2. QUALIFICATION REQUIREMENTS – Mandatory Requirements and Knowledge, Skills and Abilities (KSAs).
a. Applicants must meet the following Mandatory Requirements (conditions of employment). Provide your individual responses on paper addressing each (1-4) separately.
(1) Must possess and maintain a valid and unrestricted state-issued driver’s license (from any State). Provide your driver’s license number, issuing state, license expiration date, and the full name specified on the license. (Do not provide a copy of your driver’s license.)
(2) Must submit to and successfully pass a state background check, and must be eligible to obtain and maintain a “SECRET” security clearance through the U.S. Department of Homeland Security.
(3) Must be willing to travel by all modes of transportation and stay at destinations for moderate to extended periods of time. Travel is required for training and job performance.
(4) Must agree to attend/accomplish required training and participate in training exercises as identified in federal grant guidance, by the IOEM Training and Exercise Program, and by IOEM Senior Management; must agree to successfully complete online courses as determined by the same.
b. Applicants must have 24-months of specialized experience performing related duties as specified below. Provide your individual responses on paper addressing each (1-8) separately. In your responses describe your civilian and military education, training and work experience as it relates to the following KSAs. KSA responses assist in determining the best-qualified applicants.
(1) Knowledge of emergency/disaster response mechanisms, the National Incident Management System, and the Incident Command System.
(2) Knowledge in using multiple social media networks. Ability to aggregate information from multiple sources, and rebroadcast that information through web and social media platforms. Ability to develop systems to increase the reach of critical information to multiple target audiences.
(3) Knowledge and skill sufficient to establish and maintain effective working relationships with groups, agencies, or individuals interested in having input on Idaho Office of Emergency Management (IOEM) programs, policies or activities.
(4) Ability to speak before large groups while conducting training.
(5) Ability to develop projects with identified goals and objectives and operate within a budget to ensure project completion.
(6) Knowledge, skill and ability in oral and written communication, demonstrating logic, focus, critical thinking, and clarity. Skill in compromise and collaborative problem solving.
(7) Skill in preparing effective plans and providing knowledgeable comments during the review of planning documents.
(8) Skill in the operation of general office computing programs, photographic equipment, two-way radios, and audio/visual equipment.

INTRODUCTION: This position is assigned to the Operations Branch, Idaho Office of Emergency Management (IOEM), functioning within the State of Idaho – Military Division. The primary purpose of this position is to develop, coordinate, and maintain essential individual and community preparedness programs in support of “Prevent, Protect, Respond, Recover and Mitigate” missions of the IOEM.
DUTIES AND RESPONSIBILITIES:
1. Under supervision of the IOEM Public-Private Partnerships Program Manager, develops and maintains systems, programs, plans, and procedures to support state and local government in their respective emergency management and homeland security missions.
2. Assists in the preparation of grant applications for submittal to state or federal agencies. Develops project plans with a scope of work (SOW) and budget to meet stated goals and objectives. Plans and implements grant program activities including special projects. Coordinates budget needs, and monitors budget and expenditures against program progress. Initiates and maintains close working relationships across IOEM programs and voluntary, faith-based, and community based organizations including promoting activities such as planning, training and exercising to improve preparedness, response, and recovery capabilities.
3. Supports jurisdictional efforts to build individual and community preparedness involving community leaders and citizens in all-hazards preparedness and resilience. Supports and assists in the formation and maintenance of community preparedness councils.
4. Conducts seminars and workshops, develops preparedness campaigns, provides briefings, and distributes promotional materials, brochures and guides to educate citizens on the importance of individual and family preparedness, including those with access and functional needs, household pets and service animals. Assists in the coordination of training and exercises to promote preparedness for all hazards.
5. Serves on boards, commissions or panels as directed by the IOEM Deputy Chief or supervisor. Represents the State Citizen Corps Council as a required member of the Idaho Homeland Security Senior Advisory Committee. Serves as a board member for Idaho Firewise.
6. Implements and maintains a comprehensive information sharing program using the web and social media networks to communicate critical information through targeted communication strategies to the general public, private sector, government officials and other emergency management stakeholders.
7. Attends training and participates in exercises as identified in federal grant guidance and/or by the IOEM Training and Exercise Program and IOEM Senior Management.
8. On a voluntary basis, attends training and performs duties as the on-call IOEM HAZMAT Duty Officer several times per year, on a 24/7 weekly basis, in accordance with established rotation schedule. Facilitates emergency conference calls with Local Incident Commanders, and other supporting agencies. Upon request, coordinates federal resources, and coordinates and approves state resources available to assist in the response. Ensures the Idaho Hazardous Materials/Weapons of Mass Destruction (WMD) Incident Command and Response Support Plan is properly executed.
9. Performs other related duties as necessary or assigned. Deploys as directed to a designated Emergency Operations Center at a local, state, or federal level during federally declared disasters. Upon activation of the Idaho State Emergency Operations Center (IDEOC), performs duties as directed by the IOEM Deputy Chief. During activation of the IOEM’s Continuity of Operations (COOP) Plan, may perform as member of Advance Echelon party (ADVON) and/or other supporting COOP role as required.
SUPERVISORY CONTROLS: Incumbent works under the general supervision of the IOEM Public-Private Partnerships Program Manager. The supervisor provides general guidance and information about priorities, deadlines and changes in reporting requirements. The incumbent is expected to independently plan and carry out work, and resolve most conflicts that arise. Seeks assistance from supervisor when complex unprecedented issues arise. Completed work is evaluated for effectiveness and overall attainment of objectives. Work is carried out using applicable regulations, policies and procedures for guidance.
PERSONAL WORK CONTACTS: In addition to the supervisor, the incumbent works closely with IOEM Program Managers, individuals within other government agencies, the public, the private sector, and volunteer organizations.
WORK CONDITIONS / PHYSICAL EFFORT: Work is primarily sedentary and performed indoors in a well-lit climate controlled office or similar setting requiring normal safety precautions against everyday risks or discomforts. Work requires some walking, standing, bending, and carrying of items up to 30 pounds. Outdoor work, generally while deployed to the field in response to a disaster, may expose incumbent to adverse and hazardous conditions and weather extremes to include hot, cold, and inclement weather. Incumbent may be on call after normal work hours to respond to emergencies and may be required to deploy to the field. May be required to work in high stress situations for long hours, and deal with citizens under extreme emotional distress.
