to 3.5 metre approx.

-Monies held for decommissioning is held in a bond.

-Discussions have been held with the owners of Knapp Cottage who have agreed with what is proposed for and around their property.

Councillor Alf Moreton declared an interest in The Daubeny Almshouse.
44. / MINUTES
The minutes of the meeting held on Monday, 7th July 2014 were approved as a true record of the meeting, proposed by Councillor Alf Moreton and seconded by Councillor Mike Holland. All were in favour.

Police Report
PCSO Maria Badder reported that there were 60 rural occurrences of which 9 were in the village. 5 of these were crimes and were outlined in detail to the Parish Councillors.
1 ASB, 0 Burglary, 1 Theft, 4 Criminal damages, 3 Transport related
PCSO Badder concluded by asking Parish Councillors to be aware of recent incidents of boy racers and flashing lights on vehicles and to report anything they see.
Councillor Horace Prickett report
-Governance Review papers in Black Bag. Meeting arranged 27.08.14 @ 7pm in West Ashton Village Hall between North Bradley and West Ashton Parishes for informal discussion around this review.
-Concessionary bus passscheme consultation from now until 22nd September, Councillor Prickett urged Councillors to complete. Clerk to send out details.
-Hawke Ridge Business Park plans went through in recent planning meeting, no allowances made for traffic from the West in the paperwork. Councillor Prickett believes the traffic survey is seriously flawed and is assembling a case. Now the development is approved it goes to Eric Pickles. Councillor Prickett believes NBPC should write a letter.
-Village plans – Councillor Prickett asked the Clerk to request a visit by Judy Rose to the November PC meeting, who would outline how a village plan can be produced which is not so onerous (previously invited for October meeting and not available to attend).
-42 Ash Drive – Councillor Prickett has requested a visit by Enforcement Officer to this property who will instruct property owner to apply for planning permission. Councillor Alf Moreton stated that the structure is against the ‘Moat House Estate’ registration document held by all properties and is therefor a legal issue.

46. / MATTERS ARISING FROM PREVIOUS MINUTES
  1. Churchland Trees – Clerk has had response from WiltshireCouncil who have stated that the trees in question are in private ownership. There are 6 trees with TPOs. In order to maintain these trees Councillors believe it would be necessary to remove the TPOs, which were put on when the estate was built. Unable to go on properties without landowner permission. Before considering asking a Arborist for their opinion, Councillor Mike Holland proposed that the Clerk write to WALC for legal advice on what is a feasible way forward, seconded by Councillor Alf Moreton, all agreed.
  2. Street lighting – Reduced street lighting has commenced in the Parish. This was originally raised by Trowbridge Area Board and agreed in 2010. Area Board document put into Black Bag. Clerk requested to put this onto the October agenda for review.
  3. Trowbridge Town Council Government Review – Informal meeting in West Ashton Village Hall @ 7pm 27th August 2014 between Parish Councillors of West Ashton & North Bradley.
  4. Daubeny waste collection – Wiltshire Council has agreed there could be assisted collections from the gateway of the property. Clerk to send details to Councillor Moreton.
  5. Southwick Road signage for Ireland/Scotland - This is to be discussed at the 9 Sept CATG following which an invoice will be issued for our contribution.
  6. Hitachi fencing - Hitachi has erected the fencing as we requested alongside ditch on Westbury Road.
  7. 44 Broadley Park – Parish Councillors asked the Clerk to contact the Council Tax Dept. to find out if this address is registered for business purposes. Councillor Prickett to help with finding who to contact.

Clerk requested information for the October newsletter to be submitted by 20th September in time for editing. Newsletter to be agreed at October meeting.

50. / WW1 COMMEMORATION
Councillor Alf Moreton updated the Councillors on progress so far. 4 columns have been erected in the grass area agreed by the Baptist Church, donated by Ewart Adams and erected by Tony Deacon; a plinth will be put on this acknowledging this contribution. A metal stay has been put on the top to discourage vandalism. Poppies have been ordered to commemorate the 36 servicemen who were lost to North Bradley. A dedication service will be arranged, date to be confirmed and a flyer to be produced to notify residents. The Baptist Church has provided a commemoration plaque in the ground.
51. / PROTECTING THE COMMON
Councillor Alf Moreton requested permission to speak in order to outline how The Daubeny Almshouse wishes to protect The Common. Trustees wish to put some type of barrier up to prevent vehicles turning across the grass of The Common. The Parish Councillors discussed the various suggestions put forward by the Trustees. It was decided that the best way forward was tree trunks, supplied and maintained by the Trustees. Proposed by Councillor Mike Holland, seconded by Councillor Bernard Clarkson, all in agreement. Clerk to send a letter to the Trustees.
Parish Councillors also requested that a further letter be sent to the residents of the bungalow on The Common who continue to flout the rules regarding the access road.
52. / WILTSHIRE HOUSING SITE ALLOCATIONS DEVELOPMENT PLAN
Councillor Horace Prickett updated Councillors following recent briefing meeting. Papers & map from the meeting had previously been circulated to Parish Councillors. The initial questionnaire will be completed by Councillor Prickett and then circulated for any additional comments before submission to Wiltshire Council. Map passed to Councillor Prickett.
53. / PARISH MAINTENANCE
Next Community Day pre-meeting will be held on 2ndSeptember @ 10.00 in the Peace Memorial car park. The Community Day for North Bradley will be on 10th September, Councillor Mike Holland urged other Parish Councillors to attend, as the exercise is very beneficial for the Parish in planning the work needed.
  1. Southwick Road Village Seat – request to strim the grass around this area.
  2. Church Lane – weeds in the gutters need attention
  3. Church Lane 20mph assessment – Clerk to ask Rachel Effemy to put this onto next CATG agenda
  4. Overgrown Trees in Willow View – Atkins have agreed that this will be done and it is planned in.
  5. Sunken manhole in Churchlands – this has been attended to.
