Minutes of the Meeting of Tattershall with Thorpe Parish Council held on Tuesday5th December 2017 at 7.15pm in Tattershall Library & CAP.
There wasonemember of the public present. CouncillorsMrs Shaw, Mr Leggate, Mrs Harvey, Mr Coulber (Vice Chair), Mrs Dawson, Mr Fletcher, Mr Brown (Chair), Mrs Kay, Mr Tracy, Mr Edwards, Mr Langley, Mrs Harkus and Mr Singleton-Cragg and C Cllr Mr Ashton plusclerk Mrs K Elliott.
7.15pm - Public Forum:The Chairman welcomed everyone to the meeting and the Public Forum commenced with discussion regarding the recent road works in Tattershall Thorpe which have caused disruption and have impacted on the bus stop also, the contractors lifting crops from adjacent farm land and causing damage to verges, grass triangles and leaving mud on the road. The Police and LCC have been informed. Mr Ashton advised that the road works where due to end on 12th December but have been extended and suggested that the parish council contact the contractor advising of our efforts towards the Best Kept Village competition and ask them for redress towards the damage done to the junction. The clerk was requested to phone the contractor to discuss the matter and report directly to Mr Coulber. The meeting also considered a suggestion for the Armistice Commemoration in November 2018 for 11 eleven year old children to plant 9 remembrance crosses around our War Memorial and then for the 100th to be planted by the Parish Council Chairman. The British Legion are to be included in this proposal.
Cllr T Ashton gave his report and advised that he would be in talks with D Cllr Mr Avison regarding the flood risk issue for housing in Tattershall and the Flood Water Scrutiny Committee are to be questioned to see if or when the environment agency will update their flood maps for our area. Mr Ashton also gave a District Council report on behalf of Mr Foster and Mr Avison in their absence, advising of the Area Forums in March and the Local Plan final amendments and consultation in the New Year. [Mr Ashton left the meeting at 7.34pm.] [Mr Langley arrived at 7.35pm]

2017/135Chairman’s Report – TheChairman reported his thanks to Mr Coulber for standing in at the Armistice Commemorations and thanks to the team who put up the Illuminated Christmas Trees in Tattershall & Tattershall Thorpe.
2017/136Apologies – The parish clerk reported that apologies for absence with valid reasons given had been received from D Cllr Mr Avison & Mr Foster and it was proposed, seconded and RESOLVED that apologies be noted with valid reasons for absence being accepted.
2017/137To Receive Declarations ofInterest under the Localism Act 2011– were received from Mr Fletcher, Mrs Shaw and Mr Langley for item 8 as they are all on the village hall committee.
2017/138To approve as a correct record the Notes of the meeting of the Council – It was proposed, seconded and RESOLVED unanimously that the official minutes of the last meeting held on 7th November 2017 having been previously circulated were approved as a true record of the minutes, Chairman signed and dated.
2017/139Report from District & County Councillors, Police and any other outside agencies – Mr Ashton had reported on county and district matters during the public forum and there was no report from the Police. Mrs Shaw advised that a new PCSO is to be in place from January and phone contact information is to be supplied in due course.
2017/140To co-opt a new parish councillor–Mr Paul Adams has written to the parish council and was reintroduced to the parish council members. [Mr Adams left the room at 7.38pm] It was proposed, seconded, RESOLVED and unanimously agreed that the parish councillors would co-opt Mr Adams back on to the parish council with immediate effect. Mr Adams was called back into the room and took his place around the table.
2017/141Clerks Report on matters outstanding and correspondence
a)Report from meeting with LCC – the clerk advised that the meeting had concluded that no appropriate crossing point could be approved and that a Lollipop Person for Silver Street, Coningsby would be pursued and posters placed in Tattershall to support this proposal.
b)ELDC Area Forums March 2018 – dates of these events were circulated to all present & further details will follow in due course from ELDC.
c)Pelican Trust – details of the printing and other services they offer were circulated
d)Lincolnshire Field paths Association – it was resolved to subscribe to this group
e)Metheringham Station – this information was passed to all present.
f)External Auditor information – was passed to all present.
2017/142Venue for Parish Council Meetings – those present discussed the options available and the annual financial implications of each option and the RFO confirmed that there was now a budget of £1200 for this cost. The Chairman assured everyone present that all decisions were made at a properly constituted meeting and that it was felt that there could be safeguarding issues if our meetings were held at a school. It was proposed, seconded and RESOLVED and voted to move our meetings to be held at the Village Hall with effect from April 2018. The clerk was requested to advertise this change as widely as possible.
2017/143Meeting Dates 2018 – these were circulated to all present. The village hall committee have also been advised.
2017/144Community Led Housing Scheme – as per the circulated report there is to be a questionnaire sent out to all Tattershall residents in the New Year. Cllr Mrs Harvey questioned if we want to be involved with this scheme and following discussion the meeting proposed, seconded and RESOLVED that it was appropriate to be involved in this, a volunteer will be sought for the working group in the New Year.
2017/145Grass Cutting Contract – the clerk advised those present of the format for this decision and the 5 tender envelopes were opened and the 5 quotations considered. There is a budget of £6500 for this cost and the councillors debated the proposals received. Following discussion it was proposed, seconded and RESOLVED that we appoint Tudor Grounds Maintenance for the 3 year period 2018 to 2020. Councillors requested that we ask for the contractor to cut the grass when we want, this may not be operationally possible.
2017/146To Approve the Budget for 2018-2019 – as per the previously circulated documents, the proposed budget is £34,304 for 2018 to 2019. Clarification was sought on a couple of matters by Cllr Mr Edwards and following explanation it was proposed, seconded and RESOLVED that the Budget be set at £34,304.00
2017/147To Approve the Precept for 2018-2019 – In line with the circulated documents the precept for 2018 to 2019 is proposed to be £20,039 which shows a £3,000 decrease from 2017/2018 and an explanation of how this figure is produced was given and following which the meeting proposed, seconded and RESOLVED to set the precept at £20,039.00
2017/148To purchase More Event Poppies – It was agreed that Cllr Mrs Shaw would count how many Tattershall would require for within the 30mph limit and Cllr Mr Tracy would carry this out for Thorpe and a decision would be made at the February meeting.
2017/149GDPR Document Pack – The clerk explained that there are a number of documents required as a result of these new regulations and this document pack would supply model documents for all those required at a cost of £30. It was proposed, seconded and RESOLVED that this pack be purchased to aid the compliance with this regulation.
2017/150LCC Questionnaire Street Lighting –councillors were made aware of the on line questionnaire which is available to all residents.
2017/151Community Speed Watch Initiative – the meeting discussed this new initiative and it was confirmed that the RAF Police have offered to assist with this and Cllr Mr Fletcher also volunteered. The meeting also discussed the effectiveness of our own speed device and concluded that it is making a difference. The most recent data from our speed device will be discussed at the February meeting and Cllr Mrs Shaw requested that it was made available to the next Police Panel meeting.
2017/152Snow Plan – the meeting discussed the snow plan and the clerk is requested to contact Mr Harness to ask if he would check the machine over. The meeting discussed having a rota of volunteers for using the grit spreader.
2017/153Financial Matters – To authorise the signing of cheques and to note income for this month
a)Payment of Accounts – members were advised of the list of payments and it was then proposed, seconded and RESOLVED that payments were made to the sum of £3,190.81 including VAT and income was noted for the month was NIL.
2017/154Reports from outside meetings –Mrs Shaw, Mr Fletcher and Mr Langley had attended the village hall meeting and the Christmas Draw.
2017/155Items for next agenda include electronic meeting packs, extra Christmas tree lights, lights in the market place trees and a reminder about the gmail parish council email accounts; thedate or next meeting is:
